PWS ReferenceTask DescriptionMinimum SpecificationsQuoter to fill yellow shaded area (be sure to provide adquate technical detail, see FAR 52.212-1 of solicitiation
2.1Vessel Make and ModelOcean going trawler similar to a Nordhavn, Cape Horn, Hatteras, etc
2.2Vessel Year2000 or newer.
2.5Length/Gross Tonnage55ft-60ft overall length and be rated between 51-100 GRT
2.3Engine/Propulsionless than 5,000 hours from current engine installation, and shall be at less than 50% of their projected initial service life before overhaul/powered by a continuous duty engine. Vessel shall have a primary propulsion system and a secondary get home engine, or be a twin engine configuration
2.6Vessel Auto PilotVessel must be equipped with functional auto pilot management system.
2.6Vessel Speed and Rangecruise speed of no less than 8 knots and a range no less than 2,000 nautical miles
2.7Dinghy2010 or newer Dinghy with engine no less than 25HP
2.7Deck Cranelifting strength no less than 1,500 pounds. Crane shall be capable of lowering and recovering the Dinghy.
2.8Fuel, fresh water, black water and grey water capacityable to carry a minimum of 3,000 gallons of fuel, 350 gallons of fresh water, 100 gallons of black water, and 100 gallons of grey water
2.9Multifunctional Display and Chart Cardsfully operational Raymarine, Simrad, Furuno, Garmin or similar Multifunction Navigation Display with working AIS and updated CHART cards
2.9 and 2.10Radarfully operational Raymarine, Simrad, Furuno, Garmin or similar Radar. Radar shall have a range of 24nm or greater
2.11Depth sounderfully operational Raymarine, Simrad, Furuno, Garmin, or similar depth sounder or dual-frequency CHIRP down scanning Sonar

2.18Kitchen accessoriesfridge, freezer, stove and oven, and be outfitted with pots, pans, knives, cups, plates, and other cooking and eating utensils
2.19Generatorsminimum of two five kilowatt or greater generators, or one 14kW or greater generator, and be equipped with a spare parts kit per generator consisting of at a minimum one oil filter, one full sump capacity of oil, one full system capacity of coolant, fuses, all belts, and two impellers
2.2House and Start batteriesproperly working and maintained house and start batteries, battery charger, inverter, and 50ft or longer shore power cable with appropriate adapters
2.21Life Raftcapable of carrying a minimum of eight people that has been inspected and certified per 46 CFR 160.151
2.22Anchora primary anchor that is rated for the vessel with a minimum of 300-400ft of 1/2in chain
2.23Mooring Linessix or more mooring lines and six or more fenders capable of adequately securing vessel
2.24Simmer platform/laddera swimmer platform and ladder or swimmer door and ladder
2.25Vessel Systemsprimary and back-up control systems, inspected and working engine room, fixed fire suppression system, engine driven emergency dewatering system, emergency flooding DC plugs, and USCG required fire extinguishers per CFR
2.26USGC/Safety Equipmentmeet all USCG regulations, and have current safety equipment onboard
2.27Vessel documentationall vessel documentation, historical maintenance documentation, reference manuals, and system drawings
3Vessel insurancevessel collision liability and protection and indemnity liability insurance
6.124/7 vessel assistance service6.1 Vessel shall be covered under Sea Tow, Tow Boat USA, or another 24/7 vessel assistance service. Vessel assistance shall range within the US Waters.
6.2Vessel tool kitTool kits shall include open and box end wrenches, small and medium Philips and flat head screw drivers, filter wrenches, needle nose pliers, channel locks, small and medium crescent wrenches, vice grips, spark plug wrenches, hammer, electrical wire cutters/ crimpers, multi-meter, electrical tape, moussing/lock wire, and wire cutters for lock wire
6.3Vessel spare partsVessel shall have spare fluids for each system and equipment to refill completely that which requires fluids, spare parts for high failure items, two oil filters for each engine and transmission, three primary and secondary fuel filters for each engine, two belts, two impellers for each engine, fuses for all items that require fuses, four spare light bulbs for each type of light fixture onboard to include navigation lights, and any other items that are identified during the walk through with GOV personnel
