Product Description Naval Special Warfare Command

100 PSI Chamber

1.0 OBJECTIVE: Establish a firm-fixed price contract to procure 100 PSI Chamber used to conduct off-gas testing and sampling services to meet P-9290 off-gas needs.

1.1 Background: Naval Special Warfare Command (NAVSPECWARCOM) and its Echelon III and IV commands and other NAVSEA representatives require off-gas testing and sampling services in support of its Deep Submergence Systems (DSS) and Divers Life Support Systems (DLSS) programs;

these requirements are in accordance with NAVSEA standards for manned submersibles. The requirement to conduct off gas tests and off gas sampling analysis of non-metallic components may only be conducted at NAVSEA accepted laboratories.

1.1.1 NAVSPECWARCOM and its lower Echelon Commands and other NAVSEA representatives have Navy Experimental Diving Unit (NEDU) to chamber the item under test, run the off-gas test at proper temp/pressure/duration, and transfer the samples to a gas lab for analysis.

NAVSPECWARCOM has an IDIQ contract with ALS Groups USA Corp, for off-gas analysis.

By purchasing/owning the 100 PSI Chamber, both off-gas testing and sample analysis functions can be done at one location, which is ALS Groups USA, and for much lower cost.

2.0 DESCRIPTION OF REQUIREMENT: Government requires one (1) each, 100 PSI chamber with the following characteristics:

VESSEL SIZE: 66" ID X 96" tangent to tangent TOP HEAD: 3/8" nom. 304/304L SS ASME F&D with body flanges, hinge, and (40) 1" swing bolts SHELL: 1/4" nom. 304/304L SS BOTTOM HEAD: 3/8 nom. 304/304L SS ASME F&D CODE STAMP REQUIRED: Yes, 100 PSIG @ 150° F X-RAY REQUIRED: As required per code VESSEL INTERNALS: (8) angle feet FITTINGS: (9) 1/2" and (1) 1" Swagelok couplings

LIFTING LUGS: 2

SUPPORTS: 2 SS saddles with (4) casters INTERIOR FINISH: Mill finish with welds color cleaned EXTERIOR FINISH: Mill finish with welds color cleaned

Vessel is to be horizontally oriented;

Vessel shall meet ASME Boiler and Pressure Vessel Code design and fabrication in accordance with the latest edition of the ASME Boiler and Pressure Vessel Code, Section VIII, Division I. ASME Code stamp required;

Customer to approve final penetrator/fitting location;

VESSEL INTERNALS: L-Brackets attached to chamber sides internal to chamber that can be easily removed (screws) and will allow placement of shelves (to be constructed separately and run the length of the chamber) to allow for placement of items under test as needed.

3.0 Delivery Lead Time: Six months after issuance of order.

3.1 Delivery Location: ALS Group USA Environmental, 2655 Park Center Drive, Suite A, Simi Valley, CA 93065

3.2 Delivery POC: Coordinate delivery with Government technical point of contact.

4.0 SECURITY: NOT APPLICABLE

5.0 QUALITY ASSURANCE: The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms to include proper delivery of quantity and type of goods. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
