Performance Work Statement (PWS) Naval Special Warfare Command Military Free Fall Canopy Control Course of Instruction (COI)

1. BACKGROUND

1.1. NSW personnel require advanced training in military free-fall tactics, techniques, and procedures necessary to enhance their ability to execute missions. Privately contracted, professional Military Fee Fall Canopy Control instruction provides the opportunity to build on the capability of current military instruction courses. This requirement is for a contractor who has provided similar training for Special Operations Forces personnel to provide airlift and training with a canopy control curriculum that strengthens the basic parachuting skillset while addressing air operation gaps in training not covered during Unit Level Training (ULT).

2. OBJECTIVES

2.1. The purpose of this PWS is to obtain professional Military Free Fall Canopy Control training and Air Mobility Command (AMC) / Commercial Airlift Review Board (CARB) certified commercial carriers for parachute operations. This PWS addresses instructional, operational, organizational and administrative tasks required to allow NSW to continue to provide airborne training to required personnel.

3. SCOPE

3.1. The contractor shall provide personnel, management, materials, equipment, facilities, and airlift (not otherwise provided by the Government) necessary to provide military freefall proficiency training with practical exercise in confined spaces and combat scenarios.

4. REQUIREMENTS

4.1. The contractor shall provide one (1) COI iteration that includes multiple free fall jumps with supportive aircraft and facilities. Course requirements are as follows:

4.1.1. One five (5) day COI for 20 students. Training will occur on Monday-Friday of the week.

4.1.2. Instruction will cover the following canopy control topics:

4.1.2.1. Pattern Flight

4.1.2.2. Two-Stage Flare Techniques

4.1.2.3. Braked Approaches

4.1.2.4. Advanced Landing Accuracy

4.1.2.5. Proximity Flight

4.1.2.6. Military Canopy Characteristics

4.1.2.7. Flat Turns

4.1.2.8. Stall Recovery

4.1.2.9. Basic and Advanced stacking techniques.

4.1.2.10. Lead Jumper Planning and Considerations.

4.1.2.11. Confined Landings.

4.1.3. Contractor shall provide a minimum of eight (8) lifts per day.

4.1.4. Contractor shall provide aircraft in support of training, drop zone, and parachute packing space to be available from 0700 until completion of training but not later than 2400 hrs.

4.1.5. Training hours can be day or night as required to meet the intent of the training exercise. Contractor must provide own “in helmet” communication systems for up to 20 students per instructor for in air coaching and be able to provide real-time feedback of performance debriefs while descending under a Ram-Air parachute.

4.1.6. The contractor shall provide personnel and equipment necessary to provide video footage for each jump. The video shall be sufficient in length to allow for evaluation of each student’s parachuting performance and readily available for evaluation following each jump to include filming all airplane exits, canopy formations below 1,500 feet altitude, and landings in designated drop zones.

4.1.7. Contractor shall provide parachute packing for each student.

4.2. Instructor Qualifications

4.2.1. Contractor to provide six (6) Canopy Instructors with each a minimum of 6,000 jumps familiar with military jump operations outlined in Army publication ATTP 3-18.11 / NTTP 3-05.26M, Appendix C, Table C-2, and C-1 to include the following MFF HAHO TTPs:

4.2.1.2. Pattern Flight

4.2.1.3. Two-Stage Flare Techniques

4.2.1.4. Braked Approaches

4.2.1.5. Advanced Landing Accuracy

4.2.2. Instructors shall possess a minimum of USPA “D” license, PRO rating and current USPA membership.

4.2.3. Instructors shall possess the ability to teach, demonstrate, debrief and mentor all aspects of canopy control for military freefall parachuting.

4.2.4. Instructors shall be familiar with Ram-Air canopies of Airborne Systems and Performance Design as well as the harness-container system of Airborne Systems and Javelin Odyssey and all ancillary equipment in order to identify any potential safety issues with the rigging thereof.

4.2.5. Each instructors must be able to provide documentation to support performing 500 air-to-air jumps in the past 18 months.

4.2.6. Instructor shall jump an MT2XX to properly train personnel.

4.2.7. Contractor shall provide air-to-air communication devices for each student.

4.2.8. Contractor shall provide evidence of all required instructor credentials at time of proposal.

4.3. Parachute Rigger Support

4.3.1. The Contractor is required to have extensive experience and certifications as listed below. The Contractor shall be required to maintain all required licenses and certifications for the complete duration of the contract period. All listed qualifications, certifications and requirements listed below are in accordance with OPNAVINST 3501.225C (Attachment I – OPNAVINST 3501.225C).

4.3.2. Rigger support shall have attended and graduated from Quartermaster Center and School in Fort Lee, VA

4.3.3. Rigger shall be a current Federal Aviation Administration (FAA) Senior or Master Parachute Rigger.

4.3.4. Must be able to pack up to 60 main parachutes in a work day.

4.3.5. Must be able to pack parachutes outdoors for eight (8) hours a day.

4.3.6. Be authorized in writing as a parachute rigger for the assigned command’s parachute equipment by the Commanding Officer of the supported command. This requirement will be satisfied prior to the stat or the contract performance.

4.3.7. Each Contract Rigger will be required to sign a contract rigger statement prior to contract award.

4.3.8. Contracted parachute riggers will be required to arrive at least fifteen minutes prior to all scheduled training evolutions. They will be required to pack outdoors, in temperatures ranging from 25F to 105F. They will be required to pack the following parachute equipment:

4.3.8.1. MT2XX Military Parachute Systems

4.3.8.2. PD Silhouette main parachute

4.3.8.3. PD Sabre 2 main parachute

4.3.9. Riggers duties include but are not limited to the following:

4.3.9.1. Assist military riggers in the sustainment of military parachute rigs.

4.3.9.2. Perform re-packs of multiple different main canopies and parachute containers.

4.3.9.3. Riggers shall be prepared to accommodate short-notice changes to a training commitment underway due to weather, aircraft or other issues demanding a schedule adjustment which could include nights, mornings, or weekends.

4.4. Airlift Requirements

4.4.1. Contractor shall be DoD approved commercial operators, to include aircraft certifications and licenses in accordance with Enclosure 6 of DoD Instruction 4500.53 – DoD Commercial Air Transportation Quality and Safety Review Program.

4.4.2. Contractor shall be a DoD approved commercial operator and must be CARB certified and must appear on the current AMC commercial paratroop vendor list for DoD IAW DoD 4500.53 and USSOCOM Directive 350-8.

4.4.3. Contractor shall have current insurance coverage to include parachute and HALO /HAHO operations per DoD certification.

4.4.4. Contractor shall perform services in accordance with DoD Instruction 4500.53

4.4.5. Contractor shall have maintenance facilities and/or the capability to repair an aircraft if maintenance problems arise.

4.4.6. Contractor shall have the aircraft ready for operation for all scheduled training session(s) which will take place at various hours.

4.4.7. Contractors shall utilize qualified aircrew who are U.S. citizens.

4.4.8. Contractor shall be prepared to provide lift service for five days. In the event that lift service cannot be provided for more than two of the five required days due to aircraft maintenance / contractor issues, the contractor will provide additional days of lift service at no additional cost commensurate with the delay period. In the event that weather causes a delay of more than two of the five days, the government reserves the right to request an extension of the period of performance in order to complete any training lost as a result of weather.

4.5. Aircraft

4.5.1. The Contractor shall operate and maintain jump aircraft in accordance with Federal Aviation Regulations Part 135 or maintain a waiver in accordance with Federal Aviation Regulation part 91 and keep on file as directed by DoD Directive 4500.53 (Waiver Authority). The contractor will be a CARB approved commercial carrier for parachute operations.

4.5.2. The Contractor shall provide (1) Twin Otter or (1) Skyvan (or aircraft of comparable capability) and aircrew to support MFF Proficiency Training. The aircraft must be capable of in-flight operations, and capable of (8) lifts minimum per day to an altitude not less than 13,000 feet MSL and not to exceed an altitude of 25,000 feet MSL.

4.5.3. Aircraft shall be equipped with jump lights (red/green) in the cargo compartment for jumpmaster / aircrew coordination.

4.5.4. Aircraft shall be equipped with side-facing seats (military style canvas / nylon seats with extended length belts) for up to twenty (20) jumpers per lift.

4.5.5. Aircraft / aircrew will have wind reading capabilities during the conduct of MFF operations.

4.5.6. The contractor shall provide a maximum of twenty-five (25) blade hours.

4.5.7. Jumps will be scheduled for five days with no days to be used as down days, however the weekends can be utilized as make up days due to weather or aircraft malfunctions.

4.6. Aircrew: The Contractor shall provide qualified aircrew to include the following:

4.6.1. Hold a current FAA Commercial Pilot’s license.

4.6.2. Aircrew shall be U.S. citizens with citizenship verifiable by provision of birth record or passport

4.6.3. Be knowledgeable in current MFF tactics and procedures relating to aircrew and jumpmaster interface / coordination IAW FM 3-05.0211.

4.6.4. Have a minimum two (2) years of experience with skydiving operations, conducting air drops in the geographic area of the intended drop zone and shall itself be based in the same geographic area in accordance with Enclosure 6 of DoD 4500.53.

4.6.5. Contractor pilots must be trained in the use of the Portable Flight Planning System (PFPS) as well as AFI 13-217 Drop Zone and Landing Zone Operations and AFI 11-231 Computed Air Release Point Procedures (CARP/HARP).

4.7. Facilities: The contractor’s airfield shall provide the following:

4.7.1. Parachute packing areas associated with airfield the DZ is located at.

4.7.2. An AMC approved DZ (listed on the AMC Zone Availability Report – ZAR). DZ elevation cannot exceed 2000 feet MSL.

4.7.3. The contractor shall obtain Airspace Authorization compatible with drops from 14,000 MSL.

4.8. The Contractor shall provide the following to the Contracting Officer's Representative (COR) or other unit designated point of contact:

4.8.1. Training plan including day to day schedule, timelines, and necessary gear and material to be delivered NLT fifteen (15) days prior to course start date.

4.8.2. A post award conference will be held NLT fourteen (14) days after contract award. The contractor is responsible for recording the results of this meeting and for submitting meeting minutes in electronic format.

4.8.3. Comprehensive After-Action Report (AAR) documenting trainee performance upon completion of course

4.8.4. A data sheet listing total number of jumps completed and total number of lifts upon completion of course.

4.9. All documentation submitted for verification of contractor personnel qualifications and licenses will be provided to the Contracting Officer during proposal submission to allow for review and verification prior to contract award.

6. CONTRACTOR MANPOWER REPORTING

6.1. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for NSWG-2 via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil// Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL

7.1. Contractor travel is not authorized in support of this training requirement.

8. SECURITY

8.1. Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

9. SAFETY

9.1. Nothing in the Performance Work Statement, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor’s personnel and property, the Government’s personnel and property, and the general public. Furthermore, nothing in this PWS shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.2. The Contractor will provide safety personnel, equipment and medevac plans required for each evolution on site. In the event of an accident, the military corpsman (HM) will control the medical situation and have the contractor contact the proper civilian medical responders. Contractor will conduct course monitoring at all times to ensure the quality and safety of the exercise.

9.3. NSW Lead personnel shall provide the contractor with applicable safety doctrine as appropriate. Additionally, NSW Lead personnel will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.

9.4. The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.

9.5. Mishaps. Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be provided to NSWG-2 leadership within 2 working days of the incident.

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI):

10.1. When the Government will provide property, equipment or information to the contractor, use this paragraph to briefly describe what will be provided, e.g. computers, desks, data, etc.

11. QUALITY CONTROL

11.1. The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems / defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1. The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2. Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and finding concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he / she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor’s corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1. Training shall be conducted at the contractor’s facility or airfield at Deland Florida or other facility with equivalent weather for freefall training.

14.2. Hanger for parachute operations shall be 10,000 square feet or be able to facilitate 20 MT2-XX and 6 non-standard systems. DZ facilities shall be no more than 50 meters away from the DZ center point.

15. PERIOD OF PERFORMANCE

15.1. Contract award to be made NLT 14 days prior to course start date to allow time for submission of course materials.

15.2. Course Date: 29 January – 2 February 2018.
