Performance Work Statement (PWS) Advanced Methods of Entry (AME) Course of Instruction (COIs)

1.BACKGROUND
1.1Breacher refresher training is mandated by FRM requirements and needed for NSW breachers to maintain currency and grow professionally. The current NSW Lead Breacher course focuses on Manual and Explosive entry. There is a requirement for advanced training to further develop the skill set in AME. Training is required that focuses on alternative breaching point and methods, standard door and window entry. This course will provide instruction on advanced methods of explosive entry, building on the skills developed during ttraining developing SMEs that can defeat any problem they come across in a dynamic combat environment.
2.OBJECTIVES
2.1The objective is to obtain Advanced Methods of Entry courses to provide advance skill sets used to develop subject matter experts (SME), maintain currency, enhance entry capabilities, and improve the chances of mission success.
3.SCOPE
3.1The contractor shall provide personnel, management, materials, equipment and facilities (not otherwise provided by the Government) necessary to provide five (5) day COIs on Advanced Methods of Entry.
4.REQUIREMENTS
4.1The Contractor shall provide a 5 day block of training in Advanced Methods of Entry focused on Explosive Breaching for a class size of up to 25 students. Contractor will maintain a student to instructor ratio of 2:1 with a minimum of two instructors.
4.2Contractor Qualifications:
4.2.1Lead Contracted Instructors must have a minimum of 10+ years’ experience as a Tier 1 Master Breacher or 10 years’ experience as a Special Weapons and Tactics (SWAT) breacher.
4.2.2Assistant Contracted Instructors must have a SOF or tactical background and be familiar with all aspects of tactical breaching and application

4.2.3 The Contractor is responsible for providing all course materials and facilities.

4.2Contractor will provide class room and live range instruction on topics identified in paragraph 4.3 below.
4.3Explosive Breaching: Military and Adhoc Explosives and Corrosives as a means of gaining entry will be covered in this COI.
4.3.1Military Explosives: Use of standard military explosives to gain entry
4.3.2Adhoc Explosives, Corrosives, Triggers and Timers: Provide classroom and practical application instruction. Each student shall be given the opportunity to assemble an adhoc explosive charge using readily available materials, commercial off-the-shelf items, and field expedients
4.3.3Refresher instruction on charge calculations and determining minimum safe distances
4.3.4Charge construction class
4.3.5Approach procedures, Vertical Assault Considerations, Tactics and Equipment
4.3.6The contractor will provide for the following breach scenarios per class:
4.3.6.110 External facades
4.3.6.25 internal walls/facades
4.3.6.32 Gates
4.3.6.42 Floor
4.3.6.52 Ceiling/Roof
Contractor shall incorporate 5 dual entry scenarios focused on simultaneous entry into the quantity listed above. Students shall be organized into 3-4 man elements (Point man, emplacer, reelman, OIC) to provide for maximum participation in all scenarios.
4.3.7External Wall Breaching: The following external wall compositions will be provided:

4.3.7.2Re-enforced Concrete
4.3.7.3Cinder Block
4.3.7.4Various wood with siding
4.3.8Internal Wall Breaching: The following internal wall composition will be provided:
4.3.8.1Dry Wall
4.3.8.2Stud Kicker Charges
4.3.9Ceiling/Roof Breaching (Group Effort and Execution)
4.3.9.1Ceiling/Roof construction will be wood and shingle and 1 industrial plaster and aluminum beams
4.3.10Floor Breaching (Group Effort and Execution)
4.3.10.1Floor construction will be wood/tile and concrete
4.3.11Various Gates (Reinforced/Barricade) (Group Effort and Execution)
4.3.12All breaching scenarios will be constructed using standard building dimensions
4.4Provide Course Curriculum/Outline and Gear/Consumables List to designated trip lead 15 days prior to start of each course (A001)
4.5Provide Certificate of Completion and Course Transcript for each student upon completion of the course. The course transcript should include a list of course content and credit hours per topic. The transcript will be used for evaluating student education credits. (A002)
4.6Additional Requirements:
4.6.1The contractor shall support the training program with the capability to cover material outlined above. If changing environmental conditions impact training, the contractor will provide recommended material solutions. The contractor shall perform analysis constantly to provide updates in each area to ensure the strategy and techniques remain relevant.
4.6.2The contractor shall provide all specialized equipment required to support training not included in standard breacher load out.

6.CONTRACTOR MANPOWER REPORTING
6.1The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for SEAL Team TWO via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7.CONTRACTOR TRAVEL
7.1Contractor costs for travel are not authorized for this requirement.
8.SECURITY
8.1Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data.
8.2Citizenship. All contractor employees must be citizens of the United States.
8.3Privacy Act Compliance. The contractor may be in contact with data and information subject to the Privacy Act of 1974 (Title 5 of the U.S. Code Section 552a). The contractor shall ensure that its employees assigned to this effort understand and adhere to the requirements of the Privacy Act and to DoD and DoN regulations that implement the Privacy Act. Department of Navy policy and procedures implementing the Privacy Act are detailed in SECNAVINST 5211.5E, which is available on-line at http://privacy.navy.mil. The contractor shall identify and safeguard data, information and reports accordingly. In addition, the contractor shall ensure that contractor employees assigned to the contract are trained on properly identifying and handling data and information subject to the Privacy Act prior to commencing work.
8.4Contractor will require access to "for official use only" information.
9.SAFETY
9.1The Contractor will provide safety personnel, equipment and medevac plans required for each evolution on site. In the event of an accident, the Contractor will assist designated platoon medical personnel. Contractor will conduct course monitoring at all times to ensure the quality and safety of the exercise.
9.2NSW Lead personnel shall provide the contractor with applicable safety doctrine as appropriate. Additionally, NSW Lead personnel will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.
9.3Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.
9.4Risk Controls: Risks are incurred during the conduct of this training. This training requires implementation of risk controls. Troop will insure a certified SOC-M medic is on station at each training event and there is a designated vehicle identified to support CASEVAC. Senior DoD member from the group will conduct a daily ORM review specific to the training event to ensure safety measures are up to date and have been implemented/maintained. At any time any member present at the training event can call for a “safety time out.” In the event that a training time out is called, all training will halt until the safety issue identified has been resolved to the Range Safety Officer’s satisfaction.
9.5The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.
9.6An Emergency Action Plan (EAP) and Operational Risk Management (ORM) assessment shall be developed by the Government for each exercise location and evolution. These assessments shall be reviewed prior to commencement of training. Guidance for development of the EAP plan can be found in OPNAVINST 1500.75. In addition, the Government may exercise the EAP to validate the plan. These reviews shall be on an unscheduled basis, with contactor participation.
9.7Mishaps: Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be provided to the Troop leadership within 2 working days of the incident per section 5.4
9.8Safety Equipment: NSW Personnel will bring current issue breacher equipment for evaluation during the course of instruction. The Government supplied equipment will be utilized provided the contractor and Senior Government representative on the scene deem it is safe to do so.
9.9US Gov. will be responsible for all personal protective equipment of students to include:

10. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

11.QUALITY CONTROL
11.1The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.
12.QUALITY ASSURANCE
12.1The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.
12.2Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

14. PLACE OF PERFORMANCE

14.1 The place of performance will be at the contractor’s facility.

15. PERIOD OF PERFORMANCE

15.1 The first requirement is for 05-09 February 2018.
