“Bareboat Charter – San Diego, CA” in the subject line at the following address: WARCOM-

(2) Comprehensive responses to the requirements of this Request for Quote (RFQ) are required to enable the Government to evaluate the Quoter’s understanding of, capability and approaches to accomplish the stated requirements. Quotes shall be submitted in accordance with the instructions herein, and non-conformance with the specified required content may be cause for rejection of the quote. The quote shall be valid through 30 Sept 2016, a statement affirming this fact shall be included. The quote shall provide comprehensive responses to the areas provided for in this section. The quote shall be a complete response to the attached Performance Work Statements (PWSs) and the requirements of this RFQ, taking into consideration required quantities and delivery schedules specified in this solicitation.
(3) Quoters must clearly identify any exception to the solicitation terms and conditions and provide complete accompanying rationale in their quote.
(n) Quote Format And Content. The quotation shall consist of three (3) volumes: (1) Introduction, (2) Technical, and (3) Price. Electronic quotes shall contain separate files for each volume. Individual emails shall not exceed 10

Exceptions to any of the terms and conditions of this RFQ may be determined unacceptable by the Government.

Factor 1 – Technical Capability. Submission Requirements:
Identify Vessel: The Quoter shall identify and provide picture(s) of the specific vessel being quoted to satisfy this requirement.
Complete Technical Matrix: The Quoter shall provide elaborating information within the attached
“Technical Matrix” spreadsheets. Submission to the Government shall be in the Excel format provided in this RFQ. Quoters are cautioned not to merely restate or rephrase PWS requirements. Information provided shall articulate information related to the specific vessel quoted so that the Government can assess the Quoter’s ability to meet the PWS requirements. PWS requirements not currently met shall be identified, and the Quoter shall identify its approach to meet the delinquencies prior to the period of performance (PoP) start date. A Quoter’s inability to meet all PWS requirements prior to PoP start may be determined unacceptable by the Government.
Consent to Vessel Inspection: The Government reserves the right to conduct inspection of the apparently successful Quoter’s vessels prior to award. This inspection shall be permitted at no additional cost to the Government. The Government inspection may include verification of information presented in the technical quote, systems test of all vessel systems, visual inspection of the entire vessel to include the hull and underwater components, and an underway sea trial operating the vessel to full engine load. If the Quote does contain consent to vessel inspection, it may be considered incomplete and not evaluated.
(3) PRICE: Partial quotes for one (1) or more location/vessel are permitted.
- Factor 2 – Price. Submission Requirements: The Quoter shall provide firm-fixed prices within the attached “Price” spreadsheets. Submission to the Government shall be in the Excel format provided.
The Government may require additional “other than cost and pricing data” prior to award.
(p) To be considered timely. E-mail quote must be received in its entirety in the above designated E-mail inbox by the due date and time for final quote submission. An E-mail quote that resides on a Government server, but has not appeared in the designated E-mail inbox by the due date and time for quote submission will be considered late.
Therefore, it is incumbent upon the Quoter to ensure that its entire quote is received by the Agency by the designated due date.
