Performance Work Statement (PWS) Naval Special Warfare Command NSWATC Combatives Instructor Course

1. BACKGROUND

1.1 The NSW ATC Combatives Department instructs Naval Special Warfare personnel in all aspects of hand to hand combat. Currently the staff is not properly qualified to instruct a “train the trainer” type course such as the Combatives Instructor Course of Instruction (COI) and requires vendor/contractor assistance for standing up the new NSW Combatives Instructor COI.

2. OBJECTIVES

2.1 Fully train Combatives Instructor COI students in multiple Martial Arts disciplines with controlling and physical recovery techniques so that upon returning to their SEAL Teams the students are qualified to provide local in-house training for their respective NSW commands.

3. SCOPE

3.1 The Contractor shall provide the personnel, management, materials, and equipment (not otherwise provided by the Government) necessary to provide a Combatives Instructor COI.

4. REQUIREMENTS

4.1 The contractor shall provide a 19 weekday COI for 20 students with a ratio of 1instructor per 5 students in the tactical application of the six principles of unarmed combatives; Boxing, Wrestling, Judo, Muay Thai, Jiu-Jitsu, and Kali. These principles should be integrated into a comprehensive operationally minded Mixed Martial Arts program.

4.2 The contractor shall provide a minimum 1:5 ratio, 1 Instructor per 5 students (4 instructors per day for 20 students).

4.3 Training will be conducted at Naval Special Warfare Silver Strand Training Complex, Building 902, Imperial Beach, CA.

4.4 Contractor’s instructional approach shall provide the NSW Combatives Instructor students with a block of instruction that is comprehensive, innovative, easy to use, and demonstrates standard instructional practices.

4.5 Contractor should have at least 3 years working with Naval Special Warfare.

4.6 Specific Requirements are as follows:

4.6.1 Instructor qualifications

4.6.1.1 Vendor shall provide an instructor with a minimum 15 years of experience for each principle of unarmed combatives .(Boxing, Wrestling, Brazilian Jiu-Jitsu, Muay, Thai, and Kali)

4.6.1.2 Each instructor provided by the contractor should have at least 3 years of teaching/instructing experience in their respective discipline of the six principles of unarmed combatives.

4.6.2 Contractor shall provide 95 total hours of training, to include ten (10) hours of training in principles and fundamentals of the following disciplines and techniques:

4.6.2.1 Jiu-Jitsu - must provide instructor with minimum 15 years experience in and 3 years of teaching Brazilian Jiu-Jitsu.

4.6.2.2 Judo - must provide instructor with minimum 15 years experience in and 3 years of teaching Judo

4.6.2.3 Boxing - must provide instructor with minimum 15 years experience in and 3 years of teaching Boxing

4.6.2.4 Wrestling - must provide instructor with minimum 15 years experience in and 3 years of teaching Wrestling.

4.6.2.5 Muay Thai - must provide instructor with minimum 15 years experience in and 3 years of teaching Muay Thai

4.6.3 In addition to the specific training techniques above, the contractor shall provide five (25) hours of integrated fight training that will mesh the principles of unarmed combatives into a comprehensive operationally minded Mixed Martials Art program. At least 1 of the 4 instructors for this block of training should have experience as a professional Mixed Martial Arts competitor and have at least 3 years of experience teaching mixed martial arts.

4.6.4 The contractor shall also provide twenty (20) hours of Kali (edged and blunt weapons offensive and defensive techniques, weapons of opportunity, Filipino Martial Arts). The vendor provided instructor for this block of training should have a minimum 15 years experience and 3 years teaching Kali.

4.7 Contractor shall provide a 19 day training schedule (5 hours of training per day) and plan to ATC Combatives Cadre. Schedule should be flexible to meet ATC Combatives Cadre Course intent.

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NSWATC via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL

7.1 Contractor travel is not authorized for this requirement

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

8.2 Contractor must be able to obtain personnel and vehicle access to military installations. Contractor is responsible for coordinating all necessary access through the local Military Pass and Decal Office.

9. SAFETY

1.1 Contractor Responsibility

1.1.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

1.2 Risk Controls

1.2.1 Risks are incurred during the conduct of this training. This training requires implementation of risk controls. Additionally, the 1 instructor per 5 students ratio is to be maintained at all times for student safety, injury mitigation, and high quality of instruction. NSWATC will insure a certified medic is on station at each training event and there is a designated vehicle identified to support CASEVAC.

11. QUALITY CONTROL

11.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

13. PLACE OF PERFORMANCE

13.1 Training shall be conducted at the Naval Special Warfare Advanced Training Command, 1 Hooper Blvd, Imperial Beach CA 91932

14. PERIOD OF PERFORMANCE

Tentative Training dates: 19 Jan 2016 – 12 Feb 2016 11 Jul 2016 - 04 Aug 2016
