Performance Work Statement (PWS) 20 November 2015 Naval Special Warfare Command Vertical Wind Tunnel

1. BACKGROUND: Naval Special Warfare Unit TWO will conduct sustainment training throughout the year. This allows Air Operations trainers to maintain proficiency in addition to MFF jumpers who do not jump frequently. Contracted hours will allow flexibility to train their personnel to a required standard.

2. OBJECTIVE: The Government seeks a qualified Contractor to provide a vertical wind tunnel facility and training time for Naval Special Warfare Unit TWO, starting no later than 15DEC2015 and ending 30APR2016, within 350 miles of Stuttgart, Germany in order to maintain proficiency / currency of military freefall parachutists.

3. SCOPE: The Contractor shall provide a local vertical wind tunnel facility in order to obtain and maintain proficient military freefall parachutists.

4. DESCRIPTION OF REQUIREMENT: The Contractor shall provide a clean, effective facility for the conduct of vertical wind tunnel training. User requires access to classroom spaces for debriefing purposes. User also requires wind tunnel safety observer personnel.

4.1. The contractor shall provide a secure area for military personnel to conduct wind tunnel training and instruction. Facility will be sufficient in size to accommodate multiple personnel performing relative work (RW) training.

4.2. Facility wind speed shall be sufficient to lift a parachutist wearing tunnel-safe parachutes and equipment bags.

4.3. The contractor shall provide 25 vertical wind tunnel air hours over the course of this contract. User will schedule usage with contractor as required.

4.4. The contractor shall provide a qualified safety observer from the wind tunnel staff during all training being conducted.

4.5 The contractor shall provide access to the training facility from 0700 until 1800 on designated scheduled days. Hours outside this timeframe may be required.

4.6 User will coordinate the number of hours to be used and notify the contractor a minimum of 7 days prior to VWT use. Contractor shall provide hours as available.

4.7 Facility shall be located within 350 miles of Stuttgart, Germany.

6. CONTRACTOR MANPOWER REPORTING:

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for Naval Special Warfare Unit TWO via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of government data.

9. GOVERNMENT FURNISHED PROPERTY/EQUIPMENT/INFORMATION (GFP/GFE/GFI)

9.1 Naval Special Warfare Unit TWO will provide VWT training parachute systems and associated PPE for continuation training.

10. QUALITY CONTROL

10.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

11. QUALITY ASSURANCE

11.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

11.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

13. PLACE OF PERFORMANCE

13.1 Training shall be conducted within 350 miles of Stuttgart, Germany.

14. PERIOD OF PERFORMANCE:

14.1 Base Period: 25 hours of air time delivered within the following time period: 15DEC2015 – 30APR2016

14.2 Option Period 1: 25 hours of air time delivered within the following time period: 01MAY2016 – 30SEP2016

14.3 Option Period 2: 50 hours of air time delivered within the following time period: 01OCT2016 – 30SEP2017

14.4 Option Period 3: 50 hours of air time delivered within the following time period: 01OCT2017 – 30SEP2018
