Performance Work Statement (PWS) Naval Special Warfare Training Detachment 2 Military Free Fall Canopy Control Course

1. BACKGROUND

1.1 NSW personnel require advanced training in military free-fall tactics, techniques, and procedures necessary to enhance their ability to execute missions. Privately contracted, professional Military Free Fall Canopy Control instruction provides the opportunity to build on the capability of current military instruction courses. This requirement is for a contractor to provide airlift and training with a canopy control curriculum that strengthens the basic parachuting skillset while addressing air operations gaps in training not covered during Unit Level Training (ULT).

2. OBJECTIVES

2.1 The purpose of this Performance Work Statement (PWS) is to obtain professional Military Free Fall Canopy Control training and Air Mobility Command (AMC) / Commercial Airlift Review Board (CARB) certified commercial carriers for parachute operations. This PWS addresses instructional, operational, organizational and administrative tasks required to allow NSW to continue to provide airborne training to required personnel.

3. SCOPE

3.1 The contractor shall furnish personnel, management, materials, equipment, facilities, and airlift (not otherwise provided by the Government) necessary to provide military freefall proficiency training with practical exercise in confined spaces and combat scenarios.

4. REQUIREMENTS

4.1 The contractor shall provide a course of instruction that includes multiple free fall jumps with supportive aircraft and facilities. Course requirements are as follows:

4.1.1 The class size is 10 personnel for five (5) days of training.

4.1.2 Instruction will cover the following canopy control topics:

4.1.2.1 Pattern Flight

4.1.2.2 Two-Stage Flare Techniques

4.1.2.3 Braked Approaches

4.1.2.4 Advanced Landing Accuracy

4.1.2.5 Proximity Flight

4.1.2.6 Military Canopy Characteristics

4.1.2.7 Flat Turns

4.1.2.8 Stall Recovery

4.1.2.9 Basic and Advanced formation flying

4.1.3 Contractor shall provide a minimum of eight (8) lifts per day.

4.1.4 Contractor shall provide aircraft in support of training, drop zone, and parachute packing space to be available from 0700 until completion of training but not later than 2400 hrs.

4.1.5 Training hours can be day or night as required to meet the intent of the training exercise.

Contractor must provide own communication systems for up to 10 students per instructor for in air coaching and be able to provide real-time feedback of performance debriefs while descending under a Ram-Air parachute.

4.1.6 The contractor shall provide personnel and equipment necessary to provide video footage for each jump. The video shall be sufficient in length to allow for evaluation of each student's parachuting performance and readily available for evaluation following each jump. Contractor shall provide evidence of past performance providing similar training for Special Operations Forces personnel.

4.1.7 Contractor shall provide parachute packing for each student.

4.2 Instructor Qualifications

4.2.1 Contractor to provide five (5) Canopy Instructors with a minimum of 6,000 jumps familiar with military jump operations outlined in Army publication ATTP 3-18.11/NTTP3-05.26M, Appendix C, Table C-2, and C-l to include the following MFF HAHO TTPs:

4.2.1.1 Canopy Control

4.2.1.2 Pattern Flight

4.2.1.3 Two-Stage Flare Techniques

4.2.1.4 Braked Approaches

4.2.1.5 Advanced Landing Accuracy

4.2.1.6 Proximity Flight

4.2.2 Instructors shall possess a minimum of USPA "D" license, PRO rating and current USPA membership.

4.2.3 Instructors shall possess the ability to teach, demonstrate, debrief and mentor all aspects of canopy control for military freefall parachuting.

4.2.4 Instructors shall be familiar with Ram-Air canopies of Performance Designs and the Javelin Odyssey harness-container and all ancillary equipment in order to identify any potential safety issues with the rigging thereof.

4.2.5 Instructors must be able to provide documentation to support performing 500 air-to-air jumps in the past 18 months.

4.3 Parachute Rigger Support

4.3.1 The Contractor is required to have extensive experience and certifications as listed below. The Contractor shall be required to maintain all required licenses and certifications for the complete duration of the contract period. All listed qualifications, certifications and requirements listed below are in accordance with OPNAVINST 3501.225C (Attachment I - OPNAVINST 3501 225C).

4.3.2 Rigger shall be a current Federal Aviation Administration (FAA) Senior or Master Parachute Rigger.

4.3.3 Must be able to pack up to 60 main parachutes in a work day.

4.3.4 Must be able to pack parachutes outdoors for eight (8) hours a day.

4.3.5 Be authorized in writing as a parachute rigger for the assigned command’s parachute equipment by the Commanding Officer of the supported command. This requirement will be satisfied prior to start of contract performance.

4.3.6 Each Contract Rigger will be required to sign the contract rigger statement provided in this PWS prior to contract award.

4.3.7 Contracted parachute riggers will be required to arrive at least fifteen minutes prior to all scheduled training evolutions. They will be required to pack outdoors, in temperatures ranging from 25F to 105F.

4.3.8 Riggers duties include but are not limited to the following

4.3.8.1 Assist military riggers in the sustainment of military parachute rigs.

4.3.8.2 Perform re-packs of multiple different main canopies and parachute containers.

4.3.9 Riggers shall be prepared to accommodate short-notice changes to a training commitment underway due to weather, aircraft or other issues demanding a schedule adjustment which could include nights, mornings, or weekends.

4.4 Airlift Requirements

4.4.1 Contractor shall be DoD approved commercial operators, to include aircraft certifications and licenses in accordance with Enclosure 6 of DoD Instruction 4500.53 -DoD Commercial Air Transportation Quality and Safety Review Program.

4.4.2 Contractor shall be a DoD approved commercial operator and must appear on the current AMC commercial paratroop vendor list for DoD IAW DoD 4500.53 and USSOCOM Directive 350-8.

4.4.3 Contractor shall have current insurance coverage to include parachute and HALO/HAHO operations per DoD certification.

4.4.4 Contractor shall perform services in accordance with DoD Instruction 4500.53.

4.4.5 Contractor shall have maintenance facilities and/or the capability to repair an aircraft if maintenance problems arise.

4.4.6 Contractor shall have aircraft ready for operation for all scheduled training session(s) which will take place at various hours.

4.4.7 Contractor shall utilize qualified aircrew who are U.S. citizens

4.4.8 Contractor shall be prepared to provide lift service for five days. In the event that lift service cannot be provided for more than two of the five required days due to aircraft maintenance/contractor issues, the contractor will provide additional days of lift service at no additional cost commensurate with the delay period. In the event that weather causes a delay of more than two of the five days, the government reserves the right to request an extension of the period of performance in order to complete any training lost as a result of weather.

4.5 Aircraft

4.5.1 The Contractor shall operate and maintain jump aircraft in accordance with Federal Aviation Regulations Part 135 or maintain a waiver in accordance with Federal Aviation Regulation part 91 and keep on file as directed by DoD Directive 4500.53 (Waiver Authority).

4.5.2 The Contractor shall provide (1)Twin Otter or (1)Skyvan (or aircraft of comparable capability) and aircrew to support MFF Proficiency Training. The aircraft must be capable of in-flight operations, , and capable of (8) lifts minimum per day to an altitude not less than 13,000 feet MSL and not to exceed an altitude of 25,000 feet MSL.

4.5.3 Aircraft shall be equipped with jump lights (red/green) in the cargo compartment for jumpmaster/aircrew coordination.

4.5.4 Aircraft shall be equipped with side-facing seats (military style canvas/nylon seats with extended length belts) for up to sixteen (16) jumpers per lift.

4.5.5 Aircraft/aircrew will have wind reading capabilities during the conduct of MFF operations.

4.5.6 The contractor shall provide a maximum of twenty (20) blade hours.

4.5.7 Jumps will be scheduled for five days with no days to be used as down days, however the weekend can be utilized as make up days due to weather or aircraft malfunctions.

4.5.8 Aircrew: The Contractor shall provide qualified aircrew to include the following:

4.5.8.1 Hold a current FAA Commercial Pilot’s license.

4.5.8.2 Aircrew shall be U.S. citizens with citizenship verifiable by provision of birth record or passport.

4.5.8.3 Be knowledgeable in current MFF tactics and procedures relating to aircrew and jumpmaster interface/coordination IAW FM 3-05.0211.

4.5.8.4 Have a minimum two (2) years of experience with skydiving operations, conducting air drops in the geographic area of the intended drop zone and shall itself be based in the same geographic area in accordance with Enclosure 6 of DoD 4500.53.

4.5.9 Facilities: The contractor’s airfield shall provide the following:

4.5.9.1 Parachute packing areas associated with airfield the DZ is located at.

4.5.9.2 An AMC approved DZ (listed on the AMC Zone Availability Report – ZAR). DZ elevation cannot exceed 2000 feet MSL.

4.5.9.3 The contractor shall obtain Airspace Authorization compatible with drops from 14,000 MSL.

4.5.9.4 Drop Zones shall be located within 800 miles of JEB Little Creek, VA.

4.6 Contractor shall provide a Course Schedule/Training Plan to the component command’s training representative NLT 15 days prior to start of training. (0001)

4.7 Contractor shall provide a Gear List to the component command’s training representative NLT 15 days prior to start of training. (0002)

4.8 All documentation submitted for verification of contractor personnel qualifications and licenses will be provided to the Contracting Officer during proposal submission to allow for review and verification prior to contract award.

6. CONTRACTOR MANPOWER REPORTING

6.1 The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for TRADET 2 via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013. 7. CONTRACTOR TRAVEL

7.1 Contractor travel is authorized for air crew and instructors in support of this training requirement.

7.2 Contractor costs for Government authorized travel are included in this contract. All travel shall be in accordance with FAR 31.205-46 and applicable travel regulations (Joint, Federal or Standardized). Contractor payment claims shall include applicable documentation to support actual costs incurred (e.g. airfare and hotel/lodging receipts) as well as any receipts valued at or above $75.00. Failure to provide appropriate documentation may result in loss of reimbursement of travel expenses.

8. SECURITY

8.1 Contractor shall establish appropriate administrative, technical, and physical safeguards to protect any and all nonpublic Government data to ensure the confidentiality, integrity, and availability of Government data.

9. SAFETY

9.1 Nothing in the Statement of work, nor any Government action or failure to act in performance of the contract shall relieve the contractor of its responsibility for the safety of the contractor's personnel and property, the Government's personnel and property, and the general public. Furthermore, nothing in this SOW shall relieve the contractor of its responsibility for complying with applicable Federal, State, and Local laws, ordinances, codes and regulations (including those requiring applicable licenses and permits) in connection with the performance of this contract.

9.2 The Contractor will provide safety personnel, equipment and medevac plans required for each evolution on site. In the event of an accident, the military corpsman (HM) will control the medical situation and have the contractor contact the proper civilian medical responders. Contractor will conduct course monitoring at all times to ensure the quality and safety of the exercise.

9.3 NSW Lead personnel shall provide the contractor with applicable safety doctrine as appropriate. Additionally, NSW Lead personnel will have the authority to stop any training being provided when he or she determines that the safety of students, contractor employees or other personnel are at risk.

9.4 The Government process must be in place that will ensure any mishaps are reported, investigated and recorded. This information will be input into the Web Enabled Safety System (WESS) by the Government.

9.5 Mishaps. Safety and training related problems or mishaps involving or observed by the contractor shall be addressed immediately to the designated RSO or ROIC. A formal written report shall be provided to TRADET leadership within 2 working days of the incident.

10. QUALITY CONTROL

10.1 The contractor shall implement and maintain a Quality Control Plan (QCP) to ensure work performed conforms to the scope of work and meets the requirements under this PWS. The QCP shall, at a minimum provide a method for performing inspections; identifying, correcting and preventing problems/defective service; addressing customer complaints, and improving the quality of services over the life of the contract.

12. QUALITY ASSURANCE

12.1 The Government reserves the right to perform inspections and surveillance to evaluate the Contractor’s compliance to the contract terms and performance of the requirements in the PWS. The Government will make every effort to ensure that the surveillance methods used are conducted in an objective, fair, and consistent manner.

12.2 Contract Discrepancy Report (CDR). In the event of unsatisfactory contractor performance, the CO will issue a CDR that will explain the circumstances and findings concerning the incomplete or unsatisfactory service. The contractor shall acknowledge receipt of the CDR and respond in writing as to how he/she shall correct the unacceptable performance and avoid a recurrence. The Government will review the contractor's corrective action response to determine acceptability and will use any completed CDR as part of an overall evaluation of Contractor performance when determining present or future contractual actions.

13. PLACE OF PERFORMANCE

13.1 Training shall be conducted at the contractor facility or airfield. Contractor facility shall be located with 800 miles of JEB Little Creek, VA.
