Solicitation
This is a combined synopsis/solicitation for commercial items prepared in accordance with the information in FAR subpart 12.6, and FAR 13 using simplified acquisition procedures for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
Solicitation H92240-15-Q-0001 is issued as a request for quotation (RFQ). The agency intends to award a Firm Fixed Price Contract for services as defined in this RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-81, effective 10 April 2015 and DFARS Change Notice 20150420 Participating vendors must be registered at www.sam.gov, under the NAICS code listed above. This RFQ is solicited as unrestricted.
Quotes are due: 01 JUNE 15, at 12:00 p.m. Pacific.

Failure to meet a requirement may result in an offer being excluded from competition and not evaluated any further. Offerors must clearly identify any exception to the solicitation and conditions and provide complete accompanying rationale.
Offerors are advised that the Government intends to evaluate quotes and award without discussions or any contract concerning the quotes received. Therefore, quotes should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their quotes.
The solicitation and resulting contract award will be a performance-based service acquisition made to the responsible offeror whose proposal, conforming to the Request for Quote (RFQ), will be most advantageous to the Government, price and other evaluation factors considered.
The offeror's proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. Emails over 10 MB are not acceptable.
Quotes are due: 01 JUNE 15, at 12:00 p.m. Pacific.
Quotes must be valid for 60 days. Email is the only acceptable method of submission. All quotes must be emailed with the RFQ Number in the subject line. Contractors are responsible for verifying receipt of their proposals to this office before quote due date and time.
The Performance Work Statement (PWS) will be distributed upon written request and only to interested vendors registered in SAM with the appropriate NAICS code. (See 52.212-1 Addendum)
Note: Quotes received without the completed copy of the provision at FAR 52.212-3 and 252.212-7000 or corresponding completed SAM FAR and DFARS representations may be considered non-compliant. Vendors must be registered in the System for Award Management (SAM) to be eligible for award.
