QUESTIONS AND ANSWERS

WITH GOVERNMENT RESPONSES

95TH CA GOVERNANCE TRAINING

# Document Para/Section Question/ Response

1 RFQ 52.212-2 Q. Does the government require key personnel CVs to be contained in the 5-page limit or can they be separate attachments?

A: The CVs are separate attachments and separate from the 5 page limit.

2 RFQ 52.212-1 Q. Will the government accept technical enclosures/annexes, such as a course outline or past performance references in addition to the 5-page limit?

A. The government will accept technical enclosures/annexes, such as a course outline or past performance separate from the 5 page limit.

3 RFQ 52.212-2 Q. Does the government want the completed reps & certs submitted as an attachment, or can we attest that our reps & certs are current on sam.gov?

A. The government requests that completed reps and certs are sent as an attachment.

4 RFQ 52.212-1 Q. Lastly, can the government please explain why an LPTA evaluation is being used given that this is for highly technical knowledge-based services with highly qualified key personnel requirements, whereby there will be a substantial loss in quality to the government if low priced offerors propose personnel who only meet the letter of the qualifications but lack the intended experience and specialized knowledge? Would the government consider shifting to a best value approach?

A. The government has chosen LPTA because it provides a clear and objective evaluation process to assess technical capability and price.

5 PWS Part 1, 1.65, 1.6.13, 1.4, 3, Q. Could you please clarify the location of the training or whether the contractor can propose the training location? The opening paragraph and sections 1.6.5 and 1.6.13 state that trainings will take place on Fort Liberty.

This conflicts with sections 1.4, 3, and 4.1, which state that the training will take place at the contractor’s location and/or the contractor should furnish both equipment and facilities.

A. The government has revised the PWS released with this amended solicitation to state Fort Liberty, North Carolina.

6 PWS Part 5 Q. Could you please clarify significance of 5 days of training - could the PWS state "Up to 5 days?"

A. Training will remain as 5 days.

7 PWS Part 5 Q. Could you please clarify max personnel range in order to ensure appropriate equipment and facilities? If possible, could the contract state “not to exceed 25 personnel”?

A. The government has revised the PWS released with this amended solicitation to state "not to exceed 25 personnel".

8 PWS Part 1.1 Q. The PWS states that the initial training would take place 28 August 2023 to 1 September 2023 and coordinate on remaining dates. Given the proximity of this date, could the PWS reflect that the course curriculum be the deliverable due 28 Aug and the contractor will coordinate with CA BDE on the scheduling of all four training programs?

A. The government will not consider shifting the date for the training to occur on 28 August 2023.

9 PWS Part 5.4 Q. Could you please clarify if contractor manpower reporting (section 5.4) is applicable to a FFP contract. We are tracking that this requirement does not meet the criteria (Contract type and dollar threshold) for reporting under

FAR 4.17

A. The contractor manpower reporting requirement has been removed.

10 PWS Part 1.6.13 Q. Given that the contract is a FFP, could you please clarify if the contractor can include travel in the proposed fixed price? Thus clarifying if section

1.6.13 is stating that CA BDE is not funding any travel in addition to the FFP amount.

A. The contractor shall include travel in the quoted price for CLIN 0002 and 1002 as stated on the Request for Quote, Page 1.
