Desert Storm Drive, Fort Bragg, NC 28310.

2. Description of Supplies/Services:

PEPP represents a complete source of prehospital medical information for the emergency care of infants and children. Developed by the American Academy of Pediatrics (AAP), PEPP is curriculum designed to teach prehospital professionals how to better assess and manage ill or injured children. The AAP established a National Steering Committee to restructure and expand the course. The AAP entered into a key partnership with Jones & Bartlett Learning (JBL) – a publisher with experience and a strong commitment to quality education – to produce the materials. Currently PEPP is utilized in the Trauma 1 portion of the Special Operations Combat Medic (SOCM) Course as well as the Special Operations Combat Medical Skills Sustainment Course (SOCMSSC). Access to these courses via the 10 digit online access codes allows the student to participate in case-based lectures, hands-on skills stations and small group scenarios as well as the ability to complete the online examination. The required ISBN is 9781284160420 (access codes only).

The JSOMTC at the JFK Special Warfare Medical Group has an ongoing requirement for registering, training and testing its students to assure they are at the proper sustainment levels to be able to perform their duties. PEPP is included in this credentialed requirement. A total of 2,216 access codes are needed annually. The total estimated value for this action is $ and the cost of each twelve month period of performance is estimated at (Base +4)

4. Reason for Authority Cited:

PEPP Certification is accepted by the USSOCOM Surgeons Office as meeting minimum requirements for students to graduate the SOCMSSC course. Additionally, JBL provides the only PEPP certification. No other contractor or credentialing institution offers a PEPP certification or anything similar that is accepted by the AAP. Lastly, a sources sought posted to FBO from 28 June to 5 July 2019 provided no positive responses from industry, which further confirms that no other vendor provides a PEPP certification. Although JBL is the only provider of the PEPP certification, Amergreen, Inc expressed an interest and capability in providing the required access codes. JBL confirmed in writing that any vendor may purchase the items from them and resell. Therefore, this requirement is no longer a sole source and is now better suited as a Brand Name requirement. The Simplified Acquisition Procedures in FAR Part 13 will be used for this acquisition, because the total value is less than $7.5 million. Per FAR 13.106-1(b), the cited authority is being used because there is only one available source for the required certification and the total acquisition cost is less than
