2. BACKGROUND. IAW USASOC Regulation 385-1, Safety Accident and Reporting, 1st SFC(A) must provide a Motorcycle Mentorship Program throughout 1st SFC(A). In FY 09, 1st SFC(A) lost four soldiers due to motorcycle (MC) accidents. From FY10-FY16 1st SFC(A) experienced a dramatic decrease in motorcycle accidents as a result of the use of internal and external training. 1st SFC(A) averages 0 or 1 accidents in most of these years. Several Soldiers have incurred severe injuries due to motorcycle accidents during this time period, but are surviving these accidents due to increase awareness in the use of PPE and evasive techniques. In FY 10, 1st SFC(A) has lost two Soldiers due to MC accidents and suffered no less than 12 accidents. In FY12, 1st SFC(A) lost two Soldiers due to MC accidents and suffered no less than eight accidents. One of these accidents were alcohol related, the other was at not fault of the Soldier, a woman driver pulled out in front of him. In FY13, a mini-van pulled out in front of a 1st SFC(A) /motorcyclist/Soldier, and he was instantly killed in that accident. In FY14, a truck pulled out in front of a Soldier and he was instantly killed. In FY15 the command suffered one motorcycle fatality when a Soldier lost awareness and ran into a guardrail at high speed. In FY16 the command experienced 12 motorcycle accidents, but no fatalities. In FY17 the command suffered two motorcycle fatalities; one due to careless riding and the other due to no fault of the rider when he was hit by car. These losses are tragic, unacceptable and many are considered preventable. This advanced, motorcycle mentorship course of instruction continues to greatly reduce these accidents throughout the Command, and continues to provide the Regiment with qualified MC mentors throughout the Command.

3. OBJECTIVES. The objective is to reduce the number of 1st SFC(A) Soldiers involved in incidents or accidents caused by the lack of refresher training or inexperience due to being a new rider or having recently purchased a new motorcycle. As more Soldiers return from combat, they are purchasing new motorcycles. The Army has more motorcycle operators on the roads now than ever before. The Army loses up to forty Soldiers a year due to motorcycle accidents. These losses are unacceptable. 1st SFC(A) continues to see motorcycle accidents increase every year. The Commanding General, 1st SFC(A) has directed that advanced motorcycle training be conducted in order to attempt to reduce these accidents and to increase our base for the required Military Motorcycle Mentorship Program throughout the Command. In response, 1st SFC(A) Safety office seeks a contract to conduct an advance motorcycle training program that will reduce accidents and produce the number of required mentors throughout the

Command. These courses were conducted throughout FY 10-FY16; were deemed successful and the command safety office acted as COR for the requested courses by offering throughout the Groups in FY11, FY12, FY13, FY14, FY15 and FY16. In FY17, the Groups requested the contract not be used and the money transferred for execution at the Group level. One Group executed a version of this training in FY17. As a result, the ACG-S, COL Leahy and the ED, Mr. Hill directed the contract be once again centralized and managed by the 1st SFC(A) Command Safety Office in FY18.

1. SCOPE OF WORK. The contractor will provide all direct labor, instructors to teach a ten man course, training material, supervision of trainers and students, and all other items and services (not specifically identified herein to be Government furnished), necessary to conduct advanced motorcycle training focused on enhancing the 1st SFC(A) Military Motorcycle Mentorship Program.
