Application for brand name descriptions.
5. Reason for Authority Cited: (FAR 6.303-2(b)(5))
This is an acquisition for brand name items: Sunpath Javelin Odyssey, Flight Concepts, and Performance Designs Sabre 2. These items are lifecycle replacement of worn out inventory that has exceeded the estimated life expectancy for each Javelin Odyssey container system used by the PDT. This equipment is jumped approximately 500-700 times yearly in varying weather conditions across the USA. The varied, unforgiving conditions (heat, sun, humidity), use of pyrotechnics (M18 smoke grenades), and nature of freefall parachuting causes the container systems to become unserviceable before their standard life cycle of 1500-2000 freefall demonstration jumps by the USASOC Black Daggers. Procured items must match remaining in-use inventory for safety, training, and logistics reasons. The SABRE2 parachutes used by demonstrators are required to closely match the rate of descent of students or while conducting tandem video in order to make it back to the landing zone from a long-distance drop location.
All of the Sunpath, Flight Concepts and Performance Designs components and assemblies are sold by retailers.
6. Efforts/Actions to Increase Competition: (FAR 6.303-2(b)(6))
A notice was or was not publicized as required by FAR 5.2.
This Brand Name requirement will be competed among several vendors selling the Javelin Odyssey and Accuracy containers, Flight Concepts STARTRAC canopies and Performance Design Sabre2 canopies. All manufacturers (Sun Path Products, Inc., FOR OFFICIAL USE ONLY – J&A No. 16-
Flight Concepts, and Performance Designs, Inc.) are small business concerns. This requirement will be posted to www.FBO.gov to encourage as many offers as practicable.
7. Market Research: (FAR 6.303-2(b)(8))
Market Research was conducted with NAICS Code 314999, All Other Miscellaneous Textile Product Mills. The results are as follows:
A “Small Business Dynamic Search” using keywords “parachute equipment” revealed 3 small business vendors with the applicable NAICS Code. A Search of FBO using NAICS 314999 filtered for total small business set-aside and keyword "parachute" revealed w awards and 4 solicitations. The specialized nature of the requirement lends itself to small business and the parachute/skydiving industry is heavily populated with small businesses.
