Frequently Asked Questions
1. What is the GSA Express Desk Program?
The GSA Express Desk Program is a mechanism by which GSA can purchase vehicles on behalf of the Executive and Department of Defense (DOD) Federal Government agencies, which have an urgent and compelling need for vehicles that cannot be acquired via GSA’s indefinite delivery/indefinite quantity contracts on AutoChoice.
2. What types of vehicles are purchased by GSA via the Express Desk Program?
The vehicle requirements will be cited in each RFQ. The RFQ will list the minimum vehicle standards, optional equipment and other features required. For each vehicle you offer, a “Quote Sheet” (included in the RFQ) must be completed indicating whether the vehicle meets the requirements or includes exceptions to the requirements. All exceptions will be reviewed accordingly.
3. Define an Express Desk Program Requirement.
All Express Desk Program requirements usually are estimated to be less than $250,000, which is defined as a small purchase and therefore must be set aside 100% for small businesses.
4. Who can participate in the GSA Express Desk Program?
Any qualified and responsible small business offeror may submit a quote. Your System for Award Management (SAM) registration must be correct prior to issuing a quote and/ or before your company can receive an award under the Express Desk Program.
• If your company is currently registered at www.sam.gov, and you want to update your Representation and Certifications , you may update your registration at www.sam.gov.
• If your company is not registered at www.sam.gov, you must register your company prior to submitting a quote.
• Qualified NAICS codes may be one of the following:
o 336111 – Automobile Manufacturing o 423110 – Automobile and Other Motor Vehicle Merchant Wholesalers o 441110 – New Car Dealers
Note your Representation and Certifications Registration must be submitted in accordance with the SAM system requirements; GSA is not responsible for errors with your registration but rather reviews it to determine if you are eligible to receive an award.

5. What do I need to do to prepare for opportunities to do business with GSA via the Express Desk Program?
To prepare for an opportunity to do business with GSA, you must do the following:
A. Be registered in SAM, complete with the required representations and certifications B. A qualified NAICS code must be cited in your SAM registration C. Have a Dun & Bradstreet Number (obtain DUNS Number at www.dnb.com.us) D. Visit Beta SAM (previously FBO) website to view opportunities (see www.beta.sam.gov) E. Be prepare to submit your complete quote by the RFQ due date and time
6. Where do I look for GSA Express Desk Program Opportunities?
All Express Desk Program opportunities will be posted in Beta SAM at www.beta.sam.gov as a Request for Quote (RFQ). The due date for the receipt of quotes usually ranges from 2-5 days. If your quote is not received by the RFQ due date and time, no further consideration will be given to your quote.
7. What must I submit with my quote?
A complete quote must include the following:
A. Completed Quote Sheet B. New Vehicle (Only) – No Miles/Not Previously Registered C. Model Year of Vehicle Cited in RFQ D. Quoted Unit Price Per Vehicle E. Price quoted FOB Destination, unless otherwise indicated F. Actual Window Sticker of the Vehicle (NO EXCEPTION)-With VIN G. Actual Vehicle Identification Number (NO EXCEPTION) H. Other Completed Forms cited in the RFQ
Note – Please do not send additional brochures/materials with your quote. If your quote does not include the above referenced information then there is less chance that your quote will result in receiving an award.
8. What types of vehicles can I include in my quote?
All vehicles acquired by GSA through the Express Desk Program must be:
• New Vehicles
• Model Year cited in the RFQ
• Must be already built and available on a Dealer’s Lot (No factory ordered vehicles are permitted via this Program as urgent delivery is required)
9. Am I responsible for Vehicle Tags, Vehicle Titles, Vehicle Taxes, and Vehicle Registration?
All vehicles purchased by GSA are exempt from taxes. The ordering agency will be responsible for tags and vehicle registration. The certificate of origin should be made http://www.dnb.com.us/ http://www.fbo.gov/ http://www.fbo.gov/
Acronyms NAICS (North American Industry Classification System) SAM (System for Award Management) DUNS (Dun & Bradstreet) RFQ (Request For Quote) FedBizOpps (Federal Business Opportunities) MVDO (Motor Vehicle Delivery Order)
Forms GSA 1611 (Application for Shipping Instructions and Notice of Availability) out to the customer agency via the mailing address provided on the Motor Vehicle Delivery Order (MVDO) to the successful awardee.
10. When do I deliver the vehicle?
Vehicles purchased via the Express Desk Program must be delivered in accordance with the RFQ requirements/instructions. The delivery terms are usually FOB Destination.
Delivery is usually required between 7-14 days after receipt of order. There may be instances when the vehicle will be picked up from the Dealer’s Lot.
11. Where do I deliver the vehicle?
The vendor who receives an award will be given specific information regarding the vehicle delivery. All vehicles are delivered via FOB Destination unless otherwise indicated. The RFQ will provide general information, i.e. city & state, zip code and/or country of final delivery.
12. Are vehicles delivered outside of the USA?
Yes, vehicles may require delivery outside of the USA. In these circumstances, the GSA Motor Vehicle Delivery Order will provide a GSA Transportation point of contact to obtain shipping information. In this case, a GSA Form 1611 must be completed by the vendor, the vendor must deliver the vehicle to the port provided by GSA Transportation, and the vendor may be responsible for all Export Document Fees. This requirement will be handled on a case by case basis.
13. How will I get paid?
If you receive an award, you may submit an invoice in accordance with the RFQ terms and conditions once the vehicle is delivered and accepted at destination. GSA payment terms are Net 30 Days and all payments are made through electronic means.
