Amendment No. 1 – Solicitation No. GS-07-P-16-HT-C-7013 for HVAC Replacements in Laredo, Eagle Pass & Del Rio, TX
This amendment is issued to provide the Pre-Proposal Sign-in Sheet/Agenda, a revised Scope of Work dated 08/24/16, a revised Document C101-SB and to respond to questions.
1. Is the site visit mandatory? No. Contractors are encouraged to attend the pre proposal walk-through and to verify all existing conditions at the job site prior to bidding on project.
Failure to do so will not relieve contractor of his/her responsibility to properly estimate the cost of this project. This is the only opportunity contractors will get to visit the site to conduct a walk-through and ask questions. GSA will not have anyone available to accompany contractors or their representatives (sub-contractors) after the scheduled pre-proposal walk-through.

1. GREETING AND INTRODUCTIONS
A. No oral statements made shall change the solicitation – any changes will be documented in a written amendment posted to FBO.gov.

2. GSA CONTRACTING COMMENTS
A. This Solicitation is set-aside for Small Businesses in accordance with FAR 19.

C. Basis for Award - Award will be made on the basis of the lowest evaluated price of proposals meeting the acceptability standards for non-price factors (See Section VI. of Document C201 – The Solicitation).
D. Questions/Request for Information must be sent to Shawna Villarreal, Contracting Officer, at shawna.villarreal@gsa.gov. Submit no later than 10 days prior to the proposal due date (August 29, 2016).
E. Proposal due date and time: September 7, 2016 at 2:00 PM CST (Extensions are not currently anticipated). Complete offers must be received by the due date and time. Any portion of a proposal (with the exception of the bid bond) received after the due date and time will be handled in accordance with FAR Provision 52.215-1 Instructions to Offerors—Competitive Acquisition (JAN 04) which can be found in section IV.A. of Document C201-SB LPTA.
F. A bid guarantee is required. Proof of insurance, performance and payment bonds will be required after award.
G. Complete Annual Representations & Certifications in SAM. The NAICS code is 238220 and your representations and certifications under FAR provision 52.219-1 must demonstrate that you are a small business for 238220. Ensure you have submitted a VETS-100/4212 Report. (Please see section II.E. of Document C201-SB LPTA)
H. Magnitude of Construction is between $500,000 and $1,000,000.

4. BAS Integration Information - Integration technician performing installation shall be certified on the Niagara AX JACE for both installation and maintenance of the system and shall have a minimum of 3 years’ experience performing the required tasks. The Contractor shall provide with their offer the integration technician’s resume and certification documentation.
Additionally the programmer must apply for and receive clearance in accordance with Homeland Security Presidential Directive 12 (HSPD-12) to perform their duties on the GSA secured network

SCOPE OF WORK
Contractor shall provide all materials, labor, tools, equipment and supervision necessary to complete demolition and installation of the following scope of work.
TX0511LR -- Border Patrol Sector Administration Building
A. Demolition: Remove existing Air Cooled Chiller unit and dispose of properly.
Demolition to include, but not limited to, cabinet, plumbing lines connections, and all related electrical accessories.
B. New Work: Furnish and install new air cooled Chiller unit equal to or better than Trane High Efficiency Model# CGAM060 with full factory refrigerant charge, microchannel condenser coils with factory applied CompleteCoat (epoxy coating), architectural louvered panels (hail protection), BACnet interface, high ambient option (32degf to 125degf), percentage (%) capacity option and phase reversal/phase loss protection. Extend/increase concrete existing housekeeping pad if new chiller dimensions is larger than existing chiller. Outdoor chilled water lines shall be insulated and have aluminum jacket cover. This includes reinsulating the existing chilled water piping so that it matches the new piping insulation.

1. The new chiller’s control system shall communicate with existing building automated system. Replacement Chillers shall be wired to and communicate by BACnet directly to the Building's Niagara JACE Controller. The Chillers shall not be linked through a propriety building system controller. Contractor will be responsible to verify the existing BAS and provide all necessary wiring, controls, and Bacnet cards (if needed) to integrate chiller’s controls to BAS. The BAS Integration contractor shall include any mapping and linking changes of the chiller on the graphics page. Contractor is responsible for licensing fee and drivers to connect/communicate BACnet to the existing JACE. Chiller display/ chiller history/trending shall be connected to the BAS for viewing and controlling.
Provide the tonnage with the chiller graphic (ex: YORK 81 Ton). Include links to the chiller history logs on the central plant page so that accesses to the trends are easily opened for analysis. The Contractor shall program the existing and any new feedback points using BACNET protocol intergraded into the existing BAS. The new chiller’s control system shall communicate with existing building automated system. Contractor will be responsible to verify the existing BAS and provide all necessary wiring, controls, and/or Bacnet cards (if needed) to integrate chiller’s controls to
BAS.
2. Provide and install all necessary and properly sized electrical conduit and electrical wiring for new chiller. Contractor will be responsible to verify existing electrical power and/or circuit breakers will handle new chiller’s electrical voltage and amperage. Provide and install properly sized electrical panel(s) and circuit breakers for new chillers as needed. Provide new panel schedules reflecting work accomplished.
3. Provide and install all necessary water thermowell connections and include new thermometers and liquid filled pressure gauges (2 thermometers/2 gauges) with associated hardware to provide shut off and removal during gauge removal.
4. Provide and install all necessary piping, insulation and labeling to match existing profiles. Provide and install all necessary piping hangers and/or support for new piping. Include new valve tags IAW current Valve Tag Schedule in the control room. Paint all piping to match existing color scheme. Paint color selection to be provided by GSA.
5. Remove and provide new manual isolation valves (2 each) – one for supply and one for return chilled water.
TX0511LR -- Border Patrol Sector Administration Building
A. Demolition: Remove existing HVAC rooftop unit and dispose of properly.
Demolition to include, but not limited to, cabinet, flexible duct connectors, plumbing lines connections, and all related electrical accessories
B. New Work: Furnish and install new packaged rooftop unit 1 EA.of same cooling and heating capacities as the existing units being replaced and to be equal to or better than Trane Precedent Model# THC092E. 208/230v, 3-phase.
1. Provide condenser coil guards (Hail Guards) and epoxy coating on cooling/condenser coils for corrosion protection. Unit shall include a low ambient kit, and barometric relief damper mounted in return duct. New rooftop units shall include an economizer cycle.
2. Contractor shall run wires using EMT conduit, unless otherwise approved.
3. Contractor shall install new, appropriate size disconnects for new rooftop units. Contractor shall ensure electrical panel is balanced properly on all phases. Label all installed equipment, to include panel schedule, as per latest NEC standards. Label panel board with laminated adhesive-back engraved labels.
4. Install all conduits using compression type fittings.
5. All new rooftop package units may require new roof curbs and or roof curb adapters to insure proper installation in accordance with the manufactures recommendation to insure correct leak proof seal. Any roof penetration or modification must be accomplished by an authorized roofing contractor. Submit your proposed roofing contractor to the GSA Project Manager for review and approval.
6. Existing inside ductwork shall be re-used with new unit.
7. New equipment shall use MERV 8 filters, as a minimum.
8. IF Existing HVAC units are connected to the Building Automated System
(BAS). Contractor shall ensure that new units include BACnet communication interface and are connected to the BAS. Update the existing BAS graphics page to reflect new unit, economizer and install the additional points.
9. Provide and install new condensate drain line connections to new rooftop units. Connections shall be of the same material as existing plumbing lines.
10. Contractor shall install new appropriate size disconnects for all rooftop units.
11. Contractor shall reuse existing smoke detector(s) and shall be interlocked with the smoke detector and fire alarm panel.
TX0512LR – Border Patrol Sector Building B A. Demolition: Remove existing condensing units and Air Handlers for split systems and dispose of properly. Demolition to include, but not limited to, compressor and all related electrical accessories. Remove all existing refrigerant lines servicing existing split system If new Split systems require refrigerant line upgrades, units to be demolished and dispose of properly. Demolition to include, but not limited to, insulation and hangers.
B. New Work: Furnish and install new split system units (condenser and air handlers) of same cooling and heating capacities as the existing units being replaced equal to or better than:
1 EA 12 Ton Split System, equal to or better than 11 EER rating. Equal to or better than Trane Odyssey Split Systems, condensing unit Model #
TTA150J3HS, Air Handler Model # TWE150E. Both units to be

1 EA 20 Ton Split System, equal to or better than 10 EER rating. Equal to or better than Trane Odyssey Split Systems, condenser Model # TTA240J3HS, Air Handler Model # TWE240E. Both units to be 208/230V/3PH/60.

2. Existing refrigerant lines shall be used unless new equipment requires upgrade of refrigerant lines. Systems shall be fully charged with refrigerant according to manufacture.
3. Provide new programmable hard wired thermostats.
4. Contractor shall run wires using EMT conduit, unless otherwise approved.
5. Contractor shall install new, appropriate size disconnects for units.
6. Contractor shall ensure electrical panel is balanced properly on all phases. Label all installed equipment, to include panel schedule, as per latest NEC standards. Label panel board with laminated adhesive-back engraved labels.
7. Install all conduits using compression type fittings.

TX0282JL – Administration Building A. Demolition:
1. Remove all Air Handler evaporator coils, drain pans (where possible), actuator valves, cutoff valves, pressure gauges, thermometers and up to 60 linear feet per unit of chilled water and hot water pipe with insulation on 9 each Chilled water air Handlers.
2. Cut, remove and dispose of approximately 120 ft of steel pipe with associated elbows.
3. All existing electrical wires shall be removed and disposed of properly.
Existing conduit shall be re-used for new replacement unit.
4. Remove existing HVAC rooftop units and dispose of properly. Demolition to include, but not limited to, cabinet, flexible duct connectors, plumbing lines connections, and all related electrical accessories.
5. Contractor shall inspect existing roof stand for stability and integrity and prepare for re-use with new rooftop unit. Repair as necessary.
6. Existing ductwork shall remain in place and operational. Contractor shall inspect existing ductwork entering the building through the roof for rust and/or damage once the unit has been removed. Repair/replace as necessary.
7. All HVAC equipment not included in the demolition notes and not within project footprint shall remain in place and operational.
B. New Work:
1. Furnish and Install 9EA Air Handler’s Chilled and Hot water coils, and stainless steel drain pans, replace bearings, shaft and blower assembly on each Air Handler, DDC actuator and valves for each coil, 2 cutoff valves/coil to isolate coil, 2 pressure gauges/coil inlet and outlet, 2 thermometers per coil inlet and outlet, 1 strainer per coil, I flow setter per coil, balance report on all coils and approximately 60 linear feet per unit of chilled water and hot water pipe with insulation and labelling on 8 each Chilled water and Hot water Air Handlers and 1 each chilled water air handler only. All coil water flow rates shall be adjusted according to specs. Please see below for specs on each Air Handler S2-1 through S2- 9 and special notes.
2. Furnish and install approximate 120’ from 4” to 8” with associated elbows of exposed steel pipe at cooling tower condensing water pipe, 14 manual valves shall be replaced existing actuators shall be reused, pipe shall be welded, check for leaks, painted to match existing and labeled as existing. All work shall be done after hours for all coils and cooling tower unless otherwise schedule with the project manager.
3. Furnish and install three new packaged rooftop unit 3 EA of same cooling and heating capacities as the existing units being replaced and to be equal to or better than Trane Precedent with eflex Technology Model# TZC048E4RG. 460v, 3-phase 19 seer

B. New Work: Furnish and install new 12.5 eer packaged 12.5 Ton with 36KW rooftop units 1 EA. of same cooling and heating capacities as the existing unit being replaced and to be equal to or better than Trane Precedent Model# TZD150F4N. 460v/3ph ambient kit.
2. Contractor shall run wires using EMT conduit, unless otherwise approved.
3. Contractor shall install new, appropriate size disconnects for new rooftop units.
4. Contractor shall ensure electrical panel is balanced properly on all phases. Label all installed equipment, to include panel schedule, as per latest NEC standards. Label panel board with laminated adhesive-back engraved labels.
5. Install all conduits using compression type fittings.

Provide and install 4 each 24” x 24” MT series new access doors paint to match existing, move 1 set of 1.5” potable waterlines supply and return approximate 12” to clear VAV access door for opening for service. Modify 2 existing VAV panels to make a service access doors by cutting reinforcing and securing back in place with screws or hinges. 11. For Existing HVAC units that are connected to the Building Automated System
(BAS). Contractor shall ensure that new units includes a compatible communication interface and are connected to the BAS utilizing the same monitoring points and parameters as existing unit. No new point shall be added to the BAS.
12. Provide damper in return ductwork for split systems. Damper to close when fire detection system is activated.
13. Existing inside ductwork shall be re-used with new unit.
14. Contractor shall balance new HVAC equipment and supply diffusers.
15. Provide power to new HVAC equipment from same panels as the existing units.
16. Contractor shall use THHN, stranded copper conductors.
17. Contractor shall run wires using an EMT conduit, unless otherwise approved.
18. Furnish and install new heavy duty NEMA 3R fused safety disconnects properly sized as specified by manufacturer. Safety disconnects shall be mounted on units where possible, or placed as close to unit as allowed.
19. Furnish and install new dedicated circuit breakers in existing panels for new rooftop and split system units.
20. Contractor shall ensure electrical panel is balanced properly on all phases. Label all installed equipment, to include panel schedule, as per latest NEC standards.

21. Install all conduits using compression type fittings.
NEW WORK – MISCELLANEOUS:
1. Contractor shall perform the following Mechanical work in accordance with the latest International Mechanical Code and NEC Standards.
2. To maintain roof manufacturer’s warranty, any required new roof penetrations shall be performed by a roofer certified by the manufacturer to perform roof work.
All certifications shall be provided by roofer prior to performing any work. After completion of work, roofer shall provide a certificate by manufacturer stating all warranties remain valid.
3. Contractor shall patch and paint all openings and penetrations made as a result of the work required by this SOW.
4. All piping, including electrical conduit, shall be run behind walls and/or ceilings whenever possible. If piping cannot be concealed, Contractor shall paint it to match wall and/or ceiling color.
5. Unit downtime shall be kept to a minimum.
6. Temporary spot coolers shall be placed in areas where equipment downtime is longer than one day. Provide new six (6) each minimum 12,500 B.T.U. 115 Volt portable temporary cooling units to be used for temporary cooling. At the completion of the project, temporary cooling units shall be turned over to GSA for ownership.
7. Contractor shall provide a minimum of 4 hours of training to GSA maintenance personnel.
8. Contractor shall provide a complete commissioning report to GSA PM with completed close out documents once all units are fully functional. All adjustments to the systems shall be in accordance with manufacturer’s specifications.
9. Contractors are to submit proposal with a cost breakdown.
10. Integration Technician: Integration technician performing installation shall be certified on the Niagara AX JACE for both installation and maintenance of the system and shall have a minimum of 3 years’ experience performing the required tasks. The contractor shall provide with their offer the integration technician’s resume and certification documentation. Additionally, the programmer must apply for and receive clearance in accordance with Homeland Security Presidential Directive 12 (HSPD-12) to perform their duties on the GSA secured network.
11. Label each new unit with same unit identification number and with 2 inch black lettering. This can be accomplished with painted stencil or weather proof laminate label.
12. Surge protector shall be installed for each ductless mini-split.
13. All grounding rods and cabling shall be re-installed on new rooftop units.
Liquidated Damages: In the event the project is delayed at Contractor’s fault, a daily liquidated damage rate of $250.00 will be applied for each calendar day of delay. This daily rate is an estimate to cover additional time expended by the PM/COR and affected agencies.
Other Requirements:
1.1 General Requirements:
1.1.1 Contractor shall field verify all dimensions, capacities and exact locations prior to the start of any work. Any discrepancies between field conditions and this SOW shall be immediately brought up to the PM/COR attention.
1.1.2 Contractor shall not commence work unless authorized in writing by the CO. Only the CO, and no other person, is authorized to order the Contractor to start, stop and/or modify work.
1.1.3 All technical questions shall be addressed to the PM/COR for resolution.
1.1.4 Contractor shall not perform any work outside the written requirements in this SOW. Any changes to the SOW shall be authorized in writing by the CO in an official contract modification prior to performing the work.
1.1.5 All work shall be accomplished in accordance with contract specifications, technical requirements on this SOW.
1.1.6 Prior to beginning any work, the Contractor shall obtain any related permits required to complete the work requirements stated in this
SOW.
1.1.7 Contractor shall verify the location of all underground utilities prior to any excavation or demolition operation taking place.
1.1.8 Contractor shall provide continuous competent supervision and adequate number of skilled workmen, materials and equipment to complete work requirements and meet the project schedule.
1.1.9 Contractor shall not use the work area to store any equipment materials not belonging to the Government. All equipment and/or materials related to the work to be performed, that are property of the Contractor, are the Contractor’s responsibility to secure daily. The Government shall not be liable for equipment and/or materials that get lost or stolen from the work area.
1.1.10 Contractor shall provide temporary safety barriers, as necessary, to provide safety for the workers, pedestrians and vehicles during construction.
1.1.11 Contractor shall ensure all Contractor employees use appropriate protective clothing and equipment at all times.
1.1.12 Contractor shall maintain a clean and safe work area throughout the period of construction. Contractor shall, at the end of each day, remove all debris and hazardous and potentially dangerous materials used in the work site and surrounding areas adjacent to the work site.
On completion, Contractor shall leave premises in a thoroughly clean condition to the satisfaction of the PM/COR.
1.1.13 Contractor shall remove and dispose of excess materials, debris or waste at an approved off-site location in accordance with applicable Local, State and Federal laws and regulations, and pay any related fees. Burning or burial of materials is not permitted. Contractor shall not use existing, onsite, disposal receptacles intended for use by building occupants.
1.1.14 Although this SOW identifies specific elements of construction, it is the Contractor’s responsibility to provide any and all elements which are incidental to the functioning of the work to be provided.
1.1.15 All materials, finishes and hardware shall be selected for their ease of maintenance, high durability, and local availability, and shall be coordinated with those currently used in the building. Restoration of damaged elements or surfaces shall be promptly executed in like materials, as part of this contract.
1.1.16 Contractor shall be responsible for all cutting and patching incidental to the work described herein. All openings shall be sealed with fire stopping material. Contractor shall promptly repair/replace any damage to structures, elements, utilities, finishes, etc., occurring due to construction, as part of this contract.
1.1.17 Contractor shall bear full financial responsibility for any damages caused by the Contractor, or the Contractor’s employees, due to negligence or failure of the Contractor to ensure that reasonable precautions are taken to prevent damages caused by contracted work, to either public or private property. Any damage to property shall be repaired by the Contractor, at no cost to the Government, to match original conditions.
1.2 Applicable Codes and Regulations:
1.2.1 Contractor shall ensure that all contract work is accomplished in compliance with all building, Local, State and Federal Codes and regulations (the most stringent of the codes shall be enforced).
1.2.2 All conflicts and requests for interpretation or clarification shall be submitted to the PM/COR for resolution.
1.2.3 All work shall conform to the current regulations of the Environmental Protection Agency (EPA), and the Occupational Safety and Health Administration (OSHA).
1.2.4 Contractor shall not submit plans or specifications, or requests for clarification, to any local authority without the prior approval of the
PM/COR.
1.2.5 All work performed under this contract shall meet or exceed the current ASME A-17.1 Elevator Safety Code, uniform Federal Accessibility Standards and all building, NEC and Fire Safety Codes.
1.3 Security:
1.3.1 Security requirements of this facility include, but are not limited to
100% Identification Check, controlled entrance/egress at specified portals, and boundaries within which the Contractor’s personnel shall have limited access.
1.3.2 All Contract employees shall have a Government-issued identification badge. All Contractor employees working on a GSA Contract must have a security clearance performed prior to issuance of an identification badge. The following forms/items shall be submitted for each employee:

1.3.3 Contractor shall submit completed forms to R7Suitability@gsa.gov.
All inquiries and documents must be submitted through this centralized address or by dialing phone number (817-978-0691).
1.3.4 All sections of the form must be completed. Any section not applicable shall have the word NA; no sections shall be left blank.
Incomplete forms will be returned to the Contractor with appropriate instructions and will delay the process for the employee’s clearance.
1.3.5 The timeframe for the security clearance process cannot be predicted and will vary depending on the volume of applicants.
1.3.6 Special CBP Requirements: In addition to the GSA security check, on all Customs and Border Protection facilities, an additional security check of all individuals entering the facility will be performed by Customs and Border Protection. The information required is Full Name, Date of Birth and Last 4 Digits of their Social Security Number.
This information must be submitted to the Project Manager a mailto:R7Suitability@gsa.gov tel:%28817-978-0691 minimum of 72 hours prior to entering the secured areas of the facilities for any reason. This includes all pre-bid and pre-construction meeting as well as all employees of the Contractor awarded the project.
1.4 Government Furnished Items:
1.4.1 None provided
1.5 Ownership/Occupancy:
1.5.1 The buildings are U.S. Government owned facilities.
1.5.2 The premises will be occupied during the performance of work.
Contractor shall ensure all employees working at the job sites abstain from disturbing building occupants and any items not belonging to the Contractor. Contractor’s employees shall comply with the building’s code of conduct and regulations. Contractor shall require all employees shall remain within security confines and comply with all security access instructions delineated by the Building Manager.
1.6 Warranty:
Contractor shall guarantee all work to be in accordance with contract requirements and free from defective or inferior materials, equipment, and workmanship for one (1) year after the date the respective elevator is placed in normal use by the Government. Faulty work, defective product or parts shall be repaired or replaced at no cost to the Government.
Submittal: Contractor shall submit for approval to the PM/COR four (3) sets for each material of all manufacturer’s literature, samples, color charts, specifications and/or drawings for the materials listed below:
1.1 Materials:
1.1.1 Rooftop units
1.1.2 Condenser units
1.1.3 Air handling units
1.2 Contractor shall provide documentation that ascertains that any equipment proposed as “or equal” to that specified by the SOW meets all essential characteristics and performance requested by the Government.
1.3 All documentation requiring review shall be provided prior to purchasing any materials and/or equipment.
1.4 Work Schedule: Contractor shall submit a work schedule detailing the dates of all phases of work and a detailed plan of how Contractor will accomplish the work to be performed under this contract.
1.5 O&M Manuals: Contractor shall be responsible for the preparation, coordination, execution and submittal of all equipment Operation, Maintenance and Repair Manuals, including spare parts list and special tools required, as applicable, and shall conduct any necessary training for operating and service personnel.
1.6 As Built Drawings: Contractor shall be responsible for the preparation and submittal of as-built drawings depicting changes and additions made to mechanical and electrical equipment. As-built drawings shall be professionally prepared and submitted in both electronic and paper copies.
Closeout Plan:
1.1 Provide the following closeout documents upon completion of work:

Material Technical Specifications:
Where a particular manufacturer's product is specified, it is not intended to discriminate against other manufacturer's which are equal in quality of material, workmanship, appearance and function to those specified. Rather, it is intended to establish and indicate the desired standard of quality. If any tests are required to determine the equality of any substitutes, such tests shall be made by an independent authority as approved by the government. All expenses related to proposed substitutions shall to be paid by the Contractor. Proposed items are to be submitted with the bid and shall be a basis for the award of the contract.
All materials and equipment shall bear evidence of the Underwriter's Laboratories Inc.
Label (UL) or approval of other nationally recognized independent testing organizations adequately equipped and competent to perform such services when these standards are required and such product listing is available.
Working Hours:
Normal business hours are Monday through Friday 6:00 am to 6:00 pm. However, installation hours for booths will most likely be between Midnight thru 8:00 A.M.
Seven days a week, no more than 2 booths A/C shall be removed at any given time.
Work performed under this Contract that is performed during normal working hours of the building occupants shall not interfere with the operations of the building. Any work that may disrupt the building tenants shall be scheduled at times other normal duty hours.
GSA Standard Form 139 will be posted at an agreed upon location at the job site.
All personnel employed on the job site shall sign in daily upon arrival at the job site and sign out upon leaving. The Contractor shall submit such log to the GSA On- Site Representative each Monday for the preceding week.
Contractor shall submit a list of the personnel that will work on this project to the Project Manager (PM), Contracting Officer’s Representative (COR), and Contracting Officer (CO). Personnel list shall include name, date of birth and last four digits of social security number of each person.
Period of Performance:
All work shall be completed within 120 calendar days after equipment delivery and issuance of the full Notice to Proceed (NTP). A partial NTP will be issued to place the order on the equipment upon approved submittals.
Project Schedule:
Contractor shall submit to the GSA Project Manager a project schedule within thirty (30) days of the Notice to Proceed. The project schedule shall include a written narrative describing the major work activities, activities critical path and major constraints underlying the sequence and logic, all tasks to be performed under this project, duration of each task and tentative date/s each task will be performed. Project schedule must be approved by the GSA Project Manager prior to performing any work under this project. The project schedule shall incorporate milestone events specifics in the Contract, including as applicable NTP, Substantial Completion and milestones related to specific work phases and site restrictions. The project schedule shall also include Contractor-defined milestones to identify target dates for critical events, based upon the Contractor’s chosen sequence of work. Microsoft Project or other similar format can be used for this schedule.
Extension of Time:
If the Contractor requests an extension of the time for Substantial Completion, the Contractor shall base its request on analysis of time impact using the Project Schedule as its baseline, and shall propose as a new Substantial Completion date to account for the impact. The Contractor shall submit a written request to the Contracting Officer setting forth facts and analysis in sufficient detail to enable the Contracting Officer to evaluate the Contractor’s entitlement to an extension of time. (See Section III.E. Extensions of Time in the Agreement)
Performance Requirements:
1. The contractor shall field verify existing conditions prior to any demolition.
2. The contractor shall reinstall existing access panels; etc, back to their original location and condition after all work is completed.
3. The contractor shall remove and dispose of all construction debris as it accumulates on a daily basis.
4. Upon completion of work the contactor shall leave the premised clean and free of any debris.
5. The Contractor shall be responsible for coordinating all activities of subcontractors. This responsibility includes coordination of; preparation of shop drawings preparation of shop drawings produced by different subcontractors where their work interfaces or may potentially conflict or interfere and the installation of such work; scheduling of work by subcontractors and use of the Project site for staging and logistics.
6. Contractor to provide a work plan within fourteen (14) days of receipt of the Notice to Proceed (NTP) identifying phasing plan by building name and all requested access needed.
7. Contractor to provide schedule of values within fourteen (14) days of receipt of the Notice of Proceed (NTP). The Contractor shall prepare and submit for approval a detail cost breakdown of the Contract price, to be referred to as the Schedule of Values, assigning values to each component of the Work. Values must include all direct and indirect cost, although a separate value for bond cost may be established. The Schedule of Values must contain sufficient detail to enable the Project Manager to evaluate applications for payment. Before submitting a request for payment, the Contractor shall schedule a pencil copy review with the Project Manager for review and acceptance.
