About this file
This document contains questions and answers regarding a solicitation for building maintenance and operations services. Large business contractors are instructed to base their small business subcontracting plan dollars and percentages on dividing the total procurement capacity by the number of potential awardees. For an individual subcontracting plan, contractors should use the estimated total contract value of each award to determine subcontracting dollars, which will then determine the percentages. The commercial plan is identified as the preferred method for addressing how to determine subcontracting dollars and percentages in the absence of specific task orders.

Subcontra cting Plan Inclusive
In the Subcontracting Plan, Offerors are required to provide a breakdown of work in both dollars and percentages.
Please advise as to how Offerors should determine the total dollars to be subcontracted in the absence of specific Task
Orders, or should only percentages be provided?
IAW FAR 19.704(d), the commercial plan is the preferred method. A commercial plan would address this question. It is the contractor's choice as to which type of plan to use. If an Individual plan is used, then the value should be based on the estimated total contract value of each award. The contractor should use the total dollars to be subcontracted and that will lead to the percentages.
