Clarification – Solicitation GS-05-P-16-SC-C-7017

The system will be installed in parallel. The new system will be installed and then commissioned then the existing will be removed.

Conduit must be new. Re-use of existing conduit shall be very limited and approved only on a case by case basis, such as replacement into existing appliance/device locations behind historical fabric (ornate plaster, marble, stone, etc) or significantly substantial substrates (solid concrete, limestone, etc).

Some rooms may require additional audible devices than are currently shown on the drawings. Contractor shall comply with code regulations.

Strobe location shall meet, the light intensity levels for that particular room, but may be achieved through a single or multiple appliances. Strobe locations may not be able to meet audibility and intelligibility requirements in the locations shown on the drawings.

The fire alarm system is a design build component within a design bid build contract.

The Contractor is responsible for the specification compliant design of the system architecture, wire size, exact junction box locations and conduit routing and fill, exact locations, sizes, type, etc of devices, appliances, and control units. The AE specifies the general locations of devices based on the room use and occupancy. The AE does not specify the exact location of components.

The majority of interfaced devices are able to be monitored by two systems. Therefore, change from existing to new should be readily facilitated. In the event an interfaced system is unable to be monitored by two separate systems, then either 1) the component proposed to be moved over to the new system shall be fully capable of delivering a signal to a Central Station Monitoring Service for that component, or 2) the component shall remain on the existing system and continued to be monitored by the existing system until the transition date, identified in the phasing plan required to be developed by the Contractor. At which time, those components will be transferred over to new addressable monitor modules and/or control relays that have already been electrically tested on the new system in the room use and occupancy. The AE does not specify the exact location of components.

Request for Information - Solicitation GS-05-P-16-SC-C-7017

Question: The project calls for total replacement of all fire alarm devices. However, there is secondary Simplex fire alarm system currently installed an functional in the building. The devices in this system are the current models that would be used in the replacement. Would GSA consider keeping these devices as a part of the new fire alarm system in lieu of replacing them with the same equipment?

Answer: No, all devices must be new.

Question: 28 31 04 Section 1.1 Item G states “…replacement parts for the system shall be furnished under this contract. Replacement parts shall be available for a period of 15 years after the date of final acceptance of this work by the Government”. Does this statement refer to repairs of the new fire alarm system being installed, or the existing system, or both? Is the expectation that replacement parts will be provided as needed, or is there some specific quantity to be furnished other than the spare parts listed in 28 31 04 Section 3.9 Item B?

Answer: The intent of this requirement is to ensure that the system and components required are not currently obsolete or planned to be obsolete in the near future. While we understand that no one can entirely predict the future, we want to ensure that replacement parts and trained personnel remain available to be able to work on the system. This clause provides for the ability for the Government to seek damages resulting from the lack of availability of replacement parts or trained personnel to perform those repairs on the system, in the event that a system becomes obsolete within this 15 year time period. Most major manufacturers have no issue complying with this because they continue to manufacture such replacement parts even after the system is discontinued.

Question: The specification mentions special considerations for “High Security Areas”. Can these areas be identified?

Answer: Holding Cells, Courtrooms, Judge Chambers, and all of U.S. Marshal spaces.
