Response to submitted pre-bid RFI’s

1. How extensive (how many days or evenings) will the Contracting Officer be spending onsite with the Contractor to conduct a pre-construction survey to review and document the existing conditions surrounding the project (Section 011000-4)?

This will be delegated to the Contracting Officer Representative (COR) and will be used to coordinate site access, staging and storage of materials, etc.. Timing would be 2-6 hours.

2. Section 013300-4 indicates submittals shall be transmitted to the GSA within 14 days of notice to proceed. Does this requirement include the fire alarm layout installation shop drawings in this 14 day window?

Since this is not a brand new system, the drawings for adding onto the fire alarm should be less time consuming. The project mostly consists of A/V devices being added for intelligibility.

The contractor to work diligently to provide submittals within the 14 day window for those required early because of long lead time for manufacture or fabrication. Typical time for submittals is 60 days after award, GSA would allow for such time if the contractor is able to justify a need for longer timeframes.

3. Section 013300-8 indicates that design submittals shall be sealed by a responsible design professional. For Fire Alarm or Fire Sprinkler work, does this in fact require a licensed Fire Protection Engineer?

Yes, all fire protection work must be stamped by a licensed fire protection engineer. This should assure that our requirements are met and not circuit capacities will be exceeded.

4. Section 013600 - COBie submittals. Please clarify the requirements of COBie. Is it a software package that the Contractor and Sub-contractors need to purchase and or receive training on in order to transmit submittals to the Government? Who furnishes this software, the licenses and training? What are the investment costs that should be carried in the bid for this COBie submittal?

COBie is a building automation tracking software and not needed for fire alarm and fire sprinkler work, not applicable to this project.

5. Section 014000 Quality Requirements. Paragraph E indicates that a Professional Engineer who is legally qualified to practice in the jurisdiction where the project is located. For Fire Alarm and Fire Sprinkler work, is a licensed Fire Protection Engineer required?

Yes, for the State of IL

6. How will the Government enforce warranty requirements on the Fire Alarm or Fire Sprinkler systems during the warranty period if multiple construction and/or maintenance services contractors are working in the building during this project and after project conclusion during the warranty period? Who will bear the costs of defects caused directly or indirectly by third party contractors and maintenance personnel?

The electrical contractor doing the installation shall be certified in Edwards Fire Technology Systems, points taken in and out of service should not cause an issue with the entire system. The warranty will cover the devices that they installed for this project only. If an issue with a new device arises during the warranty the contractor is not exempt from honoring the warranty just because others also touch this active system, the would need to provide reasonable evidence that the problem was actually caused by another contractor's actions.

7. Section 283104 mentions that two (2) vertical risers shall be installed. The drawings do not seem to indicate this. Is it the scope of this job to install new network risers, separate and in addition to the existing ones?

The two vertical risers already exist in the building and are as remote as practicable.

8. Section 283104 requires automatic interruption of Public Address systems.

The drawings do not indicate any interfaces to such. Can the Government provide a list of all locations requiring P.A. shut down interfaces by floor?

Absent this information, how will the Government propose this scope of work be handled adequately by responding offerors?

There are no public address systems existing in this building.

9. Section 283104 Paragraph 1.7, sub-paragraph C) sub-paragraph 3) indicates detailed drawings requiring elevations of the Control Panels, power supplies, battery cabinets, etc. Does this elevation requirement required Architectural Wall Elevations?

If any new power supplies will be required we will need the mounting information, they do not have to redraw the existing equipment.

10. According to Section 283104 - FIRE ALARM SYSTEM MODIFICATIONS, the Description of Work section indicates that a single fire alarm control panel is indicated with terminal cabinets at each floor of the supply riser location.

Please clarify if it is the intent of this RFP to supply new fire alarm control panels at each floor as these currently do not exist.

This is an addition to the fire alarm, no new panels should be required.

11. Please indicate what the Order of Precedence is with any discrepancies between the contract documents including drawings, specifications, AHJ requirements and local code requirements.

The bidder should reference three spec sections: 013525 3.1 E, 014000 1.4 A and 283104 1.1 A, As stated in the specifications, there are no local codes listed and the AHJ will be the final word on code discrepancies.

12. 283104 - 1.2 Quality Assurance states that all equipment shall be the latest model. If the latest model does not match the existing equipment, shall the latest model be installed or the model that matches the existing equipment.

As the existing equipment is Edwards Technology's latest models, it should not pose any issues to match them.

13. 283104 - 1.2 (6) lists UL 1638 and UL 1971 for signaling appliances. Please indicate which one shall be used for determining visual candela ratings as these two listings provide different ratings for visual notification devices. Other parts of this RFP specify UL 1971 for visual notification appliances.

The devices must comply with the listed UL guidelines and each of the guidelines represents different scenarios that the devices may be placed in.

14. Section 283104 - Paragraph 2.14, sub-paragraph B). Please indicate if it is the intent of this RFP to have the fire alarm contractor provide a remote control touch screen annunciator. The contract drawings do not show this component in any location or quantity. If it is the intent, please indicate manufacture and model number or series for this component as well as provide the total quantity and locations required for the Touch Screen Annunciator.

No touch screen annunciator is required for this project.

15. Section 283104 - Paragraph 3.4, sub-paragraph I). A Video Display Unit (VDU) is called for to be located in the Fire Command Center. VDU's currently exist in this location. Is it the intent of the Government to provide additional VDU's in this location?

VDU exists in both command centers and do not need replacement.

16. Is full building activation upon transmission of an alarm signal desired for this location? Please clarify that it is the intent to evacuate all floors in this entire high rise building on an alarm condition.This system is programmed for a systematic evacuation. This project will not be adding any further messages into the system.

17. Will the building's existing lighting control equipment be capable of interfacing with the existing fire alarm control panel? Will it be the responsibility of the fire alarm contractor to ensure interface with the lighting control equipment and that it is operational prior to final testing and commissioning of the system?

No lighting systems are currently programmed into the fire alarm system and it shall remain that way at this time.

18. Please provide more information on the operation of an approved pager interface which is indicated in the RFP to operate upon activation of a supervisory signal.

No pager interface wanted or needed.

19. Will it be the responsibility of the contractor to update the record drawings for the complete fire alarm system after work is completed under this RFP? Will the Government be able to provide a complete set of up to date record drawings for the entire system as would be required to be able to furnish this

YES (Existing Record dwgs to be updated by the contractor) and YES (existing record docs are available).

20. According to 283104 - section 1.7 SUBMITTALS (D. 3. Voltage Drop Calculations), item b. asks for voltage drop no to exceed 7.5%, providing a minimum of 22.2 volts at the end of the circuit. Please clarify if this is correct and the intent of this RFP and will be enforced by the AHJ. This voltage drop seems unobtainable without the addition of several visual circuits. Please indicate if the existing system in the building was reviewed under this requirement. This method of voltage drop seems to contradict the use of the UL Max. Value for a notification appliances current draw at 16 volts DC. Will the Government consider revising or clarifying how they wish to have voltage drop calculated in light of the UL published values which only have current draws listed for 16 Volts DC in lieu of the requested 22.2 volts DC?

The fire alarm contractor should know the correct calculations and the Edwards Technology Corporation should also be of assistance with these calculations.

21. The RFP asks for temporal three horn and horn/strobe appliances. Is it the intent to provide both temporal three horns as well as textual notification appliances (speakers) in this building?

Temporal three is the tone pattern used in all federal fire systems capable of producing this tone. The A/V devices will receive the correct signals from the fire panel. We have no textual (scrolling visual messages) used in this building.

22. Will there be any requirements to supply any air sampling detectors under this

RFP?

No new air sampling systems will be added with this project.

23. Please provide more information on the requirements to supply a Fire Alarm Control Panel per 283104 - 2.9. Please indicate if the intent is to supply a new Fire Alarm Control Panel, or if the existing FACP is to be reused.

The existing panel is to be reused.

24. Section 283104, Paragraph 2.12. Please indicate if this Fire Alarm system will require two-channel system or a four-channel voice evac system. The specification lists both types.

They will need to match the existing in the building.

25. Will the fire alarm contractor be responsible for supplying the existing fire alarm system with the required number of backup amplifiers per the RFP if they do not currently exist?

If additional amplifiers are needed they will have to supply them.

26. The latest edition of NFPA 72 states different pull station mounting heights than what is written in this RFP. Please verify if the mounting heights shall be per the latest edition of NFPA 72 or this RFP.

They will be identical to the existing pull stations in the building.

27. Shall the allowance of (2) additional notification devices for every 20,000 square feet include the cost for installation and testing as well?

No, the additional are for attic stock and do not need any installation.

28. Please confirm General Ceiling Note 5 on AE series drawings relate only to patch/repair any impact from new Fire Alarm work, and not to paint 100% of all GWB ceilings.

A: The only patch and paint is for where the work is completed and not the entire ceiling.

29. Please confirm extent of Final Cleaning which will expected of proposer after work complete.

A: Final cleaning is GSA standards for office spaces. All included areas to be restored to as found before all work commences. Also, the area should be left in the same condition at the end of the work shift as it was found prior to the start of work that shift.

30. Please confirm there is no fee for security checks and badge issuance.

A: No fees to the contractor for security checks and badge issuance.

31. Please confirm proposer should not include any fees for sprinkler system drain down and refill.

A: The contractor is responsible for draining and fill the system. The contractor can subcontract directly to the building O&M, Able Engineering. Additionally, work requiring the entire zone / standpipe be drained will require the contractor to provide fire watch since that would affect multiple floors at once.

32. Please confirm concealed sprinkler pipe does not need to be painted.

A: All new piping shall either be painted red, in its' entirety or marked with a red stripe every ten feet as the specification states. Per Spec Section 21 13 13 – 3.1 G. Painting: Painting shall meet the requirements of the Painting and Finishing specification. In addition, exposed threads of all ferrous pipe shall be given one coat of corrosion-resistant paint at the time of installation. All sprinkler piping and other metal that is exposed in unfinished areas, except sprinklers, bronze, chrome or brass fittings, and moving parts shall be painted red. Risers and other sprinkler piping in stairwells shall be painted red. Concealed sprinkler piping shall have 4 inch (100 mm) wide red painted bands placed no more than 10 feet (3.1 meters) on center and on each side of wall penetrations.

33. Regarding # of copies to submit - the SF1442 states 1 original and 5 copies. Prebid notes state 1 original and 4 copies. Page 5 of the proposal under Proposal Format states “… two sealed envelopes, one containing 5 copies of the technical proposal… and the other to contain 5 copies of the prices proposal…” Please confirm the number of copies that should be submitted of the technical and price proposals.

Please provide 5 copies of each proposal.

34. Should a joint venture agreement be submitted with the technical or price proposal, or both?

Detailed information on whether a separate entity would be created and whether or not it still qualifies as a small business in the price proposal. The technical proposal should contain information on both firms so they can be evaluated on past experience and performance.

Correct, GSA needs to be able to evaluate all members of the JV.

37. a. If we are submitting as a JV, please confirm you want 3 copies of Reps & Certs – 1 for each member and 1 for the JV?

Correct b.. Is the past performance information referred to what we are submitting in the technical volume, Items 1 and 2? If so, are we allowed 2-7 projects per joint venture member or 2-7 projects total?
