GRAND TETON NATIONAL PARK
PERFORMANCE WORK STATEMENT
FOR JANITORIAL SERVICES
FOR THE CRAIG THOMAS DISCOVERY & VISITOR CENTER and THE LAURENCE S. ROCKEFELLER VISITOR
1.
SCOPE OF WORK
General: This shall be a non-personal services contract to provide custodial services at two visitor centers located within Grand Teton National Park, Moose, Wyoming. This contract shall be for custodial services for an initial, base year 2021) and up to 4 additional option years (2022, 2023, 2024 and 2025). The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn, shall be responsible to the Government.
The purpose of this contract is to provide for janitorial services for 2 Government owned and operated Visitor Centers and their amenities. Services shall be provided in strict compliance with the terms, specifications, conditions, and provisions contained within this Performance Work Statement (PWS).
The Contractor shall furnish all equipment, transportation, labor, supervision, and supplies (except as specified herein as Government furnished) necessary to maintain the designated buildings in a clean, sanitary, and acceptable condition. The performance period of this contract will be approximately 6 months for each year of the contract, April 1, through October 31, each year for up to 5 years, total – beginning during the work year of 2021 as the base year of the contract with up to 4 option years through 2025. Working months for each year of contract execution shall be during the months the Craig Thomas Discovery and Visitor Center and the Laurence S. Rockefeller Visitor Center (CTDVC, LSR) are open – typically spring to fall. This shall include the time period when just the CTDVC is open and prior to opening of the LSR. See item A, below, for hours and dates of operation for each Visitor Center and work requirements for each. This contract shall be set up to provide janitorial services for a base requirement year with up to four additional yearly options (awarded if funding is present each year). NOTE: the CTDVC will have an opening date of May 1 in 2021 only, due to COVID considerations. April 1 for each subsequent option year shall be the opening date of the CTDVC. All offerors shall reflect this in their pricing schedule.
The base requirement for this contract shall include cleaning for the CTDVC and the LSR Visitor Center as stated in section 20. Subsequent option years shall be awarded if the Government need exists and funding is available. Each option shall be awarded only if funding is available at the time of option year award.
A. HOURS OF OPERATION:
The buildings are open to visitation in accordance with the schedule below. The Contractor shall, at all times, maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS for the duration of the contract and option years. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. Tasks with major disruptive impacts (e.g. most tasks in this PWS – sweeping, mopping, vacuuming, bathroom cleaning, surface cleaning, etc.) shall be coordinated and conducted either before or after the facility opening hours. It can be expected that seasonal opening and closing dates over the entire life of the contract may vary up to five days earlier or later than what is shown, so the contractor is required to closely coordinate scheduling with the COR.

Hiker’s Restroom
Note: These are facility operating hours. Contractor shall perform the required scheduled janitorial tasks on each day (7 days a week) that the facility is open, and shall complete all tasks prior to facility opening or being staffed for each day. Note that staffing of the LSR Preserve takes place at 8am each day. In addition, at the LSR, cleaning of either the preserve parking restroom or at the hiker’s restroom shall not occur simultaneously as to provide an open restroom for visitors at all times. Contractor personnel shall provide adequate signing to inform visitors when a restroom is closed, and where the other restroom is located. At the LSR, both the preserve parking restroom and the hiker’s restroom shall be cleaned for each day prior to 9am. The contractor shall notify the COR each day when they arrive on site, and when they depart after completing that day’s scheduled janitorial tasks.
2.
LOCATION AND DESCRIPTION OF THE FACILITIES SERVICED
The site of work is the Craig Thomas Discovery Visitors Center (CTDVC) and the Lawrence S. Rockefeller Preserve Visitor Center (LSRVC) - all located in Grand Teton National Park. The CTDVC and the LSRVC are both located in Moose, Wyoming.
The CTDVC consists of approximately 3,400 square feet of carpeted floors and approximately 12,500 square feet of hard-surfaced floors, contains 2 sets of interior multi-stall men’s and women’s restrooms, one exterior unisex single stall restroom, and 2 unisex single stall employee restrooms (one contains a shower that is frequently used). The LSRVC has approximately 7500 square feet of hard-surfaced and carpeted floors and contains two exterior sets (men and women) of composting toilets, and one interior single stall unisex employee restroom. The CTDVC sees a peak average of up to 4,000 visitors per day while the LSR Preserve sees a peak average of up to 750 visitors per day (contractor to verify for bid and workload purposes all requirements for bid preparations – all numbers provided above are estimates only).
3.
BIOBASED PRODUCTS
All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable, include the exclusive use of bio-based products. The Contractor shall utilize the greatest number of bio-based products available that meet applicable health and environment specifications. All supplies and materials to be used in the performance of work under this contract are subject to the approval of the Contracting Officer (CO). Products used for purposes of this contract shall comply with USDA requirements for bio-preferred cleaning products. Substitutions and equals shall be as stated under the requirements located at https://www.biopreferred.gov/BioPreferred/ The following is a list of categories for products that may be required for performance of custodial duties. Each product submitted for use under this contract must be identified with at least one of these categories (some products may be listed under more than one category). Labeling shall be printed on all containers.

PREWORK CONFERENCE
Prior to commencement of work, the Contractor shall arrange a meeting with the CO to discuss the contract terms and work performance requirements. At this time, the Contractor shall designate, in writing, the name and phone number of the Contractor’s on-site representative/supervisor and their responsibilities.
5.
CONTRACTOR REPRESENTATIVE
The Contractor shall provide a contract representative for the performance of the work specified in this contract. The name of this person and an alternate(s) who shall act for the Contractor when the Contractor is absent shall be designated in writing to the CO. The Contractor’s representative or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Contractor’s representative and alternate(s) must be able to read, write, speak, and understand English.
6.
PERSONNEL
The Contractor shall employ personnel qualified and capable to perform janitorial work and will provide a list of personnel who will be on the premises and their work schedules. All personnel providing services inside the buildings shall be permitted to work in the United States and shall be able to understand the English language. The Contractor shall ensure that all employees are legal residents of the United States, qualified, and satisfactorily perform the services required by the contract. If a certification is not required to perform the type of work assigned, the individual must have verifiable work experience related to the duties to be performed by that individual. Personnel providing services under this contract shall not be considered employees of the Government. All employees assigned by the Contractor to perform work under this contract shall be physically able to do the assigned work during the entire period of the contract.
All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed.
APPEARANCE OF PERSONNEL. The Contractor shall ensure that contract personnel present a neat and professional appearance at all times. Contractor's personnel shall remain fully clothed at all times while performing under this contract. This includes shirts with sleeves (short or long), long pants, and shoes. Offensive pictures, sayings, tank tops, ripped tee shirts or jeans are strictly prohibited.
UNIFORMS. The contractor and their subcontractors shall require all employees, including supervisors, to wear distinctive uniform clothing with the contractor’s name for ready identification. At all times during contract performance contractor personnel shall wear a shirt or vest with the company logo and name. Every employee is to be in uniform no later than ten working days from the date an employee first enters on duty. Uniforms shall be clean and neat in appearance and well maintained (free of visible dirt, stains, tears, rips, fraying, missing buttons etc., and shall be worn presentably – i.e. buttoned tucked-in if applicable, collars turned down and worn neatly). Employees must be neatly groomed and presentable (hair worn neatly and presentably, clean and free of odors and dirt and stains, manicured with clean clothes and shoes, etc.). The Government reserves the right to approve the uniform recommended by the Contractor.
CONDUCT OF PERSONNEL. Contractor personnel's conduct shall not reflect discredit upon the federal government. The Contractor shall remove any employee for any violations of law or Park Service regulation from the jobsite as determined by the Contracting Officer or Park law enforcement. The removal from the job site of such a person shall not relieve the Contractor of the requirement to provide sufficient personnel to perform adequate and timely service.
THE CONTRACTOR SHALL NOT: employ any person who is an employee of the United States Government if the employment of that person would create a conflict of interest.
WILDLIFE AND BEAR AWARE TRAINING FOR CONTRACTOR EMPLOYEES: The contractor shall attend a training session put on by NPS personnel regarding working within bear-frequented areas and within the National Park and around wildlife. At a minimum, the contractor shall have the Representative and all employees that shall work on this project attend the training. Contractor shall request to the COR a proposed date prior to beginning work for the training. Training shall take place at the CTDVC at an agreed upon time. Training shall cover how to handle and dispose of properly – waste and any other wildlife attractants, and to properly close doors and windows when working within the National Park.
7. HOURS OF OPERATION
All janitorial services shall be performed between the time each visitor center closes, and prior to morning staffing and opening, with the exception of any mid-morning or afternoon re-checks. Certain activities may take place after, or close to opening time – these shall include LSR toilet cleaning for both the parking area toilet and the hikers toilets since these facilities are open 24 hours per day. It would be desired to have these bathrooms cleaned prior to 9am each day, however the contractor shall only close one bathroom or the other at a time to clean, while leaving the other open for use. The contractor in this case shall provide signing to direct visitors that the bathroom is closed, and that the other, nearby bathroom is open. Contractor personnel should also help convey this message. The contractor will be responsible for maintaining building security during the hours the building is occupied due to the Contractor operations. The contractor must have all equipment and personnel removed from the premises by visitor center opening each day.
8.
GOVERNMENT FURNISHED MATERIALS
The Government shall deliver to the Contractor equipment, materials, supplies, property, and/or services (hereinafter referred to as "Government-furnished property") listed below at the work site prior to work commencing. As supplies need replenishing, the Contractor shall notify the Contracting Officer's Representative (COR) no less than 2 weeks in advance so needed items can be ordered. The Government will furnish the following items:
· Toilet tissue
· Paper Towels for dispensers
· Liquid hand soap
· Trash bags and liners (for all waste receptacles)
· Keys will be signed for and returned upon completion or termination of the contract. Lost keys are the responsibility of the Contractor (see Section 13).
· All utilities necessary for the Contractor to perform the required services as stated herein.
9.
Government Furnished FACILITIES The Contractor will have the use of a locked janitor’s closet within the CTDVC only. There is only a very limited storage space at the LSRVC, therefore the contractor will be responsible for the daily transport of most equipment and supplies to and from the LSRVC. Contractor shall clearly mark all their supplies and materials within the closet space provided. Items that don’t fit into the closet space provided shall need to be stored off site and transported to the work site each day. Storage space at the CTDVC will be large enough to accommodate an industrial size auto-scrubber if the contractor so wishes to store this item here – contractor to verify size and space limitations. NPS shall have materials and supplies co-mingled with the contractor’s materials and supplies. As such, the contractor and NPS shall mutually agree where to keep these items and how to clearly mark these items as to whose they are. Any items that can’t fit into the provided storage area shall be kept off premises by the contractor, and brought to the work site each day, as needed.
10. CONTRACTOR-FURNISHED ITEMS
A.
Equipment: The Contractor shall furnish all equipment and materials necessary, except as noted in SECTION 8: GOVERNMENT FURNISHED MATERIALS, to perform the tasks specified in this contract. Equipment furnished by the Contractor shall be commercial grade and of the size and type customarily used in high quality work of this kind. All equipment brought on to the premises is subject to the approval of the CO. Equipment deemed, by the CO, to be of improper type, design, or hazardous shall be removed from the premises and replaced with satisfactory equipment. Carpet cleaning equipment shall be of professional quality and capable of deep cleaning all carpets. All equipment shall have bumpers and guards to prevent marking or scratching of fixtures, furnishings, and/or building surfaces. All electrical equipment used by the Contractor shall meet all safety requirements of this contract and must operate using existing building circuits. Recommended equipment to meet the requirements of this contract would be an auto scrubber (24” maximum), a floor burnisher (2400 RPM variable speed), a vacuum, a carpet shampooer, and a spot polisher.
B.
Supplies: The Contractor shall furnish all products and materials necessary, except as noted in SECTION 8: GOVERNMENT FURNISHED MATERIALS, to perform the tasks specified in this contract. The Contractor shall utilize products and materials made from biobased materials to the maximum extend possible without jeopardizing the intended end use or detracting from the overall quality delivered to the end user.
The Contractor shall not use any materials which the CO determines to be unsuitable for the work or harmful to the surfaces it is intended to be applied. This does not relieve the Contractor of any damages resulting from the application of such materials. The Contractor shall not use any materials which the CO determines does not meet the requirements established by applicable Federal specifications and standards. Safety Data Sheets (SDS) are required for all cleaning compounds and products used to perform the tasks specified in this contract.
11. SAFETY
Contractors are subject to all applicable State and Federal OSHA rules and regulations.
Prior to the start of the contract, the Contractor shall submit to the CO for approval a written Safety Plan. At minimum, the Safety Plan should include the following:
A. The name of the responsible supervisor or contact and pertinent phone number(s);
B.
A list of chemicals and/or products, including manufacturer names or the brand names, to be used during the performance of work under this contract, the intended use of each of these materials or products, any potential hazards that may be associated with the use each product, and Safety Data Sheets (SDS) for each of these products;
C.
A description of work to be performed and any potential hazards that may be associated with the performance of that work;
D.
Personal Protective Equipment required;
E.
Training schedule;
F.
Safety meeting schedule; and
G.
An emergency response plan including accident reporting procedures, first aid procedures, emergency phone numbers, and reporting instructions for ambulance, hospital, physician, fire, and/or police response.
12. FIRE PREVENTION AND SECURITY
The Contractor is responsible for ensuring security of Government property, buildings, equipment, materials, records, and data against unauthorized access, loss, or damage during the performance this contract.
A. Fire Prevention: The Contractor shall at all times keep janitor closets neat, clean, and free from odors and fumes. All chemical and combustible items shall be stored in proper containers. All trash shall be placed in the dumpsters and not stored in the janitor closets.
There are no public areas designated as smoking areas. Smoking is prohibited inside all Federal buildings.
B.
Building Security: The Contractor shall announce their arrival and departure to Government employees who may be occupying the building after normal working hours, and shall ensure all exit doors remain closed and locked at all times during the performance of services unless the Contractor is using the door and remains in sight of the door. Only the Contractor’s employees are allowed in the building or on the job site during the performance of services. The Contractor shall secure all contractor owned equipment and supplies in the closets provided prior to leaving the premises. The Contractor shall also close and lock the gate to the employee parking areas before leaving the premises.
The Contractor will establish and implement methods of ensuring that all keys issued by the Government are kept secure in the Contractor’s possession and are not used by unauthorized persons. No keys issued by the Government are to be duplicated.
1. The Contractor will be required to reimburse the Government for replacement of locks or re-keying as a result of Contractor loss of keys. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system at the Contractor’s expense.
2. Contractor will report the occurrence of a lost key to the Contracting Officer no later than the next duty day.
3. It is the responsibility of the Contractor to prohibit the use of keys issued by the Government by any persons other than the Contractor's employees. It is also the responsibility of the Contractor to prohibit the opening of locked areas by Contractor to permit entrance of persons other than Contractor's employees engaged in the performance of assigned work in those areas.
The Contractor shall not attempt to reconnect or re-plug any computer wiring disconnected or disturbed during the performance of this contract. The Contractor shall leave written notification on the COR’s desk of any computer equipment accidentally disconnected.
The Contractor shall not disturb papers or equipment on desks or bulletin boards, open drawers or cabinets, use computers or faxes, or use telephones provided for Government use, except in the case of an emergency.
13. CIRCUMSTANCES TO BE REPORTED
The Contractor will report to the CO any circumstances of needed repairs of the facility or unusual soiling of an area which may affect the performance of the work and/or create unhealthy or hazardous conditions. The Contractor will report to the CO, police, and/or fire department any instances of fire, accidents, vandalism, attempted break-ins, signs of attempted break-ins, or suspicious persons – or any otherwise suspicious activities.
14. CONSERVATION OF UTILITIES
Upon completion of work in each building upon, the Contractor shall ensure that all lights are off, all machines and appliances are shut off or disconnected, no smoldering, smoking, or burning materials are left in ash containers or trash receptacles, and all windows and entrance doors are closed and locked.
15. LOST AND FOUND PROPERTY
It is the responsibility of the Contractor to ensure all articles of possible personal or monetary value found by the Contractor are turned in to the CO.
16. UNFORESEEN BUILDING CLOSURES
When an unforeseen building closure occurs on a regularly scheduled day of work, the Government shall have the following options:
A. To require the Contractor to perform work necessary to sustain operations on the following normal duty day.
B. To forego the work and reduce payment due to the Contractor accordingly for work not performed.
17. SUBCONTRACTING
The Government reserves the right to approve or disapprove any subcontractors selected. The Contractor shall obtain approval from the CO for all subcontractors prior to entering into any subcontracts. The Contractor's request for approval shall be in writing and include the specific work to be accomplished by the subcontractor.
18.
CONTRACTOR SUBMITTALS
The following shall be submitted to the CO for approval prior to the commencement of work to be performed under this contract:
A. Safety Plan – A written Safety Plan (see SECTION 11: SAFETY) must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract.
B. Quality Control Program - The Contractor shall institute a complete Quality Control Program (QCP) to ensure the requirements of this contract are provided as specified. The goal of the QCP should be to identify and correct any problems that may arise before they are identified by the CO or his/her representative. A written Quality Control Plan must be submitted to the Government at least 10 days prior to commencement of work and will be incorporated into the resultant contract. At minimum the QCP should include:
1.
An inspection system, covering all services required, utilizing a comprehensive checklist to monitor contract performance.
2.
A system for identifying and correcting deficiencies and/or a pattern of deficiencies in the quality or quantity of services provided. This shall include providing consistency and precision among contractor employees as to provide the same standard for cleaning of surfaces as required in this PWS, and what standard of clean constitutes clean and how that can be achieved on a consistent basis.
3. A file system to maintain record/documentation of inspections conducted and corrective actions taken. Documentation of inspections conducted, deficiencies identified, and corrective actions taken must be kept current and made available to the CO upon request.
E. SDS Sheets and Cleaning Product Information – The Contractor must submit a list of material and products to be used in the performance of work under the terms of this contract. The list of materials shall include the name of the manufacturer, the brand name, and the intended purpose or use of each of the materials listed. A Safety Data Sheet (SDS) for each product and material listed must also be provided.
F. Schedule – The Contractor must submit a schedule for services listed as “weekly”, and “daily” work with dates to be performed. The Contractor must inform the Government of schedule changes at least one week in advance.
G. Personnel – Provide and keep current a written list of the names of all Contractors’ employees performing services under this contract and their work schedules.
20. TECHNICAL SPECIFICATIONS
The following specifications apply to the CTDVC, LSRVC. The janitorial services shall be performed in accordance with the following specifications at the frequencies prescribed.
I. CTDVC:
A. DAILY SERVICES: All daily services are to be performed each day the Visitor Center is open during the scheduled period for the year, and shall be performed during hours the Visitor Center is not open to the public and not occupied by Park staff on a regular schedule - see Section 1 for VC hours and dates of operation. Required daily services shall include the following:
1.
Clean Restrooms (front restrooms, back restrooms, outside restroom, employee restrooms)
a) Sweep all floors to remove all loose dirt, dust, debris, etc.
b) Mop floors with disinfecting floor cleaner specific to high use flooring of the type being cleaned (i.e. tile, polished concrete). Amount of cleaner to be used and application rate per product manufacturer requirements for floor sanitizing and as approved by the CO. Cleaned floor surface to be visibly clean and free of all debris, dirt, grim, and shall be clean in appearance and odor and free of streaks or haze and shall have a shiny finish. Finish floor shall be as approved by the COR and any re-cleaning due to insufficient finish shall be done at no additional expense to the Government. Product used shall allow floors to dry quickly and free of visible smearing or without haze. Finished floors shall be shiny and clean in appearance when completed. Mop and clean all floors to mop boards or wall edge including all corners and joints with vertical surfaces.
c) Clean all mirrors using cleaning product specific to mirror type t. Application rate and cleaning method to follow cleaning product requirements. All mirror surfaces to be clean, shiny, and free of smudges or visible blemishes after cleaning.
d) Fill soap dispensers using liquid soap as provided by NPS. Contractor to obtain soap and supply a stock available for use at the CTDVC from NPS. Contractor to replenish stock as needed from NPS.
e) Replace toilet paper rolls as required. Toilet paper rolls to be replaced when empty or very near empty within each bathroom stall. Toilet paper rolls to be provided by NPS – contractor to obtain from NPS, stock a supply at CTDVC, and to replace as necessary.
f) Empty trash and dispose of in dumpsters on premises. Replace trash bags, as provided by NPS. Contractor to obtain stock of trash bags from NPS and maintain supply, and replenish as necessary. Empty all female hygiene cans and replace waste containers. After removing trash bags and waste containers, clean and sanitize trash and waste receptacles prior to replacing trash and waste bags (female hygiene containers, trash containers and receptacles, trashcans, etc.). Cleaning and sanitizing shall be done using a cleaning product appropriate for the surfaces being cleaned, that contains a germicide and cleaning agent. Cleaning shall be done in accordance with approved cleaning product manufacturer’s requirements and shall be done using manufacturer’s required cleaning materials (sponge, cloth, rag, etc.). Application rates and mix rates as required by manufacturer of cleaning product.
g) Clean and sanitize all hand driers, paper towel dispensers, and all stainless steel in bathroom stalls (i.e. toilet paper holders, flush plates, partitions, partition latches, grab bars, etc.). Cleaning and sanitizing to be done using a cleaning product as approved for use on stainless steel surfaces and surfaces to be cleaned. Product shall contain a germicide and cleaning agent, and shall be mixed and applied as required by the product manufacturer, using manufacturer’s required cleaning materials. All surfaces cleaned shall be clean in appearance, free of blemishes and glazed appearance, and shall be visually shiny and free of dirt, glare, grime, and visual uncleanliness.
h) Clean and sanitize sinks (bowl, fixture, spigots, handles, drains, chrome surfaces, mirror trim, etc.), toilets (including toilet seats on both sides, under toilet seats, toilet bowls inside and out, entire toilet exterior and interior, handles, tanks, etc.), urinals (inside and outside, flush handles and piping, etc.), partitions, door handles and push plates, counter tops, and shower stalls. Cleaning and sanitizing shall be done using a cleaning product specific to the surfaces being cleaned, as approved, and shall be done so in accordance with cleaning product manufacturer’s requirements at the application rates and with cleaning products required by manufacturer. Cleaning shall be done in a manner that leaves no visible dirt, hair, stains, grime, discoloration, haze or glare, smudges or blemishes on any surface cleaned upon completion. No standing or excess water shall remain following cleaning of surfaces. Cleaning of shower stall in employee restroom shall include cleaning all chrome finishes, shower head, spigot, valves, drains, etc. and shall be done so using cleaning products appropriate for the type of surface being cleaned, and in accordance with product manufacturer requirements. Cleaning of shower shall include removal of all hair and debris from shower drain.
i) Clean and sanitize all walls adjacent to and behind urinals and toilets. Cleaning and sanitizing shall be done using a product specific to the type of surface being cleaned and as approved by the CO. All cleaning of surfaces shall be done in accordance with product manufacturer requirements. Upon completion, all cleaned surfaces shall be free of any visible dirt, grime, stains, hair, haze, or glare, and shall appear clean any shiny in nature.
j) Spot clean all other surfaces and dust horizontal surfaces including tops of partitions and mirrors. Use cleaning products specific to the type of surface being cleaned, and clean in a manner as required by cleaning product manufacturer. All cleaned surfaces shall be free of dust, dirt, hair, blemishes, haze, or glare, and shall appear clean and shiny upon completion.
k) Clean and sanitize all drinking fountains. This shall include using cleaning products specific to cleaning and disinfecting drinking fountains in accordance with cleaning product requirements as well as in conformance to drinking fountain manufacturer requirements. Products for use shall include a germicide and cleaning solution to be applied at the rate and method according to the product manufacturer. Methods shall take into account cleaning and sanitization of all parts of the drinking fountains – both exterior and interior including all locations where water is activated to flow on the valves, splashguards, spigots, drains, back splashes, bottle fillers, etc. Final cleaning shall leave drinking fountains free of dirt, scum, scale, discoloration, stains, debris, etc. on all portions of the drinking fountain.
2.
Clean Floors
a) Vacuum all carpet (employee area, GTA Bookstore, auditorium, Director’s Room, floor mats adjacent patio area). Vacuuming activities shall be done using a vacuum capable of removing all visible dirt, dust, hair, stains, mud, and debris from carpets. If stains or crusted on debris are on carpets, spot clean using a cleaning product and application as required by product manufacturer. Spot cleaning shall remove any stains or debris from carpets, and all carpets shall be left in a visibly clean state. Spot clean all areas with visible stains as they occur. NPS may provide space in the janitor closet for a vacuum machine if the machine is not too large. If the machine does not fit in the closet, the contractor shall be responsible for storing the machine overnight, and transporting to the work site each day.
b) Sweep and mop all polished concrete or other hard surfaced floor. Sweeping shall be done to remove all dirt, debris, dust, etc. from all hard surfaced floors. This shall include areas in and around exhibits, video rivers, under furniture, and under floor mats, and the vestibule area at the front entrance including floor coverings and fixtures. Dust mopping surfaces shall considered acceptable in lieu of sweeping. Mopping hard-surfaced floors may be done using an automatic scrubber, as approved by the CO. It shall be noted that the floor shape is irregular, and there are numerous areas with displays that are difficult to use an auto-scrubber for the full size of the hard-surfaced floor. As a result, any areas not covered by use of an auto-scrubber shall be hand mopped. Mopping and auto-scrubbing shall be done in a manner that shall remove any and all floor marks, scuff marks, blemishes, dullness/haziness, streaks, excess dirt/dust/debris, etc. Upon completion of mopping or auto-scrubbing, floor surfacing shall appear shiny and clean in nature with no visible smudges, haze, glare, dirt, debris, stains, marks, etc. Mopping shall be done using a floor cleaning product specific to the type of flooring being mopped, as approved by the CO. If an auto-scrubber is used for this task, NPS may provide storage in the janitor closet for the auto-scrubber, if the machine fits into the closet space provided. If the machine is too large to fit in the space provided, the contractor shall be responsible for overnight storage and transport of the machine to the work area each day.
c) Clean – by hand or with the use of hand tools or other approved means– all stainless steel embedment strips (Mountain View strips), video rivers and floor displays, and all floor lights. Clean all surfaces using products and cleaners specific to the type of surface being cleaned. Clean all surfaces in compliance with manufacturer recommendations. All surfaces upon completion shall be clean, free of dirt/dust/debris/smudges/blemishes and shall not be dull or hazy in appearance and shall not have any marks or scuffs such as fingerprints or footprints.
d) NOTE: in 2021 ONLY – the CTDVC, due to COVID considerations, will close the gallery area and the auditorium theater to public visitation and this area shall not require daily or weekly cleaning. This area is approximately 1,200 SF in size of polished concrete floor and consists of all exhibits and most of the large glass windows. All offers submitted shall reflect this in the pricing for that year.
3.
Clean Front, Back, and Side Entrances and Touchable Glass
a) Clean all glass and windows at main entrance doors and vestibule, back door and entrance by patio, and side door by auditorium and Director’s Room (inside and outside). Cleaning shall be done using a product specific to window cleaning and shall be done in a manner as required by product manufacturer or by approved methods typical of this or similar work. Cleaned surfaces shall appear clear and crisp with no visible blemishes, stains, marks, dullness, streaks, fingerprints or other marks that would otherwise be considered not clean.
b) Clean/wipe/dust metal window frames and door frames at entrance doors and vestibule (inside and outside) including inside vestibule area. Cleaning shall be done using cleaning products specific to the surface type to be cleaned, and in conformance with product manufacturer requirements. Finished surfaces shall appear free of dirt, grime, grease, marks, and shall have no visible blemishes, dullness, streaks, fingerprints, etc. Ensure all corners both at the top of the framing and along the floor are cleaned and free of dirt, dust, debris, cobwebs, etc.
c) Clean all touchable glass covering all interpretive displays located in the main area of the CTDVC and along exterior walls up to a height of 8’ on predominantly glass walls. This shall include using a glass cleaner and products as required for providing a clear glass surface that is free of smudges, marks, dirt, stains, fingerprints, dullness or haziness, etc. Glass surfaces shall appear clean and clear. Wipe any excess cleaning product as to not let it drip onto glass threshold or framing of displays. Cleaning of glass shall be done as required – if surfaces are clean and free of fingerprints, dirt, smudges, etc. they may be spot cleaned as needed.
d) All glass and framing inside and outside along glass walls shall be cleaned to a height of 8’ Above Finish Floor (AFF) using methods stated in this section only where visible streaking, smudging, dirt, debris, marking, etc. is noticeable. Otherwise, clean entire glass surfaced walls and metal framing for entire CTDVC on a weekly basis. Clean and disinfect all information desk, GTA register desk, and permit desk surfaces including all protective plexiglass sheeting at the permits desk, information desk, and GTA register. All plexiglass sheeting shall be clean and clear, free of smudges and streaks with no spots and no fingerprints.
e) NOTE: in 2021 ONLY – the CTDVC, due to COVID considerations, will close the gallery area and the auditorium theater to public visitation and this area shall not require daily or weekly cleaning. This area is approximately 1,200 SF in size of polished concrete floor and consists of all exhibits and most of the large glass windows. All offers submitted shall reflect this in the pricing for that year.
4.
Clean and Disinfect all benches and seating areas
a) Utilize a cleaning and disinfecting product specific to the type of surface being cleaned and disinfected. Use in accordance with manufacturer’s requirements. Ensure all wood benches, rock seating walls, and metal benches are thoroughly cleaned and free of dirt, streaks, smudges and visible blemishes. Benches and seating areas to be cleaned shall be only interior seating in the public area, not including the auditorium.
5.
Trash Receptacles & Waste Baskets (not already included in restroom cleaning)
a) Empty trash containers/bags in all trashcans and replace the trash bag as supplied by NPS. Dispose of full trash bags in trash dumpster located on premises. Empty trash containers in employee offices, breakroom, main entrance vestibule, Director’s Room and kitchen, at main desk and back country permit desk, GTA Bookstore, employee area, and auditorium. Empty all recycling containers and sort and dispose of recycling in appropriate bins provided in CTDVC parking area.
6.
Director’s Room / Conference Room
a) Dust conference room tables and wipe clean with disinfectant cleaner. Surface shall appear clean and free of marks, dirt, debris, stains, blemishes, etc. Note that if conference room has not been in use from previous day, dusting shall take place only on an as needed basis (i.e. when dust is prevalent on tables and surfaces).
b) Clean Director’s Room kitchen – clean and sanitize counter tops and sink using a sanitizing cleaning solution as approved by the CO. Apply at the rate and method required by product manufacturer on both the sink and counter tops.
c) Dirty dishes and appliances shall not be included in cleaning of the kitchen area.
7.
Spot Cleaning
a) Spot cleaning shall be performed as necessary throughout the CTDVC and LSRVC to remove obvious dust, dirt, cobwebs, smudges, and stains from glass windows and doors, walls, cabinets, fixtures, floors, vents, etc.
8.
Mid-Morning Re-check (approximately 11:30am)
a) Back Restrooms (public restrooms by theater):
a. Clean countertops and sinks. Use cleaning product specific for these surfaces. Spray in accordance with product manufacturer’s requirements and wipe down surfaces. Wipe down any excess water splashes and pick up any loose paper towel or toilet paper from floors or countertops. (see item 20 A 1 h above)
b. Spot clean toilets as needed – as noted above (see item 20 A 1 h above)
c. Clean hand driers as stated above (see item 20 A 1 g above)

B.
WEEKLY SERVICES: All weekly services are to be performed as scheduled and include the following:
1.
Floors
a) Buff all polished concrete floor using a buffing machine typical for use of this type and size of floor. Utilize the manufacturer’s requirements for use of the buffing machine. Ensure buffing is done after the floor has been thoroughly swept and mopped (auto-scrubbed). Use a floor polish consistent for use with polished concrete floors and only as approved by the CO for use in this application. Ensure that buffing pads are checked for excess dirt and debris to ensure the floor surface is not scratched in any way. Replace buffing pads as necessary. Ensure the area to be buffed is blocked off using caution tape, and the area to be buffed is done so only after the CTDVC has either closed for the night, or prior to opening in the morning. Ensure plenty of time if done prior to opening for the day, that the entire floor can be buffed in one session, and is not done in parts. Buffing machine shall be as approved by the CO and shall be a machine capable of providing a polished floor surface, spreading and polishing product using buffing brushes. Floor shall be shiny and free of blemishes, haze, scuffs, scratches, marks, and dullness. If any parts of the floor do not meet this standard, it shall be re-polished at the contractor’s expense. Machine used for buffing shall be approximately a 200 rpm buffing machine.

This area is approximately 1,200 SF in size of polished concrete floor and consists of all exhibits and most of the large glass windows. Dusting
a) Dust all dust catching surfaces (horizontal and vertical), including furniture, cabinets, fixtures, window ledges, doors, door hardware, door frames, office partitions, and blinds. This shall include tops of displays, tops of benches, interior rocks and the fire place area, maps, displays, etc. Dry dust using only a clean dusting wand typical of this type of work. Do not apply dusting or cleaning products to any displays as to not cause any damage.
3.
Glass
a) Clean inside of glass windows and doors 8’ above floor level;
b) Clean inside of metal window frames and door frames 8’ above floor.
c) Clean all glass windows, doors, and walls as well as all door and window framing as stated in item 20 A 4, above (methods, cleaning products, etc.).

4.
Janitorial Closets
a) Clean janitorial closets including walls, floors, mop sinks, and dusting. This shall include wiping of any excess cleaning products that have spilled, empty and consolidate excess bottles of products, clean rags, sponges, brooms, mops, brushes, etc. Sweep and mop floors and remove and dispose of waste materials all as stated in previous sections.
5.
Air Registers, Grills and Vents:
a) Clean all registers, grills and vent screens that are floor accessible. Clean using a dry dusting method and dust want typical for use of this type of cleaning. Clean area under and around the breakroom refrigerator. This shall be done by moving the refrigerator out and sweeping the area under and behind the refrigerator. While the refrigerator is out, cleaning shall be done under the appliance housing near the compressor of the appliance by dusting/sweeping away of any dust and debris.
II. LSR:
A. DAILY SERVICES: All daily services are to be performed each day the Visitor Center is open during the scheduled period for the year, and shall be performed during hours the Visitor Center is not open to the public and not occupied by Park staff on a regular schedule - see Section 1 for VC hours and dates of operation. Required daily services shall include the following:
Clean Restrooms (LSR Parking lot restroom, hiker’s restrooms, employee restroom)
a) Sweep all floors to remove all loose dirt, dust, debris, etc.
b) Mop floors with disinfecting floor cleaner specific to high use flooring of the type being cleaned (i.e. tile, polished concrete). Amount of cleaner to be used and application rate per product manufacturer requirements for floor sanitizing and as approved by the CO. Cleaned floor surface to be visibly clean and free of all debris, dirt, grim, and shall be clean in appearance and odor and free of streaks or haze and shall have a shiny finish.
