SUBJECT: MARKET RESEARCH
ITEM NAME: GENERATORS
Defense Logistics Agency Troop Support is conducting market research on Generator Sets to support Federal Emergency Management Agency (FEMA) Disaster Relief Operations. For this reason, DLA Troop Support would appreciate your company sharing its expertise and insight into how these items can be most efficiently procured.
DLA Troop Support anticipates a multiple award five-year indefinite delivery indefinite quantity (IDIQ) supply contracts with post-award competition of delivery orders. The answer to the questions concerning pricing will be one of the factors that will help the Government to determine the term of the contract.
It should be noted that this inquiry, in no way, should be interpreted as a solicitation for offers. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the item and answer the questions on the attached pages. The answers you provide will remain confidential. 1. Item(s):
The Government requires contractors to provide industrial diesel powered generators with all necessary fuel tanks and fuel lines (with proper connections) via lease/rental. Generators for least/rental will be in the following band sizes:
Range 1: 15-60kW Prime Power Range 2: 61-100kW Prime Power Range 3: 101-200kW Prime Power Range 4: 201-400kW Prime Power Range 5: 401-704kW Prime Power Range 6: 705kW-1mW Prime Power Range 7: 1.1mW – 2mW Prime Power
Generators shall be rated for prime power. Generators shall be equipped with fuel tanks allowing continuous operation for at least 24 hrs. at the full load power rating without refueling. External fuel tanks may be necessary to meet this requirement.
(a) Would your company be able to provide generators at the prime rating within all these band sizes?
(b) What models and manufacturers would you be supplying?
(c) Are you a manufacturer or dealer? What is your process for securing generators for emergencies? How many generators would you have access to and where are they located?
(a) Has your company ever participated in any disaster relief operation?
2. Delivery:
(b) Subject generators will be used to support FEMA disaster relief operations. Can you deliver the item to within the continental United States (CONUS), as well as outside the continental United States (OCONUS) in Hawaii, Alaska, Hawaii, Commonwealths (Puerto Rico and The Northern Mariana Islands), and Territories (American Samoa, Guam and U.S. Virgin Islands) when a disaster has occurred?
(c) We anticipate a required delivery of 48-72 hours in CONUS for emergency response situations. What are the challenges to this delivery requirement? Contractors will also be required to delivery to OCONUS locations via air/sea if material is not available in these locations. What are the challenges to this delivery requirement?
(d) Would you be able to provide a Field Service Representative in the event one is required to support FEMA and the United States Army Corps of Engineers (USACE) during disaster relief operations?
(e) Would your company be able to provide installation and maintenance services during a disaster relief operations should this level of support be requested by FEMA and USACE?
3. Packaging/Tracking:
(a) Will your company be able to affix GPS on leased generators and track the equipment?
4. Pricing:
(a) Can you provide estimated weekly/monthly rental ceiling prices based on band range?
