Performance Work Statement
Galley Range Hood Cleaning & Grease Trap Pumping
Base Cape Cod
1 Mar 2022 – 28 Feb 2023 (Base Year plus four Option Years)
Section 1 – General
1.1 Scope: This specification details the requirements of the biannual range hood cleanings and quarterly grease trap pumping services onboard U.S. Coast Guard Base
Cape Cod. All services are to be performed in a professional workmanlike manner per International Mechanical Code (IMC), NFPA 96 and other applicapble NFPA codes, and International Fire Code (IFC). The contractor is responsible for all equipment, tools, transportation, materials, labor, supervision, and all other services necessary to complete the work of this contract. All work is to be completed IAW the Performance Work Statement (PWS), contract clauses and SCA Wages provided herein. These services shall be scheduled and inspected by the Contracting Officers
Representative (COR).
1.2 Locations:
Base Galley, 3159 Burgess St, Buzzards Bay, MA 02542 (5 hoods & grease trap)
Falcon Clubhouse Kitchen, 3352 Goenther Rd, Buzzards Bay, MA 02542 (2 hoods & grease trap)
C-side Snack Shack, 5210 East Hospital Road, Buzzards Bay, MA 02542 (1 hood)
1.3 Points of Contact: The contractor shall contact the following below personnel to schedule the required work:

1.4 Range Hood Cleaning Description of Work: The contractor is responsible for conducting the following range hood cleaning biannual service including but not limited to:
1. Semi Annual cleaning to include polishing hoods inside and out. Clean fusible links that are part of the Ansul system. If broken or damaged replace.
Prior to any cleaning or work on fusible links contact Base Cape Cod Fire
Department at 508-968-7998 to ensure they are aware of the work.

2. Internal and External Inspection. A report of the inspection, including photos, shall be provided within two weeks of inspection to the COR.
3. Cleaning of kitchen exhaust systems including all horizontal and vertical duct, up-blast style fans, in-line fans.
4. Fan motor preventative maintenance to include installation of filter cartridges, grease exhaust bearings, and replace/adjust V belt as needed.
5. Exchange filters at Falcon Clubhouse and C-Side grill every four weeks.
1.5 Grease Tramp Pumping Description of Work: The Contractor is responsible for pumping out the waste oil from the grease traps on a semi annual basis. There is a
1,000 gallon grease trap at the Falcon Clubhouse Kitchen and a 2,000 gallon tank at the Base Galley.
Prior to transferring material from a waste oil tank, OWS, or grease trap to a vacuum truck, the following procedures will be followed to prevent spills or releases:
1. The BCC point of contact that is assigned to escorting the vendor around will verify that a spill bucket and a spill kit are available on the service vehicle.
2. The vendor must then check to make sure all transfer equipment is in good condition and then place the spill bucket and absorbent pads on the ground beneath the tank fill pipe.
3. The vendor must take the added step of determining whether the receiving tank on the truck has available capacity to receive the volume of product to be transferred.
4. The vendor must monitor every aspect of product removal and must take immediate action to stop the flow when the working capacity of the tank has been reached or should an equipment failure or emergency occur.
5. When the transfer has been completed, the BCC point of contact will check the area surrounding the tank that was filled or emptied to see whether any spills occurred.
1.6 Schedule of Work :
1. Normal work hours at Base Cape Cod are 7:30 a.m. to 4:00 p.m. Monday thru Friday excluding federal Holidays.
2. The Contractor will need authorization from the Contracting Officer (KO) and Contracting Officers Representative (COR) for performance of work outside the normal work hours.
3. Inspection and cleaning of range hoods will be evenly scheduled on an every six month basis (Normally October and April).
1.7 Required Qualifications:
1. Contractor must have been engaged in this type of business for at least five (5) years.
2. Contractor has to be a “Gaylord “certified hood cleaning contractor or demonstrate five years of experience with “Gaylord” equipment.
3. Contractor and employees must be OSHA Confined Space Certified.
1.8 Quality and Safety Control:
1. The contractor will provide all SDS (Safety Data Sheets) for any chemicals to be used during performed services.
2. The contractor will establish a Quality Control Program to assure the safety and requirements are provided as specified and provide a copy to the COR before accomplishing contract work.
3. Any damages to building finishes or mechanical components due to
Contractor’s operations will be cleaned, repaired, or replaced without cost to the government.
4. The Contractor will notify the COR of any personal injury or building damage as soon as possible.
5. The Contractor and employees must be OSHA safety certified.
2.0 SECURITY REQUIREMENTS: All contractor personnel scheduled to work on JBCC shall be subject to a National Crime Information Center (NCIC) background check in order to gain access through the Base security gates. In addition to the NCIC background check, all contractors shall provide the following information: name, citizenship, drivers’ license state and number, and date of birth. The NCIC form shall be filled out by the contractor, listing all personnel that require access to JBCC; form shall be submitted to the COR for processing at least 7 calendar days prior to the date of access.
Contractor’s vehicles shall have a valid and current proof of insurance and vehicle registration. The drivers shall have a valid license and all passengers shall have a positive photo ID. All contractor vehicles must enter the Base through the main gate on the Bourne side of the Base property. At the beginning and end of each visit, contractor personnel shall check in/out with the COR to obtain initial access to BCC and verify the schedule.
REMOVAL OF CONTRACTOR EMPLOYEES: All employees of the contractor in the performance of this contract, or any representative of the contractor entering the worksite, shall abide by all applicable regulations and shall submit to security checks as may be deemed necessary. The Government reserves the right to direct the contractor to remove from the performance under this contract, any employee, for misconduct or security reasons. This shall not relieve or constitute an excuse from the contract performance. Upon dismissal the employee shall render any and all identification for entry to the worksite.
3.0 Notification and Inspection: Contractor will perform the services listed herein to satisfaction of the COR’s inspection. All services must be scheduled in a timely fashion with minimal inconvenience of the building tenants.
4.0 Reports: After each inspection and cleaning the contractor will provide the KO a copy of a report detailing the inspection and cleaning annotating the inspection and cleaning activities. The report shall be delivered to the COR within 14 days after inspection and cleaning services are rendered.
