STATEMENT OF WORK/SPECIFICATIONS

INTRODUCTION

The Federal Correctional Complex Coleman (FCC Coleman) is located at 846 NE 54th Terrace, Coleman, Florida, 33521. The Bureau of Prisons intends to make a single award to a responsible business entity for the provision of lift station pumping services for the Federal Correctional Complex Coleman (hereafter known as FCC Coleman), located in Coleman, Florida. The Contractor shall provide pumping services for four (4) septic lift stations, 12 times per year (monthly), to remove solids from the lift stations. The resulting contract shall be a firm fixed price, indefinite delivery, requirements type contract, with a base year and four option years. The base period of performance will be from the Effective Date of Award (EDOA) through a 12 month period, and each option year shall be 12 months in duration, in consecutive order, if exercised, at the Government’s unilateral right. Faith-based and Community-based organizations have the right to submit quotations equally with other organizations for contracts which they are eligible.

EQUIPMENT

The Contractor will provide and use vehicles specifically designed for the intended purpose of lift station pumping and which does permit loss of the pumped contents while in transit. The equipment shall be capable of removing ALL solids from each lift station, to produce a visibly clean bottom. The equipment will be clearly labeled with the Contractor’s name in a permanent fashion. Magnetic signage is prohibited. The Contractor shall have sufficient equipment for the execution of the contract.

SCHEDULES AND PICKUP

Please see the following locations, which contain one (1) septic lift station each, for a total of four (4), which are located on the Complex grounds, outside the secure confines of the institutions. These lift stations are to be pumped once per month, at a schedule to be determined by institutional staff and provided to the Contractor at least one week prior to services:

The above reflects a total of four (4) septic lift stations, with an estimated total of 132,000 gallons of waste, to be removed, yearly.

Days/Locations of a removal will be subject to change, if the requirements of FCC Coleman change.

The use of enzymes or other chemicals, used to help break down waste, are prohibited.

Removal and Disposal: The disposal of the lift station contents shall be outside Government premises and shall be in accordance with all applicable local, state, and Federal Government Health and Sanitation Codes and regulations. The disposal of all waste shall be in a legally and environmentally safe manner. The Contractor will provide written documentation verifying all required federal, state, and local permits, stickers, licenses, and etc., in which all must be current and valid for transportation, and disposal of all waste. The Contractor shall provide written documentation stating the approved dump site meets all federal, state, and local city regulations.

INMATE MANAGEMENT

Provision of services under this contract will require limited contact with inmates. The Contractor will not be responsible for the management of inmates other than to ensure that those inmates involved in activities within the Contractor’s scope of work shall abide by all rules in effect to ensure their safety and wellbeing.

INSTITUTION SECURITY

The Contractor agrees that all employees entering the Complex will be required to submit to a security background investigation. This investigation shall include, but may not be limited to, fingerprinting, NCIC, and urinalysis testing for drug screening.

The Contractor agrees to adhere to all regulations prescribed by the institution for safety, custody, and conduct of visitors. All employees will be required to process in and out of the institution and comply with institution requirements for accountability purposes.

MISCELLANEOUS INFORMATION

The service is a contractual arrangement and not a personnel appointment. Payment is based on an end product of the accomplishment of a specific result. The service does not constitute an employer/employee relationship.

The Contractor will not be subject to Government supervision, except for security related matters. However, the Contractor’s performance shall be monitored.

All duties outlined in the Statement of Work shall be performed in accordance with standards and methods generally accepted within the Contractor’s own field of expertise. Payments shall be verified by the designated Contract Officer’s Representative (COR) and/or the Facility Manager.

Each employee of the Contractor’s that will or may service this contract will be required to attend “New Contractor Orientation Training” (or an annual refresher training after the initial class). Once completed, they will be badged Contractors and will be required to wear the badge in a manner that is clearly visible while servicing the contract on-site. The badge will remain at the Complex when not in use.

In order to ensure proper payment, all services must be clearly and legibly documented by the Contractor on each invoice. Each invoice shall show (at a minimum) the date of service, location(s) of service(s), the gallons disposed of per each institution and a combined total for that period of service. Upon submitting the invoice for payment to the Complex Business Office, an additional copy of each billing invoice will be emailed to the Contracting Officer’s Representative for tracking and verification purposes.
