RFI Questions (RFI Nylon 9 Oct 11)

· When will the actual RFP be out for bidding?

· A specific date has not been determined, however we expect to have an RFP out within a month after this RFI expires

· Will the RFP be posted on FBO?

· Yes, it is our intention to post the RFP on Fedbizops

· Are samples required with bid, if so, do they need to be submitted at the same time?

· Yes, samples are required and should be submitted with RFI submissions.

· Is it mandatory that we manufacture in Afghanistan?

· Yes. This is an Afghan First/886 requirement.

· Is it mandatory to be an Afghan Company?

· No, HOWEVER it shall conform to the requirements of 886, i.e. Performed predominantly (>51%) by Afghan Citizens/Resident Aliens AND Business shall be physically located in Afghanistan (and have an Afghanistan physical address).

· Is this going to be a “Whole or None” requirement?

· We are anticipating a “Multiple Award IDIQ”, which means more than one vendor can be awarded a contract. Also, we do not intend to “split” this requirement (i.e. award one item to a contractor and another item to another contractor). Our intent is to find contractors capable of manufacturing all items. HOWEVER, if it makes sense (i.e. good business decision), and is reasonable to “split” the requirement, we will consider it.

· Can we provide responses electronically or are Hard-Copies required?

· We require BOTH electronic AND hard copy. Hard copy shall be delivered with the samples; electronic may be provided on CD or email (please ensure you label and or title properly).

· When we reach the gate with samples, who do we contact to deliver them?

· Theater Wide Source Selection - Afghanistan SCO-A, Ms. Christine Thompson phone: 237-8101 or 237-8099.

· How are samples to be labeled?

· Reference the RFI you are responding to and include your company’s name and contact information

· May we include photographs and other visual aids in our response either with or in lieu of hard samples?

· Yes you may include photographs or other visual aids in your response along with the samples requested by the government. Samples must be included with responses for RFI. The page limitation for responses is limited to 20 pages (see paragraph 2.C)

· If our response is not complete, will we be eligible to bid on this project?

· Responses need to be complete and should address all requests within the RFI. If your company cannot produce all requested items, provide all that you feel your company is capable of producing. RFI is looking for information on products and capabilities of vendors in Afghanistan.
