REQUEST FOR INFORMATION
PROGRAM: MARKET RESEARCH/CAPABILITIES/SAMPLES FOR NYLON ORGANIZATIONAL CLOTHING AND INDIVIDUAL EQUIPMENT (OCIE) PROGRAM
1.0 SUMMARY
1. Background The Government has a recurring requirement for OCIE items to support the sustainment of the Afghan National Security Forces (ANSF), to include the Afghan National Army (ANA), Afghan National Police (ANP), and trainees of the respective forces. The list of equipment has been uniquely identified due to the similarities in manufacturing processes (the use of nylon fabric and designs) and associated equipment and the expertise necessary to produce these items. The intent of this RFI is to obtain information on local vendors who may be able to meet contract requirements. This RFI covers Nylon-based OCIE items listed in the section 2.0 below.
2. Description Standardized Nylon OCIE items are needed for the ANSF. A standardized specification for this equipment will be developed and approved by CSTC-A, Director of Logistics and representatives of the ANA, ANP, MOI, and MOD. In order to research vendors to determine the scope of current products available that can be manufactured within the local Kabul area, obtain sample specifications, as well as samples of these items to assist in market research, the following deliverables are requested in response to this RFI (at no cost to the Government):
A) Sample specifications of items on the list below (multiple specifications per vendor will be accepted if several variants of the same product are offered). (SAMPLES WILL NOT BE RETURNED) B) Samples of finished items on the list below (multiple samples per item/per style of product for each product per vendor will be accepted). (SAMPLES WILL NOT BE RETURNED) C) A vendor capabilities statement which details how the vendor will meet the operational requirement. Please limit capabilities statements to twenty (20) pages. The capabilities statement must include details regarding how Afghan Local Vendors plan to manufacture the nylon tactical gear in Afghanistan. Please briefly and succinctly address all the areas below in your response:
Pre-production: Address Supply Chain management and ability to obtain raw materials. Also address ability to create manufacturing samples, patterns, pattern management, and adherence to specifications. State any use of markers or computer generated fabric cutting guide printouts if used.
Production:
Address process efficiency, especially the following areas: 1) Operator skills development 2) Types of machinery and equipment 3) Engineering support in standard methods and 4) Work flow and continuous improvement.
Explain production line processes from cutting to sewing and the use of any work aids on the production floor. Examples might include: Folders, guides, tape binders, collar turners, or pocket creasers.
Post-production: State abilities to store, transport, deliver and invoice final manufactured goods to delivery destinations.

2.0 LIST OF REQUESTED ITEMS

See capabilities required of each item below. Possible color options for nylon OCIE items are: Black, ANA Brown, Coyote Brown, and Olive Drab Green. All pictures included are for illustration purposes only.
3.0 SPECIFICS
3.1 3-Day Pack.
3.1.1 Specification. 3-Day Packs will be produced to meet the following requirements:
3.1.2 Must be adjustable with locking waist buckle
3.1.3 Will have three compartments: Main compartment must be 16"x20"x7" (or equal volume) minimum. Other two compartments may vary in size to carry additional items
3.1.4 Must be made with 6,000 lb, Type-13 or equivalent webbing
3.1.5 Will include internal pockets and/or webbing to keep gear secured within pack
3.1.6 Include removable/storable waist belt
3.1.7 Rear exterior includes 1″ wide strips of 1000 denier nylon webbing run horizontally, secured to the backing material every 1.5″, and laid 1″ apart
3.1.8 Must be able to produce in various colors and patterns; color shall be provided with orders
3.2. Rucksack with Frame.
3.2.1 Specification. Rucksacks with Frame will be produced to meet the following requirements:
3.2.2 Must include detachable, external load-bearing aluminum or lightweight alloy metal frame
3.2.3 Must be made of 1000 denier nylon and cordura like materials
3.2.4 Must have an overall minimum capacity of 4000 cubic inches to be able to carry loads of different shapes, sizes and weights. Must have large top loading main compartment and external multiple zippered pouches/pockets minimum.
3.2.5 Must be able to produce in various colors and patterns; color shall be provided with orders
3.3. Hydration System.
3.3.1 Specification. Hydration Systems will be produced to meet the following requirements:
3.3.2 Product shall be similar to Camelbak Ambush AB500 -- http://www.camelbak.com/Military-Tactical/Packs/2011-Ambush.aspx
3.3.3 Must be able to produce in various colors and patterns; color shall be provided with orders
3.3.4 Must be able to attach to back of the IOTV, MTV, or any other vest that offers a MOLLE/PAL back panel (very important)
3.3.5 Must have exterior attachment points: includes 1″ wide strips of 1000 denier nylon webbing run horizontally, secured to the backing material every 1.5″, and laid 1″ apart
3.3.6 Shall have a minimum water capacity of 100 oz (3 Liters)
3.3.7 Must be made of 500 denier fabric materials
3.4. Uniform Belt.
3.4.1 Specification. Uniform Belts will be produced to meet the following requirements:
3.4.2 Must be able to be worn with all ANSF uniforms 2.0-to-2.25 inches and universal to be able to accept accessories such as holsters. Goal is one belt for everything; belt shall replace the need for separate web belt or holster belt.
3.4.3 Must be adjustable with locking waist buckle
3.4.4 Must be made with 6,000 lb/Type-13 or stronger tensile strength nylon webbing
3.4.5 Must be able to produce in various colors; color shall be provided with orders
3.4.6 Must fit waist sizes 24- 46 inches
3.5. Tactical Vest.
3.5.1 Specification. Tactical Vests will be produced to meet the following requirements:
3.5.2 Must be able to produce in various colors; color shall be provided with orders
3.5.3 Must be made of 1000 denier nylon and cordura materials
3.5.4 Sizing—Universal, shall be adjustable to ensure fitment for ANSF personnel
3.5.5 Must have the following items affixed to the front:
a. 3ea. triple magazine pouches which hold either M16 or AK47 magazines
b. 4 additional utility pouches of various sizes to hold additional gear (flashlights, phones, etc.)
c. 1 central utility pouch that includes a clear ID holder and Velcro closure flap that has loop side out to support name & unit patches
d. Central utility pouch must be Velcro closure
e. All pouches must have flap closures. All except central utility pouch may have snap closures
3.6. M9 Pistol Belt Holster.

3.7. M9 Drop Leg Holster.

4.0 DISCLAIMER
This RFI should provide no basis for speculation that a Government contract may result from any information submitted or that it will entitle the submitter of the information any special consideration for any future business with the USG. FAR 15.201 (e) is incorporated herein by reference. The purpose of exchanging information is to improve the understanding of Government requirements, and enhancing the Government's ability to obtain quality supplies and services. The United States Government (USG) does not presently intend to award a contract, but wants to obtain price, delivery, and other market information, or capabilities for planning purposes. The information obtained as the result of this RFI is for planning purposes only and does not constitute a solicitation. It does not constitute an invitation for sealed bid or request for proposal, nor is it to be construed as a commitment by the USG. Responses to this RFI are not offers and cannot be accepted by the USG to form a binding contract. Responses and samples to the RFI will not be returned even if requested by the respondent. Responders are solely responsible for all expenses associated with responding to this RFI. Any costs incurred by responders may not be the basis for any claim in tort or contract against the Government. Any specifications provided in response to this RFI, unless specified otherwise, shall become property of the USG, with unlimited data right per FAR 52.227-18. The USG does not attest to the accuracy or sufficiency or completeness of any of the information included in the RFI.
