Special Contract Requirements IDAHO FALLS DISTRICT, ID POCATELLO ROAD GRADING 2023 Bureau of Land Management

SPECIAL CONTRACT REQUIREMENTS

FOR THE CONSTRUCTION OF THE POCATELLO

ROAD GRADING 2023 PROJECT

Description of Work

Grading Location #1 - Curlew Road Grading

The work involves all labor, supervision, transportation, equipment, tools, supplies, and materials to perform maintenance/improvements of roads to specified dimensions. Roads shall be graded and compacted to the template provided (Section 303, Figure 1). Includes approximately (25) miles of grading ditches, removing vegetation from ditches, and reshaping of naturally surfaced existing roadways. Work includes mobilization, traffic signing, site preparation, watering, grading, compaction, and finish work. There has been one mobilization allocated for this project. The Contractor shall be responsible for all costs associated with additional mobilizations. Any damage to the roads to the project site caused by travel back and forth to the project site must be repaired.

Project Location See attached Maps. Curlew Road Grading starts approximately 4.0 miles Southeast of Juniper, Idaho.

Grading Location #2 - Pleasantview Road Grading

The work involves all labor, supervision, transportation, equipment, tools, supplies, and materials to perform maintenance/improvements of roads to specified dimensions, removal, and replacement of one 36”x26’ pipe culvert, and loading, hauling, placing, shaping, watering and compaction of contractor furnished surfacing aggregate material to BLM roads. Roads shall be graded and compacted to the template provided (Section 303, Figure 1). Material shall be Grade B (Subbase) according to Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP 14, Table 703-2.

Includes approximately (5.3) miles of grading ditches, removing vegetation from ditches, and reshaping of naturally surfaced existing roadways. Prior to placement of road surfacing material, the road prism and ditches shall be reconditioned, and the ditches shall be cleaned. Construct (1) new ditch in cases where roads have no existing ditches. 500 cubic yards of contractor furnished Grade B surface material shall be placed onsite at locations determined by the contracting officer’s representative (COR) during the period of performance. Work includes mobilization, traffic signing, site preparation, tree trimming for grader clearance, watering, grading, materials testing, compaction, and finish work. There has been one mobilization allocated for this project. The Contractor shall be responsible for all costs associated with additional mobilizations. Any damage to the roads to the project site caused by travel back and forth to the project site must be repaired.

Project Location See attached Maps. Pleasantview Road Grading starts approximately 1.2 miles East of the Woods Canyon Road and Arbon Valley Road intersection in Holbrock, Idaho (42.199351°, -112.559396°).

Period of Performance 90 Calendar Days from Notice to Proceed (NTP).

Local conditions (weather conditions, road conditions, etc.) that may affect work are included in the performance period. Contractor shall coordinate work hours with the COR/CO 48 hours in advance of beginning work.

Applicable Standard Specifications

The General Requirements (Division 100) and the applicable sections of Divisions 150 through 700 of the Federal Highway Administration’s "Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-14, U.S. Customary Units" of the U.S. Department of Transportation, Federal Highway Administration apply to this project as modified by these Special Contract Requirements and Contract Clauses contained in the contract. Unless otherwise noted, all reference headings in these Special Contract Requirements refer to divisions, sections, subsections, articles or paragraphs of the Standard Specifications, FP-14. The Contractor shall keep a copy of FP-14 on site during all construction for this project.

Delete the Preface and substitute the following:

These Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects are issued primarily for constructing roads and bridges on Federal Highway projects under the direct administration of the Bureau of Land Management. These specifications are cited as "FP-14" indicating "Federal Project" Standard Specifications issued in 2014 and contain both United States Customary and Metric units of measure.

When designated in a contract, the FP-14 becomes part of the contract and binding upon all parties to the contract. Construction contracts of the Bureau of Land Management are also governed by the following regulations:

The FAR regulations are not included in the FP-14. A complete copy of the FAR is available from the Superintendent of Documents, Congressional Sales Office, U.S. Government Printing Office, Washington, DC 20402.

U.S. Customary units of measure are used in the FP-14 as provided in the November 25, 2008, Memorandum from Jeffrey F. Paniati entitled Update on Metric Use Requirements for FHWA Documents. Metric units are noted in parentheses following the U.S. Customary Units. The references to Metric or Metric units apply only when the project or portion of the project expressly calls for Metric units of measure.

Manual scales may be used if approved in writing by the CO and if the method of weighing meets all other contract requirements. Loader scales may be used if approved in writing by the CO and if the method of weighing meets all other contract requirements. Scales shall be accurate to within 2% of actual weight. For aggregates weighed for payment, adjust scale weights of material to deduct the daily average moisture content in excess of 2 percentage points over optimum moisture as determined by AASHTO T 99 or the designated compaction method. If moisture determination is necessary, determine the daily average moisture content in accordance with AASHTO T 255, from not less than three representative samples of aggregate taken at random intervals each day that aggregate is being weighed.

Construction Requirements

156.04 Accommodating Traffic During Work. Perform work in a manner that ensures the safety and convenience of the public and protects the residents and property adjacent to the project. Accommodate public traffic on roads.

156.05 Maintaining Roadways During Work. Maintain roadways as follows:

(a) Maintain intersections with trails, roads, streets, businesses, parking lots, residences, garages, farms, and other features

(b) Snow removal to facilitate the work is the Contractor’s responsibility.

(c) Maintain a dust-free traveled way such that visibility and air quality are not affected, and a hazardous condition is not created

(d) Remove accumulations of soil and other material from traveled way

(e) Do not allow water to pond on the traveled way

(f) Maintain the roadway, detours, and diversions in a safe and acceptable condition.

If corrective action is requested and the corrective action is not taken immediately, the condition may be corrected, and the cost of the corrective action deducted from monies due the Contractor.

156.06 Maintaining Roadways During Non-Work Periods. Maintain roadways and traffic control for public traffic during periods when work is not in progress.

156.08 Nighttime Operations. Perform construction operations during the hours of daylight (one-half hour after sunrise to one-half hour before sunset).

Section 201. – CLEARING AND GRUBBING

201.01 General. Delete in its entirety.

201.01 General. This work consists of clearing tree limbs, downed trees, and brush that is within the roadway limits and hinders the work of the grader.

Section 204. – EXCAVATION AND EMBANKMENT

(b) Surface Material Compaction. Place material by end dumping or belly dumping to the minimum depth needed for operation of spreading equipment. Adjust the moisture content of the material to obtain a mass that will not visibly deflect under the load of the hauling and spreading equipment. Operate compaction equipment over the full width of each layer until there is no visible evidence of further consolidation from the roller. Make at least three complete passes over every square foot of the placed material.

(d) Subgrade Compaction. While grading roadway to specified dimensions scarify materials to a minimum of 6 inches below original grade. Adjust the moisture content of existing materials to obtain a mass that will not visibly deflect under the load of the grading, hauling, and spreading equipment. Operate compaction equipment over the full width of the roadway until there is no evidence of further consolidation from the roller. Make, at a minimum, three complete passes over every square foot of the graded roadway.

Section 301. – UNTREATED AGGREGATE COURSES

301.03 General. Delete in its entirety.

And Replace with the following:

Prepare the surface on which the aggregate course is placed according to Section 303. Untreated Aggregate Course material shall be furnished, hauled, and placed by the Contractor. Material to be placed is a 2.0 inch minus material or an approved equal material. Rolling and watering is required.

Water is not provided by the Government but is available through private sources in the vicinity at the contractor’s expense. Material shall be placed to a depth and width as shown on Figure 1 – Typical Cross-Section.

301.04 Mixing and Spreading. Delete the first sentence of the first paragraph and add the following:

Determine the adequate moisture content to obtain the necessary compaction results according to field trial. Obtain approval (of adequate moisture content) by the Contracting Officer prior to rolling. No other additives will be required.

301.05 Compacting. Delete and replace with the following:

Compact each layer full width. Roll from the sides to the center, parallel to the centerline of the road.

Along curbs, headers, walls, and all places not accessible to the roller, compact the material with approved tampers or compactors. Blade the surface of each layer during the compaction operations to remove irregularities and produce a smooth, even surface. Compact the aggregate using the following methods as specified:

Aggregate Compaction. Operate rollers and compact as specified in Subsection 204.11(b).

Subgrade Compaction. Operate rollers and compact as specified in Subsection 204.11(d).

301.08 (b) Delete in its entirety.

Table 301-1 Modify as follows:

301.09 Measurement. Delete and replace with the following:

The quantity to be paid for will be the cubic yards of Surface Aggregate delivered by the hauling vehicle at the point of delivery according to Section 109. Measuring of material shall be at the Contractor's expense. A daily log and truck count for each load of material shall be furnished by the Contractor to the Contracting Officer. Daily log and truck counts shall include individual records for each truck, at minimum providing; truck identification, total volume hauled for each day, the time at loading and dumping, and point of delivery of each load.

Section 303. – ROAD RECONDITIONING

Delete this section in its entirety and replace with the following:

Description

303.01 Work. Contractor shall furnish all labor, equipment, materials, and incidentals necessary to improve selected naturally surfaced roads which includes shaping roads to be crowned and ditched.

Work requires the use of a water tender and compaction equipment. Water is not provided by the Government but shall be the responsibility of the Contractor. The selected road sections shown on the maps shall be staked by the Government before the start of work by the Contractor.

Construction Requirements

303.02 Blading and Shaping. Prepare the surface as shown on Figure 1 – Typical Cross-Section. This includes conditioning or constructing ditches, crown, and furrow ditches into an existing road.

Improvements shall be completed when adequate moisture is present. A water tender shall be required to deliver water to the section of road requiring improvement. The Contractor shall provide enough water to the area being improved such that the material can be formed into a ball through pressure applied by one’s hand. Water is not provided by the Government but is available through private sources in the vicinity at the contractor’s expense. A roller shall also be required for use on areas being improved. The road shall be improved to keep drainage functional (including ditch cleaning of branches, large rocks, and/or other water drainage blockers and annual cleaning of the culverts to remove branches, large rocks, and sediment greater than 2 inches in depth) and to keep the road prism to an acceptable level to allow a prudent driver to safely negotiate the road in a passenger car. End product shall be in compliance with the following:

a. Shall be constructed to the shape shown in the typical template.

b. Road improvements shall stay within the existing road width.

c. Shall be compacted with water and compaction effort such that the surface is a hard smooth durable surface.

303.04 Drainage. Grade the ditches to the typical sections (Figure 2) and construct new furrow ditches every 1500 ft or as directed by the Contracting Officer (CO).

303.06 Compaction. Shape and compact the traveled way and shoulders using one of the methods described in Subsection 204.11.

Section 602. — CULVERTS AND DRAINS

602.03 General. Delete and replace with the following:

Furnish culvert pipe with a wall thickness not less than that of the existing culvert. Use the same material and coating on contiguous pipe sections. For culvert extensions, furnish the same material as the existing culvert.

Excavate and backfill according to Section 209.

Place elongated pipes with the minor axis within 5 degrees of vertical.

602.04 Laying Concrete Pipe and Precast Concrete Box Culverts. Delete in its entirety.
