About this file

This is a Request for Response (RFR) for Fire Alarm Inspection and Testing issued by the Commonwealth of Massachusetts, specifically targeting the Department of Correction (DOC). The RFR seeks to establish a contract with multiple qualified contractors to perform comprehensive fire alarm system testing and inspection across DOC facilities. The scope involves annual 100% system testing, with approximately 25% of facility inventory tested quarterly, ensuring all equipment is functionally tested at least annually. Technicians must be licensed (Class C or D) and have at least two years of experience, with contractors required to have been in the fire detection systems business for a minimum of five years.

Contractors must maintain specific insurance coverage, including $100,000 bodily injury and property damage limits, and provide at least two fully equipped vehicles. Performance will occur during normal business hours, with a mandatory minimum of two technicians per testing and inspection session. The contractors are required to submit detailed inspection reports within five days of testing, documenting equipment tested, repairs needed, and compliance with National Fire Protection Association (NFPA) and Massachusetts Comprehensive Fire Safety Code standards. While the Commonwealth makes no guarantee of purchase volume, the contract aims to establish a reliable pool of qualified fire alarm system inspection and maintenance providers for DOC facilities.
