About this file

This is a lawn care service contract specification document issued by the State of Alabama for mowing services at nine downtown Montgomery properties, including the Gordon Persons Building, Employee Wellness Center, Folsom Administration Building, Alabama State House, Alabama Archives and History Building, Lurleen B. Wallace Building, Attorney General Building, and Lot E parking lot. The contractor must provide all labor, materials, equipment, and supervision to mow, edge, string trim, and blow off all turf areas on scheduled service days, which occur on Saturdays or Sundays unless inclement weather or events require rescheduling. The annual cutting schedule requires 38 total visits per fiscal year: six visits during October through December (twice monthly with mulching), two visits in January and February (once monthly), two visits in March (with spring scalping), and 28 weekly visits from April through September. The contractor must use mulching mower decks with 34 to 60-inch widths, employ floating decks where possible, and maintain uniform cutting quality without visible variance in cut heights or scalping.

Bidders must demonstrate a minimum of five years of commercial lawn care maintenance experience and provide three professional references including company details, contact information, and service dates. The pricing structure requires submission of per-service amounts, with monthly invoices varying based on the number of visits performed at each property. The contractor must maintain employee uniforms displaying the company name, communicate service arrival and completion times via text or email to the landscape manager, and submit all invoices monthly in arrears. The contractor is responsible for avoiding damage to property infrastructure including sprinkler heads, windows, trees, shrubs, and monuments, and must immediately notify the landscape manager of any damage incurred. Additional requirements include changing mowing patterns to prevent turf rutting, string trimming all bed edges and inaccessible areas, removing all grass clippings from streets and drainage areas, and completing all work at one property before proceeding to the next.

GENERAL REQUIREMENTS & MISCELLANEOUS ITEMS:

SERVICES:

• Lawn service is to be completed on Saturday or Sunday unless inclimate weather or event disrupts scheduled cutting.

• Mulching decks with baffels are to be used, absolutely no side or rear discharge decks.

• Mower decks must be 34 to 60 inches on a zero-radius unit. A 42-inch deck or smaller is ideal for some of the narrow areas that will need to be mowed.

• No pull behind mowing units are to be used such as PTO finishing mowers.

• Floating decks are preferred for quality cut purposes.

• Properties must be mowed, edged, string trimmed, and blown off on each lawn service visit. If any of these tasks are not necessary during a visit based on seasonal conditions and growth, contractor will be notified by the landscape manager prior to scheduled service.

• All turf areas should be cut in a uniform manner with sharp blades to ensure no visible variance in cut quality or staggered heights in mower passes.

• Any scalping that occurs will need to be blended in with a string trimmer.

• Anything placed in the grass such as temporary signs or roadblocks should be moved to mow the grass and then placed back in its original state, unless instructed otherwise. This includes city property such as signs and materials to block roads for parades. If these items are too heavy to move, string trim is required around them.

• Any damage to sprinkler heads, windows, trees and shrubs, signs, poles, monuments or any other parts of the property should be avoided. In the case where anything is damaged, contractor should notify the landscape manager immediately so it can be handled further.

• String trimming is to be performed around curbs, lights, signs, monuments, benches, or anything else surrounded by grass that cannot be mowed.

• All bed edges on the properties must be string trimmed to the pine straw to not leave any grass unmowed.

• Areas that cannot be reached by a mower such as steep hill sides, narrow areas, or areas blocked by shrubs, must be string trimmed.

• Any wet area that could cause a rut if mowed, must be string trimmed.

• When blowing the properties, no grass clippings are to be blown into the streets or drain boxes. All grass clippings must be blown off the sidewalks, steps, and entry ways. No clumps of grass should be left in the lawn areas or bed areas.

• Litter, leaf and debris pick up will be required on each visit to ensure a clean appearance on each property.

• All curbs and sidewalks must be edged using a stick edger and not a string trimmer.

o EDGING USING A WEEDEATER IS NOT ACCEPTABLE.

• Mowing patterns must be changed each visit to prevent rutting turf.

• Must mow and turn in a way that does not rip or injure the turf during turns.

• Any wet area must be avoided and the making of any ruts or injuries to the turf is required to be reported with pictures to the landscape manager.

• All mowing, weedeating, edging and blowing must be 100% complete on one property before moving on to the next property.

COMMUNICATION:

• Contractor is required to work with the landscape manager if problems or questions about service of property arise.

• For safety and security, a text or email must be sent to the landscape manager when crew arrives on the first property.

• Another text or email must be sent to the landscape manager when work is completed, and crew is leaving the premises.

• Request to perform services on a different day than scheduled must be submitted to the current landscape manager for approval before the scheduled service.

• To schedule make up mowing from a weekend weather event, request must be submitted to current landscape manager for approval no later than Sunday at 5pm of the weekend with the scheduled service.
