The solicitation requires vendors to attend a mandatory site visit on Tuesday, April 7, 2026, at 10:00 AM at the RSA Union Building in Montgomery, Alabama, with failure to attend resulting in bid rejection. The contract will be awarded on an "all or none" basis to the lowest responsible bidder meeting all specifications. The initial contract period is 12 months with options to extend for four additional consecutive 12-month periods at the same pricing, terms, and conditions, provided both parties provide written approval no later than 30 days prior to expiration of each period. Vendors must submit questions through the sourcing project's discussion tab no later than 3:00 PM on Friday, April 10, 2026.

The exact quantities of services are unknown and not guaranteed, with orders placed by the agency as needed. Price escalation is permitted only if materials or labor costs increase significantly through no fault of the supplier and must be documented by manufacturer verification for materials or supplier documentation for labor, with increases capped at the Consumer Price Index (CPI) for the same period and requiring written approval from both parties. Any price decreases must be passed to the state immediately while maintaining all specifications and contract terms. All materials must comply with local codes and trade standards, and labor must be performed by experienced professionals in a professional manner.
