About this file
This document is a Statement of Work (SOW) for the National Institute of Standards and Technology's (NIST) Office of Weights and Measures (OWM), seeking to procure one mass comparator or analytical balance for its training and demonstration laboratory. The required balance must have specific technical specifications, including a maximum capacity over 32 grams, readability of 1 microgram or less, absolute repeatability under 2 micrograms, and a service life expectancy of at least 10 years.
The procurement includes delivery to NIST's Gaithersburg, MD location within 5 weeks of order receipt, with subsequent installation within 3 weeks and training for up to 3 users. The balance will be used to train state and industry laboratory metrologists to enhance measurement uniformity. Key delivery terms specify F.O.B. Destination, with the contractor responsible for packaging and safe delivery. The contract includes a minimum 2-year warranty, and payment will be made after installation, training, and acceptance by the NIST Point of Contact. The solicitation is explicitly seeking new equipment, with used, remanufactured, experimental, or prototype items explicitly excluded from consideration.

Title:
Mass Comparator Balance
Group Name:
NIST/PML/OWM
Description/Comments:
Statement of Work
I. BACKGROUND
The Physical Measurements Laboratory (PML) Office of Weights and Measures (OWM) promotes uniformity in U.S. weights and measures laws, regulations, and standards through training state, federal, and industry laboratories. This enhances consumer confidence, enables U.S. businesses to compete fairly at home and abroad, and strengthens the U.S. economy. The primary goal in the training laboratory is to ensure that students are able to perform hands-on measurement practice with balances that are comparable to the equipment maintained in their laboratories. As a “training and demonstration laboratory” OWM reflects state-of-the-art capabilities and procedures for students who attend the training and for providing technical support.
OWM seeks to purchase a new mass comparator or analytical balance that satisfies its performance requirements. The balance will be used in an environmentally controlled mass lab (20 °C to 24 °C & 25 % to 55 % RH). The balance will be used to train state and industry laboratory metrologists to enhance uniformity across the nation in measurement processes and measurement results.
II. PURPOSE
The Office of Weights and Measures requires One (1) Mass Comparator or Analytical balance to continue and support training operations in its training and demonstration laboratory. This balance will replace a current malfunctioning unit.
III. MINIMUM REQUIREMENTS
The Contractor shall provide a system that meets all technical specifications identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components are not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
Line Item 0001:
Description: Weighing mass comparator balance for comparing the mass of mass standard artifacts Quantity: 1
Minimum Technical Specifications:
· The balance can be ergonomically operated on a balance table while in the seated position.
· The balance shall have a service life expectancy of at least 10 years.
· The maximum capacity range shall be greater than 32 gram.
· The readability shall be less than or equal to 1 microgram.
· The absolute repeatability shall be less than 2 microgram.
· The time produce a stable weighment shall be less than 15 seconds.
· The gross weight of the balance shall be less than 30 kilograms.
· The contribution of eccentricity error shall be less than 0.05 micrograms.
· The contribution of linearity error shall be less than 15 micrograms.
