About this file
This document is a Questions and Answers file for a Mass Comparator Balance solicitation issued by the National Institute of Standards and Technology (NIST). The Q&A covers technical specifications and requirements for a precision weighing instrument, including detailed technical criteria for eccentricity, linearity, weight standards, measurement acceptance, and environmental conditions. Key technical responses include preferences for OIML E1 and E2, ASTM Class 0 weight standards, manual placement, 10g E2 or Class 0 weight range, and specific measurement tolerances such as repeatability less than 2 micrometers and linearity less than 15 micrometers.
The solicitation (Number 1333ND25QNB680347) has been amended to extend the response date to 8/25/2025 at 11am, with the amendment primarily focused on providing clarification to industry questions. The document indicates a requirement for electrostatic control with an ionizer, but does not require additional vibration isolation. Environmental condition logging is not deemed necessary, and the overall focus appears to be on precise, standards-compliant mass measurement equipment with specific technical performance requirements.

Questions and Answers Question 1: Eccentricity acceptance – The SOW specifies “eccentricity contribution < 0.05 µg.” Please confirm if the acceptance method should be defined as a 4- or 5-position test with criterion “≤ 1 d across positions” at a specified off-center radius.
NIST Response: EURAMET cg-18 prescribes 5 positions. The absolute differences should be less than 0.05 µg.
Question 2: Linearity acceptance – The SOW specifies “linearity contribution < 15 µg.” Please confirm if the intent is to evaluate linearity at discrete points across the working nominal range using a maximum absolute deviation decision rule, rather than a strict < 15 µg limit across the entire 0–52 g span.
NIST Response: A 15 µg decision rule will be considered at and below 30 g. Above 30 g a 25 µg decision rule will be considered.
Question 3: Artifacts & range (primary driver)- Which weight standard and highest class will be used for training/acceptance (e.g., OIML R111—E0/E1/E2/F1/F2/M1/M2, or ASTM E617—Class 0/1/2/3)?
NIST Response: OIML E1 and E2; ASTM Class 0.
Question 4: Artifacts & range (primary driver)- What nominal mass range do you expect to use during training/acceptance (e.g., 50 g up to 1 kg)?
NIST Respnse:10 g E2 or Class 0 weight.
Question 5: Automation & throughput - Do you prefer manual placement or an automatic loader/turntable for training workflows?
NIST Response: Manual Question 6: Automation & throughput - If automatic, what’s the typical number of weights per run and the heaviest nominal you want handled automatically?
NIST Response: Manual so this is not applicable Question 7: Measurement acceptance framing- For repeatability, how many cycles (e.g., ABBA/ABA) and what decision rule should apply—strict “< 2 µg at max load,” or is “≤ 2 µg at max load” acceptable (with typical-load values noted)? Any outlier treatment you want us to follow?
NIST Response: Follow EURAMET cg-18 repeatability evaluation with less than 2 ug.
Question 8: Measurement acceptance framing- For eccentricity, do you plan a 4- or 5-position test, and should acceptance be a numeric contribution in µg or a “≤ 1 d across positions” criterion?
NIST Response: Follow EURAMET cg-18 eccentricity test with no deviation greater than 0.05 microgram.
Question 9: Measurement acceptance framing- For linearity, how many test points and what calculation should govern acceptance (e.g., maximum absolute deviation ≤ 15 µg, or another method)?
NIST Response: Follow EURAMET cg-18 with less than max 15 ug.
Question 10: Environment, ESD & ergonomics - Do you require electrostatic control (ionizer and anti-static accessories) during training/acceptance?
NIST Response: Yes, a balance with ionizer capability is warranted.
Question 11: Environment, ESD & ergonomics - Should environmental conditions (temperature/relative humidity/pressure—and, if applicable, vibration) be measured by built-in sensors and logged during sessions?
NIST Response: Not necessary Question 12: Will vibration isolation (e.g., granite anti-vibration table) required?
NIST Response: No, additional isolation is not required
