B.3SCOPE OF WORK (SOW)
B.3.1Summary

This firm fixed-price requirement is for repair services on the electrical system equipment at the Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, NY 14215 within 120 days of award date.

B.3.2 Contractor Qualifications

A. Contractor shall have technical training and demonstrable track records of working experience in repairing of the electrical power distribution systems and related components in healthcare, industrial, education, and commercial facilities for a minimum of five (5) consecutive years. Electrical components on which the contractors have experience shall include, but not be limited to, switchboards and switchgear (low and medium voltage): low voltage controls, emergency and standby generators: automatic transfer switches, wiring transformers, meters and other electrical appurtenances.

B. Contractor shall provide technicians certified by the National Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians each having completed the Occupational Safety and Health Administration (OSHA) approved 10-hour construction safety training.

1. If contractor proposes alternate certifications, the contractor is required to provide documentation showing that the proposed certifications are equivalent to required NETA certifications.

C. Technicians shall have safety trainings (either on-the-job or class-room type) in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S-Electrical and the NFPA 70E-Standard for Electrical Safety in the Workplace.

1. All certifications for a given technician shall be provided to and approved by the COR, before they are allowed on site.

B.3.3 Schedule A. Contractor shall provide a proposed schedule with their quote proposal. The schedule shall be in the form of a progress chart of suitable scale to indicate the work scheduled for completion by any given date during the work period. The proposed schedule shall be reviewed by the COR. Any requirements for adjusting the schedule (e.g. to minimize disruption to the VA) shall be incorporated by the Contractor.

1. The following are Federal Holidays observed by the facility and the Contractor shall not expect access to the VA Facility of VA employees on these dates unless notified otherwise by the COR. Preventive maintenance or other services are not to be scheduled on these dates:

a) New Year’s Day

b) Martin Luther King, Jr. Day

c) Washington’s Birthday

d) Memorial Day

e) Juneteenth

f) Independence Day

g) Labor Day

h) Columbus Day

i) Veteran’s Day

j) Thanksgiving Day

k) Christmas Day

B. The facility is a health care facility providing critical care 24 hours a day; as such disruptions in operations are not feasible and will need to be coordinated closely with the COR. Electrical work requiring shutdown may not be feasible and work may have to be conducted live. All electrical work requiring an electrical shutdown will be conducted on weekends and/or outside of normal hours. Shutdowns will be minimized to as short of duration as possible. All shutdown requests will require detailed work plans and scheduling prior to approval. Work not requiring an electrical shutdown may take place during normal duty hours: Monday-Friday, 7:30am-4:00pm. Requests to conduct work on weekends and outside of normal duty hours must be submitted in writing at least seven (7) working days in advance of the anticipated work to the COR. If this new schedule is agreed upon, work can begin. The original written request will remain with all test documents along with any written agreements relative to the original requests.

C. If it becomes difficult for the Contractor to complete testing because of patient care related activities or security issues, the Contractor shall not be obligated to complete testing in the area of concern at the time of their scheduled visit. They will be obligated to complete their work at the time of the next scheduled visit to the facility. The final authority relative to this decision will be the COR. Unless fully absolved by the VA, Contractor shall responsible for completing all work.

D. No work will be required to be performed on weekends or off hours.

B.3.4 Required Repairs A.

A. Contractor shall provide two (2) qualified electricians for up to a four (4) week period to complete repair of the deficiencies and defects identified below:

1. Transformer Negative Pressure

a) Repair transformers T-1, T-2, and T-3 to ensure they have positive pressure and replace oil as needed. Each transformer shall be placed under positive pressure by pulling a vacuum and then placing a nitrogen blanket on top.

2. Tap Changers

a) Repairs shall include additional pipework to install correct valve and pressure gauge on transformer T-1, T-2, and T-3 to equalize pressure between the transformer and the tap changer. Additional heating element and control wiring will be required.

3. Oil Change

a) Replace oil on both fixed transformers behind building 18 and provide nitrogen blanket

4. Rebuild the medium voltage capacitor bank by performing the following tasks:

a) Perform capacitance test of each of the capacitors and compare to their nameplate value.

b) Perform insulation resistance (Megger) tests of the cables.

c) Ensure all fuse links and/or capacitor bonds are unbroken and pass continuity tests to ensure proper current flow.

d) Replace 4160V to 120V fused transformer.

e) Replace heating elements.

f) Replace pancake exhaust fans.

B. Unless otherwise indicated, replacement electrical equipment shall be provided by the Government and installed by the Contractor.

C. Contractor shall provide weekly progress reports on repairs made, materials expended, and issues to be addressed by the COR.

D. All work shall comply with the requirements of the latest edition of NFPA 70, NFPA 70B, NFPA 70E, NFPA 110, 29 CFR 1910 Subparts I and S, NETA Maintenance and Testing Specifications, VHA Directive [2006-056][1028], and any OEM manuals. When a conflict arises between any directives and the OEM, the COR will be notified to provide final instruction.

E. The VA agrees to provide the Contractor free access to all equipment necessary to conduct work, free access to rooms or areas housing such equipment and to supply suitable electric power (if necessary) to complete the task.

F. Upon award of purchase order, an electrical study for the facility shall be made available for contractor use upon request.

B.3.5 Safety A. Work being performed inside the facility shall require infection control measures. This may include negative pressure equipment and isolation barriers. The contractor shall be responsible for installation and removal of these measures and shall meet with the COR and Infection Control Department to determined specific needs for each task.

B. At no time shall the fire alarm, nurse call, or other vital system be out of service. The contractor shall ensure they do not compromise any of these systems or other elements of the life safety system such as removal of a ceiling tile.

C. No tools or equipment shall be left unattended.

D. All work areas must be clean at the close of the day and shall be left in the same condition as before work started. (Tools shall be cleaned and kept in plastic bags until use, and personnel shall be required to don clean suits to be worn over regular PPE. These clean suits shall be provided by the VA).

E. Contractor shall obtain all necessary New York State and Federal licenses and/or permits associated with this procurement. Contractor shall take all precautions necessary to protect persons and property from injury or damage.

F. There are one-line diagrams for the facility that show it’s electrical distribution that will be provided by the COR upon request.

B.3.6 Report A. A complete written report including eight (8) hard copies and one (1) digital copy (flash drive, CD-ROM, or DVD in Microsoft Word format) of the work performed shall be provided to the COR within five (5) business days of completion to serve as “as-builts” which will be used for an updated Arc Flash study. Information outlined in the report shall include the following:

1. Company’s name, address, and telephone number

2. VA contract number, name of COR, and name of Contracting Officer

3. Date and time of work

4. Before and after photographs

5. Location, type, name, and nameplate information of electrical equipment replaced or repaired. Provide complete methods and materials list for repairs to all items listed in the SOW.

6. Description of work items

7. Reference materials such as equipment manufacturer’s specifications, coordination study, etc.

8. Recommended preventative maintenance and/or corrective actions, if any.

B.3.7 Repairs Covered Under Davis Bacon Act (DBA) A. Once-time repairs that exceed $2,000.00 and require 32 hours or more of on-site work to complete shall be covered under the DBA instead of the Service Contract Act (SCA). When repairs covered under this section are required, the Contracting Officer (CO) and the Contracting Officer Representative (COR) shall be notified and provided details of the required repairs. These repairs shall be authorized via contract modification by the CO.

B.3.9 Miscellaneous Notes Regarding This Procurement

1. There are no fans for the capacitor cabinet, the units were engineered with just convection.

2. Tapchanger control is a Beckwith digital tapchanger control M-2001C base T, Reinhausen Load tapchanger type RMV-A 1320 (vacutap), Areva 3 phase load-tap changing transformer 23,000v delta/4160Y.

3. The four green padmount tansfromers oil sample report came back good and does not need to be included with this scope of work.

4. Manufacturer for thecapacitors is Hayden Switchgear, 41 Ward Road, Lancaster, NY

5. The VA will act as the controlling agent, one lines will not be provided and LOTO will be given day of work being performed with review and toolbox safety talk.
