Statement of Work for
Navigational Database (NavDB)
PR FD2060-22-30013
05 May 2021
1.0 Purpose
The objective of this acquisition is to procure subscription and licensing services to support the C-130J mission, for a variety of agencies of the United States. Government requires the full range of subscriptions/licensing services, in order to formulate, plan, and implement integrated solutions related to navigational databases.
Sustainment support to the C-130J and simulators on the following:
-Navigation Database (NDB) Subscription -NDB Explorer Tool (Export-Only Feature) -Update to the Field-loadable Chute DB
-Update to the Field-loadable Magnetic Variation (MagVar) Database (DB) from GE Aviation Systems (GEAS). These services include the subscription currently fielded for the Block 8.1 Retrofit for the C-130J Flight Management System (FMS) and block cycle changes. In addition, for any future potential upgrades to the database as required by the program office.- As required, the Contractor shall analyze and resolve technical, operational, integration, testing and logistical issues or concerns that may arise
2.0 Scope of Work
2.1 Navigational Database
The Contractor shall use National Geospatial-Intelligence Agency (NGA) produced Digital Aeronautical Flight Information File (DAFIF) 8.1 data for Refueling Tracks and Jeppesen ARINC 424 data for all other record types. The Contractor shall ensure delivery of the subscriptions every 28 calendar days for 13 cycles within each year of the contract. The Contractor shall ensure the subscription is available seven (7) calendar days prior to the effective date of the subsequent Aeronautical Information Regulation and Control (AIRAC) cycle. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
2.2 Navigational Database Explorer and Export Tool
The Contractor shall update the Explorer Tool Export feature to the latest configuration to support licensing up toward ten (10) computers. The Contractor shall notify the Government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
2.3 Chute Database

The Contractor shall update the Field-loadable Chute Database with the most current chute information provided by the Government. The Contractor shall notify the Government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall notify the Government upon completion. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
2.4 Magnetic Variation (MagVar) Database
The Contractor shall update the Field-loadable MagVar Database with the most current chute information, provided by the Air Transportability Test Loading Activity (ATTLA). The Contractor shall notify the government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall notify the government upon completion. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
2.5 Configuration Control
The Contractor shall ensure there are no configuration or system interface conflicts. If such an event arises, the Contractor shall immediately notify the government of the issue with a mitigation plan. If there is future potential of conflict, the Contractor shall submit an Engineering Change Proposal (ECP).
2.6 Technical Support
The Contractor shall provide technical support, as required for the NavDB during platform installation.
This support may include telecoms and meetings. The Contractor shall review and analyze failures and faults arising from field users and simulators.
3.0 Place of Performance: These services will be performed at the Contractor and its subcontractor’s facilities.
4.0 Period of Performance (PoP): 12 month basic period of performance and four 12 month options.
5.0 Contract Type: The contract type is Firm Fixed Price.
6.0 Payment: The payment schedule is monthly.
6.1 The Contractor shall submit/process payment requests and receipt/acceptance documents via Wide Area WorkFlow (WAWF). Use FA8504 for WAWF.
7.0 General Information
7.1 Continuation of Mission-Essential Services During a Crisis: The Functional Commander (FC) or civilian equivalent has determined these services are not mission-essential and will not continue in the event of a crisis.
7.2 Security Requirements
7.2.1 Security Regulations: The Contractor shall ensure personnel, information, system, property, facility and, if applicable, international security requirements are met. The Contractor shall comply with all applicable Government regulations including, but not limited to, Department of Defense Directive (DoDD) 5205.02E, DoD Operations Security (OPSEC) Program; Department of Defense (DoD) Manual 5205.02, DoD Operations Security (OPSEC) Program Manual; and DoD 5220.22-M, National Industrial

Security Program Operating Manual (NISPOM). The Contractor shall ensure contractor/subcontractor personnel who perform work on a Government facility comply with the security requirements of the facility.
7.2.2 Operations Security (OPSEC): The purpose of OPSEC is to reduce the vulnerability of USAF missions to adversary collection and exploitation of critical information. The Contractor shall comply with DoDD 5205.02E and DoD Manual 5205.02 to protect United States (U.S.) Government interests.
The Contractor shall ensure Contractor personnel who perform work on a Government facility comply with the OPSEC procedures of the facility.
7.2.3 Communications Security (COMSEC): The Contractor shall use only secure communications methods and/or equipment to transmit or otherwise transfer classified information and/or Controlled Unclassified Information (CUI) in accordance with DoD 5220.22-M. Applicable equipment shall be safeguarded, maintained and operated in accordance with DoD 5220.22-M.
7.2.4 Security Clearance: It is not expected contractor/subcontractor personnel will require security clearances for proper accomplishment of contract requirements. Contractor/subcontractor personnel shall not be authorized access to classified information and/or CUI and classified items or be permitted to work on classified projects and/or programs without an appropriate security clearance and a need-to-know.
7.2.5 Security Incident or Violation: The Contractor shall immediately notify the Government Security Office of any potential or actual security incident or violation.
7.3 Environmental Management System (EMS): These services will not be performed at a Government facility; therefore, the EMS requirement does not apply.
7.4 Agency Affirmative Procurement Programs: This acquisition does not require the purchase of Environmental Protection Agency (EPA)-designated products or United States Department of Agriculture (USDA)-designated products; therefore, the requirement does not apply.
7.5 Trafficking in Persons: The Contractor shall comply with all applicable Government regulations including, but not limited to, FAR 52.222.50, Combating Trafficking in Persons. 8.0 Safety Requirements
8.1 Contractor Compliance: The Contractor shall comply with all applicable Government regulations including, but not limited to, Public Law 91-596 as amended by Public Law 101-552 [Occupational Safety and Health Act of 1970 (OSHA)] and DoDD 4715.1E, Environment, Safety, and Occupational Health (ESOH).
8.2 Mishap Notification/Investigation: The Contractor shall report mishaps including damage to DoD property; occupational illness to DoD military or civilian personnel; injury to on- or off-duty DoD military personnel; injury to on-duty DoD civilian personnel; and damage to public or private property or injury or illness to non-DoD personnel caused by Government operations. The Contractor shall ensure the Safety Office and the PCO are notified of mishaps. The Contractor shall contact the MFT (MFT member) by telephone within eight (8) business hours. The Contractor shall cooperate with Government safety investigations.

8.3 Inspection of Supplies/Services: In accordance with the Inspection of Supply/Services clause(s) identified in the contract/order, the Government reserves the right to inspect Contractor performance.
8.4 Service Contract Reporting: In accordance with 10 United States Code 2330a, the Contractor shall provide an annual count of contractor/subcontractor personnel performing work for each fiscal year if the DoD is the requiring activity and if the acquisition is in excess of $3,000,000.00. The Contractor shall report all contractor labor hours, including subcontractor labor hours, required for performance of the services provided under the contract in the System for Award Management (SAM). Reporting shall be conducted for each fiscal year in accordance with the Service Contract Reporting User’s Guide located on the SAM website. The Contractor shall establish a record for the contract/order in SAM no later than 30 calendar days after contract/order award. 8.5 Quality Control
The Contractor shall ensure the quality of services through a Contractor maintained quality and/or inspection system.
