REQUEST FOR INFORMATION
NAVIGATIONAL DATABASE (NAVDB)
PURPOSE/DESCRIPTION:
TheUnited States Government (USG) is seeking to procure subscription and licensing services to support the C-130J mission, for a variety of agencies of the United States. The USG requires the full range of subscriptions/licensing services, in order to formulate, plan, and implement integrated solutions related to navigational databases. This requirement provides the continuing procurement of the C-130J NDB Subscription, Explorer Tool (Export-Only Feature) license, field-loadable Chute Database, and field-loadable MagVar DB.
The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet the requirements. The NAVDB will be used for the United States Air Force (USAF) C-130J aircraft and flight simulators as well as US Coast Guard (USCG) HC-130J aircraft. GEAS shall deliver a Loadable Software Airplane Part (LSAP) in a Zip archive via support central every 28 days per the Aeronautical Information Regulation and Control (AIRAC) schedule. This is a flight-ready NAVDB that is formatted such that it can be downloaded without requiring the use of an additional software tool and subsequently loaded into the Flight Management System (FMS). GEAS shall use National Geospatial-Intelligence Agency (NGA) produced Digital Aeronautical Flight Information File (DAFIF) 8.1 data for Refueling Tracks and Jeppesen ARINC 424 data for all other record types. GEAS shall provide access to the NDB Explorer tool. The objective for this effort is to obtain engineering support services for NAVDB quantities of databases from GEAS with updates every 28 days due to the rapid updates associated with NavDBs, it is critical for flight safety that this database be updated every 28 days.
The Explorer Tool (Export-only Feature) license consists of a 12 month license for access to GE’s Export Feature within their Explorer Tool for the basic and each option year. The contact will require up to 10 Mission Planning Developers access to the Export Feature to download on their personal computers.
The Chute DB consists of a field loadable database with the most current chutes and ballistics tables published by Air Transportability Test Loading Activity (ATTLA). The field loadable database must be delivered in a format that will allow it to be loaded into the aircraft FMS via the Data Transfer and Diagnostics System (DTADS).
The MagVar DB consists of a field loadable database with the most current MagVar tables published National Geospatial-Intel Agency (NGA). The field loadable database must be delivered in a format that will allow it to be loaded into the aircraft FMS via the Data Transfer and Diagnostics System (DTADS).
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes/market research only, and does not constitute a solicitation for proposals, offers, bids, and/or quotes – it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This notice is not a confirmation that the Government will contract with any contractor for the items contained in this RFI and does not serve as a commitment on the part of the Government to award a contract. Responders are advised that the USG shall not pay and/or reimburse respondents and/or their associates for any expenses incurred to submit the requested information in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. All information received in response to this RFI that is marked proprietary will be handled accordingly. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Not responding to this RFI does not preclude participation in any future RFP nor does it ensure participation, if any is issued. If a solicitation is released, it will be synopsized on the Beta.Sam.Gov website, (formerly FBO.gov). It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.
The incumbent contractor is General Electric (GE) Aviation Systems in Evendale, Ohio. GE Aviation the only vendor that can provide the known source of products or services utilized for the C-130J Block Upgrade 8.1 FMS equipment. The Government does not own or have access to the data for this system.
INSTRUCTIONS
1. The document(s) below contain a description of the C-130J Navigational Database requirement and a Contractor Capability Survey. The Survey allows Contractors to provide their company’s capability.
2. If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements.
Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

3. Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

Part II. Technical Objectives
The contractor will be required to furnish all material, support equipment, tools, test equipment, services, and facilities. The contractor will be responsible for producing, providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility.
A. Navigational Database The Contractor shall use National Geospatial-Intelligence Agency (NGA) produced Digital Aeronautical Flight Information File (DAFIF) 8.1 data for Refueling Tracks and Jeppesen ARINC 424 data for all other record types. The Contractor shall ensure delivery of the subscriptions every 28 calendar days for 13 cycles within each year of the contract. The Contractor shall ensure the subscription is available seven (7) calendar days prior to the effective date of the subsequent Aeronautical Information Regulation and Control (AIRAC) cycle. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
B. Navigational Database Explorer and Export Tool The Contractor shall update the Explorer Tool Export feature to the latest configuration to support licensing up toward ten (10) computers. The Contractor shall notify the Government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download.
The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
C. Chute Database The Contractor shall update the Field-loadable Chute Database with the most current chute information provided by the Government. The Contractor shall notify the Government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall notify the Government upon completion. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
D. Magnetic Variation (MagVar) Database The Contractor shall update the Field-loadable MagVar Database with the most current chute information, provided by the Air Transportability Test Loading Activity (ATTLA). The Contractor shall notify the government prior to the start of the update and subsequent updates with noted details and schedule. The Contractor shall provide customer access to the designated contractor network location for customer download. The Contractor shall notify the government upon completion. The Contractor shall provide a schedule of the cycles for each contract year to include the sources used to build the database with descriptions.
E. Configuration Control The Contractor shall ensure there are no configuration or system interface conflicts. If such an event arises, the Contractor shall immediately notify the government of the issue with a mitigation plan. If there is future potential of conflict, the Contractor shall submit an Engineering Change Proposal (ECP).
F. Technical Support The Contractor shall provide technical support, as required for the NavDB during platform installation. This support may include telecoms and meetings. The Contractor shall review and analyze failures and faults arising from field users and simulators.

Quality of Data/Documents 4.2.1
There shall be no more than one (1) rejection of any deliverable. There shall be no more than one (1) total rejection(s) of deliverables per contract year. The Government will reject a deliverable if one (1) or more technical errors or one (1) or more minor errors are found within the deliverable.
Receipt of Data/Documents 4.2.2 There shall be no more than one (1) late submission(s) of deliverables per contract year.
Subscriptions 4.3
The Contractor shall ensure delivery of the subscriptions every 28 days for 14 cycles within in each year of the contract. The Contractor shall ensure the subscription is available seven (7) days prior to the effective date of the subsequent Aeronautical Information Regulation And Control (AIRAC) cycle.
III. Capability Survey Questions
A. General Capability Questions:
1. Describe briefly the capabilities of your facility and nature of the goods and/or services you provide. Include a description of your staff composition and management structure.
2. Describe your company's past experience on previous projects similar in complexity to this requirement. Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual point of contact (Contracting Officer or Program Manager).
3. Describe your company’s experience in repairing the Part Number/NSNs listed that make up the C-130J Navigational Database.
4. Describe your company's capabilities for generating, handling, processing and storing classified material and data.
5. Describe your company's capabilities and experience in generating technical data, engineering drawings and manuals. Identify what software programs are utilized to generate these data products and what formats are available for delivered items.
