PURCHASE DESCRIPTION
Bag, Duffel
This purchase description is approved for use by all Departments and Agencies of the
Department of Defense (DoD).
1. SCOPE
1.1 Scope. This purchase description covers the requirements for a nylon duck duffel bag for use by military personnel of the Department of the Army. The duffel bag is designed to hold individual clothing and equipage allowance.
1.2 Classification. The duffel bag will be available in one type; duffel bag with four (4) compression straps and center zipper closure.
2. APPLICABLE DOCUMENTS

2.4 Order of precedence. Unless otherwise noted herein or in the contract, in the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 First article. When specified (see 6.2), a sample shall be subjected to a first article inspection (see 6.3) in accordance with 4.2.
3.2 Standard sample. The finished duffel bag shall match the standard sample for shade and appearance and shall, unless otherwise indicated, be equal to or better than the standard sample with respect to all characteristics for which the standard sample is referenced (see 6.4)
3.3 Recycled, recovered or environmentally preferable materials. Recycled, recovered, or environmentally preferable materials should be used to the maximum extent possible, provided that the material meets or exceeds the operational and maintenance requirements, and promotes economically advantageous life cycle costs.
3.4 Design. The design of the duffel bag shall conform to Natick Drawings 2-3-0595, 2-3-0599, 2-3-0601, 2-3-0603 and 2-4-0101. The duffel bag has two heavy duty slide fasteners with locking sliders that meet in the middle of the bag opening. There are pull thongs attached to each slider. The duffel bag is closed by slipping the two pulls thongs over the retainer and then inserting the retainer through the grommet on the top of flap (see Drawing 2-3-0595). The duffel bag can be securely locked by attaching a padlock through the retainer. The retainer is held in place by a 3-1/2 inch square piece of basic fabric sewn to underside of bag. The duffel bag has four (4) compression straps (see Figure 1), two side carrying handles, two top closing handles and shoulder straps. These provide means for either hand or shoulder carrying. The shoulder straps shall each have a buckle for adjustment and shall be padded: the pad shall be covered with basic material and be stitched securely to the shoulder strap webbing (see Figure 2). The shoulder straps are reinforced at bottom with webbing stitched to the body of the bag. There is also a reinforcement piece on inside of duffel bag where shoulder straps are attached to bag. A clear plastic pocket is attached to the left end of the bag to accommodate shipping documents.
The pocket has a hook and loop closure at one end. There is also a loop piece of fastener sewn inside the pocket for attaching a nametape (see Figure 3).
3.5 Materials.
3.5.1 Basic material. The cloth for the duffel bag shall be nylon duck, plain weave, dyed
Camouflage Green 483, water repellent treated and coated on the back with a suitable clear polyurethane coating compound conforming to Type I, Class 3, Style A of GL /PD 10-07, unless otherwise specified. As an alternate, a hybrid (950 x 1000d) conforming to the physical requirements specified in Table I when tested as specified in 4.4.3, may be used. If plasticizers are used in the coating, only phosphate or phthalate ester type plasticizers shall be used. The finished cloth shall not present a dermal health hazard when used as intended (see 3.15).

3.5.1.1 Visual shade matching. The color and appearance of the material shall match the standard sample when tested as specified in 4.3.1.
3.6 Components.
3.6.1 Webbing. The finished lengths of the webbing shall be as specified on the drawings
(see 6.5).
3.6.1.1 Webbing (3-inch). The webbing for the handle connector shall be 3-inches wide conforming to Class 2 of MIL-W-17337. The color shall match Camouflage Green 483. The cut ends of the nylon webbing shall be seared (heat cut) to prevent fraying.
3.6.1.2 Webbing (2-inch). The webbing for the shoulder straps, top closing handles, side carrying handles and shoulder strap reinforcement pieces shall be 2-inches wide conforming to
Class 2 of MIL-W-17337. The color shall match Camouflage Green 483. The cut ends of the nylon webbing shall be seared (heat cut) to prevent fraying.
3.6.1.3 Webbing (1-inch). The webbing for the side pocket reinforcement, shoulder strap adjustments and compression straps shall be 1-inch wide conforming to Type III of A-A-55301.
The color shall match Camouflage Green 483. The cut ends of the nylon webbing shall be seared (heat cut) to prevent fraying.
3.6.1.4 Webbing, elastic. The elastic webbing shall conform to Type II, Class 1 of
MIL-W-5664. The elastic webbing shall be 1-inch wide. The color shall match Camouflage
Green 483.
3.6.2 Hardware.
3.6.2.1 Side release buckle. The one inch side release buckles shall conform to ITW Nexus
Part No. 101-4100; National Molding Part No. 8762 for female part and 8781 for male part;
YKK Part No. LBPL-1 (see 6.5), or equal (see 3.16). The buckles shall conform to Drawing 2-4-
0101. Each buckle shall have a minimum breaking strength of 300 pounds and a minimum slip resistance requirement of 300 pounds, when tested as specified in 4.4.3. The color shall match
Camouflage Green 483.
3.6.2.2 Slide fastener. The slide fastener shall conform to Type I, Style 18 of A-A-55634
(see 6.5), with two sliders in a throat-to-throat configuration. Sliders shall be equipped with pull thongs having holes large enough (3/4 to 1-inch) to accommodate slipping over the retainer without straining the pull thongs. The chain shall be individual element, Class II, Size 9-10, Heavy Duty polyamide plastic with a fine tooth design such that the outer edge of each element will protect the tape from slider use damage. The single element pull-off strength shall be a minimum of 35 pounds, the chain puncture strength shall be a minimum of 70 pounds, and the crosswise breaking strength shall be a minimum of 250 pounds, when tested as specified in 4.4.3.
The tape shall be water repellent treated. The color shall match Camouflage Green 483 for slider, chain and tape. (NOTE: Plastic continuous element coil chain shall not be used.) It is critical that the slide fastener chain abut the bartack or top stop at each end so there is no space between them, with no more than 1 individual tooth at end. A 1-inch bartack shall be placed at each end of slide fastener tape, centered over tape. The ends of all slide fastener tape shall be seared (heat cut) to prevent fraying.
3.6.2.3 Grommets. The duffel bag shall have two (2) plain grommets with plain washers.
The grommets and washers shall conform to Type I or II, Class 3 (brass with black finish) size
5 of NASM 16491.
3.6.2.3.1 Attachment of grommets. Holes punched to receive the grommets shall be smaller than the outside diameter of the grommet barrel so that the barrel must be forced through the hole. The grommets shall be securely clinched without cutting the materials. All grommet washers shall be on the outside of the bag. Roll of the clinched grommet shall not contain more than three scores (splits) and no scores (splits) shall exceed 1/16-inch in length. A hole shall be prepunched through the material before inserting the stud eyelet tube or the socket eyelet tube.
The hole shall be smaller than the outside diameter of the applicable eyelet tube, so that the tube must be forced through the hole. Prepunched holes shall not be accomplished by using stud or socket eyelet tubes (as applicable). The fastener components shall be securely clinched without cutting the surrounding material. Roll of the clinched eyelet of the assembled fastener component shall not possess more than three scores (splits). All grommets shall be reinforced with a piece of basic material measuring approximately 3-1/2-inch square, placed inside the turndown facing.
The grommets shall be placed as specified on drawing.
3.6.2.4 Retainer, steel or brass. The retainer shall be either steel or brass and shall conform to Albest P/N WF263-10BD (see 6.5), or equal (see 3.16). The retainer shall be black. The coating shall level out to a uniform continuous dry film of uniform black color with no objectionable orange peel, wrinkles, drops, streaks, or areas of thin or no film. Brass retainers shall be fabricated from half-hard brass wire, 0.1443-inch nominal diameter. Brass retainers shall be given a black chemical finish.
3.6.2.5 Buckles, adjusting. The 2-1/4-inch adjusting buckles used on the shoulder straps shall conform to Waterbury Buckle P/N 09271-09-21883 (see 6.5), or equal (see 3.16). The color shall be black. Each buckle shall have a minimum breaking strength of 400 pounds and a minimum slip resistance of 170 pounds, when tested as specified in 4.4.3.
3.6.3 Tapes.
3.6.3.1 Pull thongs. The tape for the pull thongs shall conform to Type III, 3/8-inch wide of
MIL-PRF-5038. The finished length of the pull thongs, after assembly to the sliders, shall be
4 + 1/8- inches (see Figure 1). The pull thong material shall have a minimum breaking strength of 100 pounds, when tested as specified in 4.4.3. The pull thongs shall be bartacked in two places with a 3/4 to 1-inch opening between bartacks to accommodate the retainer. The pull thong ends shall be seared (heat cut) to prevent fraying. The color of the thongs shall be
Camouflage Green 483.
3.6.3.2 Binding. The tape for the binding shall conform to Type III, 1-inch wide of
MIL-PRF-5038. The color of the tape shall match Camouflage Green 483.
3.6.4 Fastener tape. The hook and loop fastener tape shall conform to Type II, Class 1 or
Type III, Class 4 of A-A-55126 (see 6.5). The width of the hook and loop shall be 1-inch. The color shall match Camouflage Green 483.
3.6.5 Thread.
3.6.5.1 Sewing components. The thread used to fabricate all components of the duffel bag with lockstitch (301) seaming shall conform to Type I or II, Class B (non-wicking), Tex 90-101
(Government size F) for Type I and Tex 90-112 (Government Size F) for Type II, 3 or 4 ply of
A-A-59826. The thread shall be treated with an approved water repellent finish. The color shall match Camouflage Green 483.
3.6.5.2 Bartacks and binding. The thread used for bartacks and lockstitch binding tape attachment shall conform to Type I or II, Class B (non-wicking), Tex 68-70 (Government size E) for Type I and Tex 70-76 (Government size E) for Type II, 3 ply of A-A-59826. The thread shall be treated with an approved water repellent finish. The color shall match Camouflage Green 483.
3.6.6 Padding, foam. The foam used for padding in the duffel bag shoulder straps shall be
1/4 inch thick and conform to ASTM D 6576.
3.6.7 Plastic sheet. The clear plastic sheet for the ID window shall conform to Type I, Class
1, grade A, B or C, finish 1, 0.020-inch thick of A-A-3174.
3.7 Marking.
3.7.1 US marking. The duffel bag shall have the letters “US” printed in black ink, either by marking, direct printing, stamping or stenciling, that will not fade to the point of being illegible after repeated washings and field use. The height of the letters shall be 1-1/2 +1/8-inches and the location of the “US” marking shall be centered on the left top side of the duffel bag 1+ 1/8-inches from top side seam.
3.7.2 Identification marking. The identification marking shall conform to Type IV, Class 5 of MIL-DTL-32075. The finished dimensions of the label shall be 2-1/2-inches by 1-1/4-inches.
All exposed ends of label material shall be seared to prevent fraying. Avoid forming sharp edges. The characters shall be approximately 1/4-inch in height, black in color, made by marking, direct printing, stamping or stenciling on the left underside of the zipper flap on the duffel bag. The marking legibility shall last the expected life of the bag. The printing shall be legible and shall not show off-setting, smearing or bleeding. The identification marking shall include the following information:

3.8 Barcode label. Each duffel bag shall have a barcode label conforming to Type VIII, Class 18 of MIL-DTL-32075. The bar coding element shall be a 13 digit National Stock
Number (NSN). There shall be a 12 digit Universal Product Code (UPC) number assigned for all NSNs by the contracting activity. The initial “UPC” must appear beneath the code. The bar code for NSN and UPC type shall be a medium to high density and shall be located so that it is completely visible on the duffel bag when it is folded and/or packaged as specified and so it causes no damage to the duffel bag.
3.9 Construction.
3.9.1 Stitches, seams and stitching. All stitching and seams shall be consistent and exhibit a uniform appearance and conform to ASTM D 6193 stitch and seam types specified on drawings and in this purchase description. Seam allowances shall be maintained with seams sewn so that no runoffs, pleats, or open seams occur. All stitching shall be backstitched not less than
1/2-inch. All stitching shall be 1/8-inch from edge or spaced 1/8-inch apart, unless otherwise specified. Thread tensions shall be maintained so that there will be no loose stitching resulting in loose bobbin or top thread or excessively tight stitching resulting in puckering of the materials sewn. All seams shall start and finish evenly. All thread ends shall be trimmed to 1/4-inch maximum length.
3.9.2 Bartacks. To maintain durability and functionality, bartacks shall be correctly placed to reinforce points of strain as specified in Table II and indicated on drawings. Bartacks shall be
1/8 to 3/16 inch wide. Nominal lengths and stitches per bartack shall also be as specified in
Table II. Bartacks shall have a minimum of 3 rows of stitching. Bartacking shall be free from thread breaks and loose or tight stitching. All webbing that is inserted into seam allowances shall be bartacked in seam allowance the full width of the webbing. All bartack placements shown in figures shall be used for reference only.

3.10 Use of automated apparel equipment. Automated apparel equipment may be used provided that the finished component conforms to the required size, dimensions and configurations.
3.11 Figures. Figures 1, 2 and 3 are furnished solely for guidance and information. Should variations from the written specification appear in the figures, the written specification shall govern.
3.12 Manufacturing requirements. The duffel bags shall be cut and constructed in accordance with the drawings and this purchase description. Component parts shall be cut from the same piece (dye lot) of fabric. The use of drill holes on visible parts of the duffel bags is prohibited. All inner seams for general assembly of bag, including zipper tape, shall be double stitched or as an alternate, safety stitched with F thread, turned and top stitched.
3.13 Finished measurements. The finished duffel bag shall conform to the finished measurements specified in Table III and on the figures.

3.14 Workmanship. After completion of the final assembly, the duffel bag shall be thoroughly cleaned and all loose threads, lint and foreign matter shall be removed. The duffel bag shall not contain any fabric defects. The duffel bag shall be uniform in quality and shall be free from irregularities or defects which could adversely affect performance, reliability or durability. The finished duffel bag shall conform to the quality of product established by this purchase description.
3.15 Toxicity. The finished duffel bag shall not present a health hazard and shall show compatibility with prolonged, direct skin contact when tested as specified in 4.5.1. Chemicals recognized by the Environmental Protection Agency (EPA) as human carcinogens shall not be used.
3.16 Equal item. Prior to use of an "or equal" item, the contractor shall submit the item with supporting data to the contracting officer for subsequent approval or disapproval by the responsible military agency.
4. VERIFICATION
4.1 Classification of inspection. The inspection requirements specified herein are as follows:
a. First article inspection (see 4.2)
b. Conformance inspection (see 4.3)
4.2 First article inspection. A first article, submitted in accordance with 3.1, shall be inspected for design, conformance to drawings and overall workmanship. The first article shall also include the finished measurements as specified in Table III and on the drawings, examination for defects in Tables IV and V and testing in Table VI. The presence of excessive defects, as defined in the contract (see 6.2), or failure of any testing shall be cause for rejection of the first article.
4.3 Conformance inspection. Conformance inspection shall include shade and appearance of all components, finished measurements as specified in Table III and on the drawings and examination for defects in Tables IV and V. Sampling for inspection shall be performed in accordance with
ANSI/ASQ Z1.4, as defined in the contract (see 6.2), except where otherwise indicated.
4.3.1 Visual shade matching. The color and appearance of the cloth shall match the standard when viewed using the AATCC Evaluation 9, Option A, with sources simulating artificial daylight D75 illuminant with a color temperature of 7500 (+ 200)°K, with illumination of 100 (+
20) foot candles, and shall be a good match to the standard sample under incandescent lamplight at 2856 (+ 200)°K.
4.4 Component and end item inspection. In accordance with 4.3, components and end items shall be tested in accordance with all the requirements of referenced documents unless otherwise excluded, amended, modified or qualified in this document or applicable procurement documents. The Government reserves the right to inspect all components and end items to determine conformance to requirements.
4.4.1 End item visual examination. The duffel bag shall be examined for the defects listed in
Table IV. The lot size shall be expressed in units of duffel bags. All fabric and garment defects shall be scored in accordance with Table IV, which are clearly noticeable at normal viewing and affect serviceability and appearance of the finished duffel bag. The sample unit shall be one completely fabricated duffel bag. Material defects are defined in Section 1 of FED-STD-4.
If needed, a closer inspection will be performed to verify compliance to purchase description requirements. Shade shall be evaluated at a distance of 3 feet.

4.4.2 End item dimensional examination. The duffel bag shall be examined for conformance to the dimensions specified on the drawings and Table V. The inspection and the AQL, expressed in terms of defects per hundred units, shall be as specified in the contract or purchase order.

Buckles shall be set with webbing in proper position as recommended by buckle manufacturer with single layer, locking side of webbing gripped tightly within top/bottom grips. Run tensile machine at 20 inches/minute speed. Webbing shall not slip or slide out within buckle configuration prior to achieving maximum break strength requirement. Any slippage of webbing or if buckles break apart below maximum breaking strength requirements, shall be considered a failure.
5/ Unless otherwise specified, a certificate of compliance shall be submitted and will be acceptable for the stated requirement.
4.5 Methods of inspection.
4.5.1 Toxicity test. When required (see 6.2), an acute dermal irritation study and a skin sensitization study shall be conducted on laboratory animals. When the results of these studies indicate the duffel bags are not a sensitizer or irritant, a Repeat Insult Patch Test shall be performed in accordance with the Modified Draize Procedure (see 2.3). If the toxicity requirement (see 3.15) can be demonstrated with historical use data, toxicity testing may not be required (see 6.2).
5. PACKAGING
5.1 Packaging. For acquisition purposes, the packaging requirements shall be as specified in the contract or order (see 6.2). When actual packaging of material is to be performed by DoD or in-house contractor personnel, these personnel need to contact the responsible packaging activity to ascertain requisite packaging requirements. Packaging requirements are maintained by the
Inventory Control Point’s packaging activities within the Military Service or Defense Agency, or within the military service’s system commands. Packaging data retrieval is available from the managing Military Department’s or Defense Agency’s automated packaging files, CD-ROM products, or by contacting the responsible packaging activity.
6. NOTES
(This section contains information of a general or explanatory nature, which may be helpful, but is not mandatory).
6.1 Intended use. The duffel bag is intended for use by all Soldiers to hold their individual clothing and equipage allowance.
6.2 Acquisition requirements. Acquisition documents should specify the following:
a. Title, number and date of this document.
b. The specific issue of individual documents referenced (see 2.2).
c. When a first article is required (see 3.1, 4.2 and 6.3)
d. Conformance inspection quality acceptance limits (see 4.3).
e. Inspection conditions (see 4.4).
f. Toxicity requirements (see 4.5.1).
g. Packaging requirements (see 5.1).
6.3 First article. When a first article inspection is required (see 3.1), it will be inspected and approved under the appropriate provisions of FAR 52.209-4. The first article should be a pre-production sample. The contracting officer should specify the appropriate type of first article and the number of units to be furnished. The contracting officer should include specific instructions in all acquisitions documents regarding arrangements for selection, inspection and approval of the first article.
6.4 Standard samples. For access to standard samples and patterns and drawings, address the contracting activity issuing the invitation for bids or request for proposal.
