FEDERAL ENERGY REGULATORY COMMISSION

Statement of Work for Parking Renewal Contract

Tuesday, August 04, 2015

DESCRIPTION:

The contractor shall provide and maintain 388 parking spaces and at least two bicycle racks in the parking garage of the Federal Energy Regulatory Commission (FERC) Headquarters, located at 888 First Street, N.E., Washington, DC 20426, the parking spaces on the P2 and P3 levels of the garage. Contractor shall also provide five spaces located on the P1 garage level for FERC Government vehicles. An agreement between FERC and the landlord, Rosche/Union Center Plaza Corporation (UCP), 5301 Wisconsin Avenue, N.W. Washington, DC 20015 will need to be re-negotiated with a period of performance of a base with four, one year options: 10/01/2015 – 09/30/2020.

The contractor shall inform the Government of rate increases no later than April 1st prior to any option year. The rate increase shall include a justification, supported by an area parking analysis.

The Contractor shall provide parking permits each year to be used by the government to identify vehicles authorized to park in the garage. Permits will be made available to FERC Logistics Division at least 60 days prior to the beginning of each fiscal year.

The contractor shall inform all other parking tenants of the Government parking requirements. By this measure the contractor shall notify all other parking tenants occupying spaces in the 888 building that: Access to the P2 and P3 levels of the garage are restricted to government personnel only; use of stairwell number four (4) is required for access to the lobby for exiting the garage; and that the use of elevators will not be authorized for other than FERC personnel and handicapped individuals.

The contractor shall provide a point of contact for issues regarding parking in garage.

The contractor must provide 30 day notice of garage maintenance that will affect parking. Notice of emergency maintenance and contingency plans (whenever possible) shall be communicated to FERC as soon as possible.

The contract will provide the following:

1. Provide effective lighting and ventilation for all areas of the parking garage.

1. Post and maintain signs advising of 24-hour video surveillance. (Surveillance itself at Government expense)

1. Post and maintain signs advising that unauthorized vehicles will be towed away at the expense of the vehicle owner. (Contractor not required to actually tow)

1. Provide the necessary traffic and safety signs and notices necessary to ensure that use of the garage is operated in the safest manner.

1. Conduct periodic checks to ensure that only authorized vehicles are parked in the garage.

The contractor will also provide maintenance for the parking garage and the access ramp:

1. Touch-up striping and marking of spaces 60 days upon award and then every two calendar years (during after-hours and or weekends).

1. Sweep and remove debris on a daily basis.

1. Repair water leaks and remove water from flooded areas.

1. Repair of cracks and/or holes.

1. Snow removal, sanding or salting for ice – and then after the cleanup of sanding and or salting.

1. Thorough scrubbing of the parking garage not less than once a year. This scrubbing must be accomplished after normal working hours and or weekends.

1. Regular preventative maintenance for all garage doors.

1. An engineer must be available for emergencies during and after duty hours.
