STATEMENT OF WORK
Dated: 7.26.18
Title: Develop Hazardous Devices ConOps for FEMA Region II
According to Presidential Policy Directive- 8: National Preparedness (PPD-8), the nation must maintain a level of preparedness for the full spectrum of hazards and threats which face the country. The Development of the Hazardous Devices Regional ConOps for Region II Emergency
Management Agency (FEMA) supports the all-hazards response mission through the development and maintenance of specialized expertise, capabilities, and programs that help provide the foundation for a coordinated response to Bombing (Explosive)-related threats and incidents. This includes working with the FEMA Regional Offices, Law Enforcement Agencies, SME’s and other necessary agencies within Federal, State, Local, and Tribal in the development of policies, plans, procedures, funding and technical capacity in support of a regional Hazardous
Devices ConOps to support preparedness and incident response activities.
The volume of reports of suspicious packages/devices has risen dramatically. The “see something, say something” campaign can be judged effective, but has created an immense burden on first responders, especially police (including specialized units and bomb squads.) The bombings by Rahami in NY and NJ are a keen reminder that the specter of terrorism continues to threaten the Region. The threat of bombings remains a regular threat to the Region but is increased due to the numerous special events in the Region. According to National Bomb Squad
Commanders Advisory Board there were 4780 Bomb Squad Incident Responses in 2016.
Project Objectives
The purpose of the Region II Preparedness Division is to increase preparedness among the whole of community. This includes Technical Support to our First Responders to better train, exercise, equip, and respond to incidents involving Hazardous Devices. FEMA Region II wants to develop a Hazardous Devices ConOps through a series of workshops and meetings that can encourage the participation and preparedness of Federal, State, Tribal, and Local partners in the Bomb Squad arena. This ConOps workshop and meetings should be a combination of both presentation and scenario-based discussion that seeks to provide information on the development of a Regional
Hazardous Devices ConOps with Law Enforcement Sensitivity.
Project Goals
Create a Regional Hazardous Devices ConOps.
Develop format an agenda for a 1-day workshop
Working with FEMA, FBI, NYPD and other Fed, State, Tribal, Locals Collaborate on
ConOps Development to include Preparedness cycle, Response, and investigation
Create workshop materials, to include Powerpoint Presentation, Workshop Participant
Sign In, and Participant Feedback Form
Finalize graphics and materials, and develop an electronic password protected LE
Sensitive ConOps Document, 1 sign, table tent cards, and badges.
Submit an Executive Summary of Discussions from each workshop, to include participant feedback.
Provide FEMA with recommendations on how to improve ConOps development workshop for future deliveries by FEMA Regional staff.
SCOPE OF WORK
FEMA Region II Hazardous Devices ConOps Workshop: A lead contracting partner will work with the staff of FEMA Region II’s Preparedness and Protection Division team, the FBI, the NYPD, ATF, NBSCAB and other designated Fed, State or local partners to develop the workshop material. The workshops will be conducted in a location to be determined during the planning, but limited to the New York City Area. The contractor will develop and provide an electronic Regional Hazardous Devices ConOps Document which is LE Sensitive and workshop materials, including presentations, scenario based discussions, and participant feedback. The consultant will assist in the conduct of 3 workshops, and provide FEMA with a summary of the discussions and challenges identified by participants, as well as a separate list of recommendations on how FEMA can improve the ConOps workshop for future deliveries.
General Support to all activities will include:
Assist in coordination of meetings with planning team, including taking meeting minutes
Provide staffing support and agenda planning
Compile information into a Regional ConOps
Deliverables: The contractor will prepare and provide the following information:
Meeting minutes from planning meetings
Development Hazardous Devices ConOps Manual (LE Sensitive) through Workshops
Up to 3 Powerpoint presentations for preparedness or Law Enforcement lectures
Powerpoint presentation to guide discussions for ConOps Development
Electronic Password Protected LE Sensitive ConOps manual, 1 sign, table tent cards and badges.
Participant Feedback Form
Conduct 3 continuous development workshops
Executive Summary of Discussions from workshops
Final report of recommendations for FEMA to improve development ConOps workshop delivery in future
