Transportation Regional Incentive Program
Project Name: Quintette Rd (CR184) and CR95-A Intersection Improvements
TRIP was created to improve regionally significant transportation facilities in "regional transportation areas." State funds are available throughout Florida to provide incentives for local governments and the private sector to help pay for critically needed projects that benefit regional travel and commerce.
If selected for funding, the Florida Department of Transportation (FOOT) will pay up to 50 percent of project costs for public transportation facility projects. Projects must; "Serve national, statewide, or regional functions and function as part of an integrated regional transportation system".
While there is no rigid application procedure, the District has created this form for Implementing Agencies and Regional Transportation Authorities to facilitate the assembly of pertinent project information related to candidate TRIP projects. The goal of this document is to provide a framework to project sponsors.

East Quintette Road is a major corridor for the logging industry as it serves most, if not ali of the iogging truck traffic north east of this intersection that transports ioads of puipwood to the intemationai Paper Mlii in Cantonment. East Quintette Road served as the oniy avaiiable connection from Escambia County to Santa Rosa County immediateiy foliowing Mum'cane ivan in 2004. intersection improvements wiii improve safety and reduce deiays.

Narrative
The intersection of Quintette Road (CR198) and CR95-A is located in central eastern Escambia County approximately 11 miles north of the US HWY 29 / I-10 interchange, 3 miles north of the International Paper Cantonment Paper Mill, 18 miles west of the City of Milton in Santa Rosa County, and 44 miles from the center of the Blackwater River State Forest. The east/west legs of the intersection are offset approximately 115 feet from one another creating a geometrical hazard for the smooth flow of intersection traffic. There is no available right of way for a lateral shift on the west side of the intersection, but the east side boasts an approximate right of way of 100 feet to accommodate a northerly shift. Immediately adjacent to this intersection is a concrete plant, asphalt plant, high end vehicle restoration complex, a new residential development, and a proposed convenience store/fueling station on the northeast corner.
Quintette Road (CR 184) is a vital route for logging traffic from points to the northeast extending to the FL/AL state line to provide pulpwood to the International Paper Mill at Cantonment. Quintette Road has also served as the only connection between Escambia and Santa Rosa County in the event of a catastrophic storm, as occurred in 2004 in the aftermath of Hurricane Ivan when the US 90, I-10, and US 98 bridges were all incapacitated and incapable of carrying traffic. Current traffic counts on East Quintette Road are an AADT of 5700 per 2022 FDOT Traffic Counts with West Quintette yielding and AADT of 1050. CR 95-A immediately south of the intersection has an AADT of 9,700 per 2022 FDOT Traffic Counts with the north leg of CR95-A yielding an AADT of 2,600.
A signal warrant study was conducted at the intersection in Summer 2023 resulting in a warranted signal without the addition of the proposed convenience store. A westbound right turnlane is also proposed to reduce delay with logging trucks turning north onto CR 95-A.
Preliminary sketches indicate the proposed improvements can be facilitated within the existing public rights of way, but a potential corner clip donation of the Circle K property may be needed once the design is underway. Circle K has obligated $250,000 toward the intersection improvements via email, with an official agreement under review for acceptance at an upcoming BOCC meeting. Escambia County will be obligating $1,275,000 at an upcoming BOCC meeting in February 2024.

WEST FLORIDA REGIONAL PLANNING COUNCIL
THIS INTERLOCAL AGREEMENT is made and entered into by and among the Florida-Alabama Transportation Planning Organization, Okaloosa-Walton Transportation Planning Organization , Bay County Transportation Planning Organization , all of which are public agencies/metropolitan planning organizations created pursuant to Chapter
339.175 and 163.01 , Florida Statutes (herein referred to as "TPO's"); The Board of County Commissioners of Washington County, Florida, The Board of County Commissioners of Holmes County, Florida , and the Emerald Coast Regional Council f/k/a West Florida Regional Planning Council , a public agency/regional planning council created pursuant to Chapter 186 and 163.01 Florida Statutes, authorized to conduct business in the State of Florida, FEI/EIN 59-0500582, with a principal address of 4801 E.
Olive Road , Suite A, Pensacola , Florida 32514 (hereinafter referred to as the "ECRC") .
Each of the foregoing entities is referred to separately as a "Party" and collectively as the "Parties ."
WITNESSETH:
WHEREAS, section 163.01, Florida Statutes, permits governmental units to make efficient use of their powers by enabling them to enter into lnterlocal Agreements to cooperate with other local governmental units on a basis of mutual advantage and thereby to provide services and facilities in a manner and pursuant to forms of governmental organization that will accord best with geographic, economic, population , and other factors influencing the needs and development of local communities;
WHEREAS, pursuant to section 339.175, Florida Statutes, the Florida-Alabama Transportation Planning Organization, the Okaloosa-Walton Transportation Planning Organization and the Bay County Transportation Planning Organization , are each established as a "metropolitan planning organization" by the State of Florida and by the Local Governments which are a constituent of such Transportation Planning Organization ; and
WHEREAS, presently and previous to the existence of this lnterlocal Agreement, the ECRC provides staffing and management to the Florida-Alabama Transportation Planning Organization, the Okaloosa-Walton Transportation Planning Organization and the Bay County Transportation Planning Organization; and
WHEREAS, Washington and Holmes Counties are considered rural counties not part of a MPO/TPO designated boundary, in relation to section 399.175, Florida Statutes;
WHEREAS, section 339.2819, Florida Statutes, creates within the Florida Department of Transportation a Transportation Regional Incentive Program (TRIP) that provides funds to improve regionally significant transportation facilities in Regional Transportation Areas created pursuant to Section 339.155, Florida Statutes; and
WHEREAS, section 339.155(4)(c) , Florida Statutes, allows regional transportation plans to be developed in regional transportation areas in accordance with an interlocal agreement entered into pursuant to section 163.01 , Florida Statutes, by two or more contiguous metropolitan planning organizations and/or two or more counties not members of a metropolitan planning organization; and
WHEREAS, this lnterlocal Agreement is intended to be the agreement contemplated by section 339.155(4)(c) , Florida Statutes, to designate the ECRC as the Reg ional Transportation Planning Organization within the boundaries of: Escambia, Santa Rosa, Okaloosa, Walton , Holmes, Washington and Bay Counties, Florida.
NOW, THEREFORE, for good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged, the parties enter into this lnterlocal Agreement.
1. In accordance with section 339.155(4), Florida Statutes, the parties identify Emerald Coast Regional Council, formerly known as West Florida Regional Planning Council ("ECRC") as the Regional Transportation Planning Organization , for the purposes outlined in section 339.155(4) , Florida Statutes.
2. The boundaries of the Regional Transportation Area are: Escambia , Santa Rosa , Okaloosa, Walton , Washington , Holmes, and Bay Counties, Florida, in their entirety.
3. The duration of this agreement shall be effective upon full execution of all Parties, and will continue until all Parties agree to terminate this lnterlocal Agreement.
4. This Agreement may be terminated, modified or rescinded as follows:
(a)A County or TPO may propose modifications to this agreement at any time with written notice to the ECRC chief executive officer or ECRC board of directors, and
(b)Unanimous written agreement of the Parties that expressly terminates, modifies or rescinds this Agreement.
5. The process for creating and updating the regional transportation plan will :
(a) At a minimum, identify regionally significant transportation facilities located within a regional transportation area and contain a prioritized list of regionally significant projects. The projects shall be adopted into the capital improvements schedule of the local government comprehensive plan.
(b) ECRC shall prepare and adopt application cycles, criteria for evaluation , 7.
and other necessary processes to develop the regional transportation plan .
6. This lnterlocal Agreement shall be recorded in the Official Records of each of the following counties in Florida : Escambia ; Santa Rosa; Okaloosa; Walton; Bay;
Washington; and Holmes.
7. Each of the Parties represents and warrants that the undersigned representatives of the TPO's, the Counties , and of ECRC are authorized to sign this Agreement and thereby to obl igate and bind that Party.
IN WITNESS WHEREOF, the parties hereto have duly executed this lnterlocal Agreement on the respective dates under each signature below.

ESCAMBIA COUNTY, FLORIDA, ADOPTING THE 2022-2026 UPDATE
TO THE FIVE-YEAR SCHEDULE OF CAPITAL IMPROVEMENTS FOR
INCORPORATION INTO PART II OF THE ESCAMBIA COUNTY CODE
OF ORDINANCES, THE ESCAMBIA COUNTY COMPREHENSIVE
PLAN: 2030, AS AMENDED; PROVIDING FOR SEVERABILITY;
PROVIDING FOR RECORDING OF AN UNCODIFIED ORDINANCE, AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, pursuant to Section 163.3177(3)(b), Florida Statutes, and Objective CIE 1.2, Escambia County Comprehensive Plan: 2030, the County is required to annually review and update its Five-Year Schedule of Capital Improvements; and
WHEREAS, the aforementioned provisions of Florida Statutes and the Escambia County Comprehensive Plan provide that modifications to update the Five-Year Schedule of Capital Improvements may be accomplished by ordinance, and may not be deemed amendments to the Comprehensive Plan; and
WHEREAS, pursuant to Section 125.68(1 )(b), Florida Statutes, the Board of County Commissioners has determined that due to the frequency of the updates, codification and publication of the updates is not reasonable; and
WHEREAS, the Board of County Commissioners of Escambia County, Florida finds that the adoption of this ordinance and incorporation of the 2022-2026 Update to the Five-Year Schedule of Capital Improvements into the Escambia County Comprehensive Plan: 2030 is consistent with the intent of Objective CIE 1.2 of the Comprehensive Plan and is in the best interest of the County and its citizens.
NOW, THEREFORE, BE IT ORDAINED by the Board of County Commissioners of Escambia County, Florida, as follows:
Section 1. Purpose
The purpose of this ordinance is to fulfill the requirements of Section 163.3177(3)(b), Florida Statutes and Objective CIE 1.2, Five-Year Schedule, Escambia County Comprehensive Plan: 2030 by adopting the 2022-2026 update to the Five-Year Schedule of Capital Improvements.
Section 2. Schedule of Capital Improvements
The 2022-2026 update to the Five-Year Schedule of Capital Improvements, attached as Exhibit A, is hereby adopted, in accordance with guidance in Comprehensive Plan Objective CIE 1.2, Five-Year Schedule.
Section 3. Supporting Documents
A significant portion of the 2022-2026 update to the Five-Year Schedule of Capital Improvements includes information provided in the following documents, which are incorporated herein by reference:
The Florida-Alabama Transportation Planning Organization Fiscal-Years 2023-2027 Transportation Improvements Program (TIP), attached as Exhibit B.
The Escambia County School District Facility Work Plan, attached as Exhibit C.
Section 4. Severability
If any section, sentence, clause or phrase of this Ordinance is held to be invalid or unconstitutional by any Court of competent jurisdiction, the holding shall in no way affect the validity of the remaining portions of this Ordinance.
Section 5. Recording
Pursuant to Objective CIE 1.2, Escambia County Comprehensive Plan: 2030, due to the frequency of the updates to the Five-Year Schedule of Capital Improvements, this ordinance shall not be codified, but shall be recorded in a book kept for that purpose and maintained by the Clerk of the Board of the County Commissioners, in accordance with Section 125.68, Florida Statutes.

STATUTORY ELIGIBILITY
Statutory Eligibility Requirements
The proposed intersection improvements will improve intersection geometry and safety by installing the warranted signal. This intersection conveys roadway users to US Hwy 29 (SR95) which is a SIS facility.
The local funding commitment for this application will be ratified by BOCC action at the February 8, 2024 BOCC meeting to complete the match requirement shown on the TRIP application and cost estimate breakdown shown within the project narrative document.
The Escambia County CIP will be amended to include the project at the same February 2024 BOCC meeting.
The Escambia County Land Development Code Design Standards Manual provides for Access Location Spacing in Section 2-2.1 depending on the posted speed of the roadway.
