Solicitation Number FDA-SOL-1146762
Cigarette Physical Testing Machine
PART 1 – DESCRIPTION
The U.S. Food and Drug Administration’s (FDA) Office of Regulatory Affairs (ORA)-Southeast Regional Laboratory (SRL) has a need for a cigarette physical testing machine for the purpose of supporting new tobacco product submissions at Center for Tobacco Products. The requested instrument is a compact, rack mounted modular device that performs several physical parameter measurements in an automatic unattended fashion. These physical parameters are used to describe a tobacco product and can be used to correlate product design features to regulatory tests results; manual measurement of these parameters is tedious, time consuming and subject to human error.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a separate written solicitation will not be issued.
This solicitation is a Request for Quote (RFQ) using FAR Parts 12 and 13 procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82. The North American Industry Classification System (NAICS) code for the proposed acquisition is 334516- Analytical Laboratory Instrument Manufacturing.

o Cigarette pressure drop (or resistance to draw) and ventilation with filter capabilities. This test function must include an automatic internal calibration system to measure and adjust for changes in ambient conditions.
o Cigarette and filter rod hardness.
• The pressure drop and ventilation test station shall be equipped with all necessary accessories so that both filter tips and whole cigarettes can be run on the same test station.
• The cigarette hardness test station shall include all varieties of cigarette compression surfaces (anvil heads or equivalent terminology) used in performing cigarette hardness.
• The testing machine shall have a computer controlled user interface to allow the user to schedule testing function for unattended operation.
• The user interface shall allow the user to select the number of cigarettes per test station and the type of test to be used.
• If the testing machine generates printable records, then a laser printer shall be included with the purchase price.
• If the testing machine requires a separate computer, then the computer, laser printer, monitor and user interface devices shall be included in the purchase price.
• If the computer interface system uses a Microsoft Windows operating system, then the operating system shall be at least Windows 7 or later.
• The system shall include a one-year full manufacturer’s warranty on all parts, travel and labor, including software and hardware and shall include at a minimum: coverage on all non-consumable items and parts supplied including base instrument, computer, monitor, printer, and unlimited on-site service visits with a maximum 72-houron-site response time factory-certified preplacement parts, engineer labor and travel costs, software updates and notifications.
