Attachment 1 - Questions & Answers

1. CSS, Minimum Technical Requirements, pages 1-2: Synopsis paragraphs 2, 3, and 4 cite

UHP liquid Argon and Nitrogen respectively. Request the Government provide specified purity and impurity levels of each product. In other words, the assay of the microbulk liquid Argon, microbulk Nitrogen, and bulk Nitrogen. This information is essential to contemplating the cost and proper grade and purity of the product.

Answer: The Nitrogen and Argon are both needed at no less than 99.998% purity.

2. CSS, Minimum Technical Requirements, pages 2: Synopsis paragraph 4, bulk liquid Nitrogen discusses usage will increase compared to the first phase as more people move into the building. Request the Government be specific about the timeline of the increase and provide more specificity on the percentage increase usage. Will the estimated first phase usage be the cited 1,900 CCF or is that the expected increased usage? This information is important to contemplate the proper tank size ensuring the most efficient fill frequency.

Answer: The moves have been completed. Current monthly usage is between approx.

90,000 – 120,000 CF.

3. CSS, Minimum Technical Requirements, pages 1-2: Request the Government provide the engineered specifications and pad sizes of the 2 microbulk pads and bulk pad. We also request the Government indicate the seismic rating of the location. This information is essential to contemplating the specifications of the tank the contractor must cost, source, and supply.

Answer: The pads have already been installed and are within proper specifications.

Micro Nitrogen- 6’x6’x5”. Micro Argon- 10’x12’x19”. Bulk Nitrogen- 14’x14’x11”.

4. Please clarify whether a Certificate of Analysis is required for any of the microbulk and bulk products. If so, will the Government accept a separate fee for each certificate?

Answer: No, a certificate of Analysis is not needed.

5. Will the Government accept a partial bid in the event a product or products is/are not available to supply?

Answer: No.

6. Line item #1 on the Schedule of Required Gases for Liquid Nitrogen 180L (low pressure, 23-

PSI), shows an estimated usage of 350 vessels per year. There is potential that this product could be better served with a single 600-gallon low pressure vessel (23-PSI), also capable of filling smaller vessels/containers of various sizes on-site as needed. This would result in a considerable cost-savings to the FDA in both vessel rental and Liquid Nitrogen product. Is the FDA interested in considering this option as a potential improvement to the supply of Line item #1? If so, what are next steps?

Answer: No, due to the individual needs of the scientists this is not applicable.

7. Are all delivery points and receiving locations DOT compliant?

Answer: Yes.

8. Are all liquid bulk and/or microbulk delivery points adequately accessible by a 6000-gallon liquid tanker/truck (approx. 53' in length)? If not, what size transport vessel is necessary?

9. If a physical site evaluation is not permitted, we would like to verify logistical feasibility and safety in some way. Can a map or diagram of each delivery point on campus be provided?

Answer: Per solicitation amendment FDA-CSS-1238961_0001, a site visit is being offered 29 June 2021 at 9:00 am CT. Space is limited due to social distancing requirements. Each Contractor is limited to two attendees. Notification of intent to attend plus a completed

"Attachment 1- Jefferson Labs (JL) Visitors COVID-19 Screening Questionnaire" for each attendee were required to be sent to Jennifer Johnson at jennifer.johnson3@fda.hhs.gov no later than 7:00 AM (CT) on June 28, 2021.

10. In the event of a bulk liquid vessel changeout, do each of the existing bulk and/or microbulk storage vessels have adequate access for an overhead crane and appropriate rigging for removal and installation of the new vessel?
