Part 3 – Description/Specifications/Work Statement

3.1 Background

The White Oak Animal Program (WOAP) is responsible for ensuring that the animal facility in Building 10 on the U.S. Federal Drug Administration’s (FDA) White Oak (WO) campus functions in conformance with applicable laws, policies and guidelines that govern the humane care and use of animals used in biomedical research. The facility is registered with the United States Department of Agriculture (USDA), has a current assurance on file with the National Institutes of Health’s (NIH) Office of Laboratory Animal Welfare, and is accredited by the Association for the Assessment and Accreditation of Laboratory Animal Care International (AAALAC).

3.2 Scope of Work:

Individually ventilated cage (IVC) racks for rodents protect staff from hazards and allergens, create a better environment for research animals, and improve the use of available space in the animal holding room, increasing our capacity to care for animals. IVCs capable of full negative pressure operation are best to use with Animal Biosafety Level (ABSL) 2 work, and shall even be used for ABSL 3 work in some situations. The WOAP currently has only three PI owned ventilated rodent racks and no caging setup for automatic watering, as is the standard caging for the adjacent CBER vivarium and most modern animal facilities. It is the intent of this purchase to obtain IVC racks for rodents capable operating in full negative or positive pressure with a HEPA filtered supply and exhaust air environment, capable of utilizing the automatic watering system already in place in the WOAP facility. Additionally, IVC racks shall save space (increased density), labor (longer change intervals), and water (provide fresh RO water as needed). The cages on the IVCs must conform to the Guide for the Care and Use of Animals for animal holding of rodents. The following specifications are to optimize conditions for mice and rats, as well as, durability of equipment and best utilization of space to maximize capacity and convenience/ efficiency of animal care and husbandry.

3.3 Specifications/Tasks:

Ventilated rack systems must not require facility renovations, including alterations to the building HVAC system, in order to accommodate their use.

The equipment shall provide a micro-environment that shall meet or exceed the housing specifications listed in the 2011 Guide for the Care and Use of Laboratory Animals (http://qrants.nih.gov/qrants/olaw/Guide-for-the-care-and-use-of-laboratorv-animals.pdf).

All racks must provide for flexible room design to provide maximum cage capacities per animal room and all must have configurations to accommodate mice (mouse and rat racks); larger cages (rat racks) shall allow configurations for mice, rat and guinea pig housing.

The system shall be capable of operating and maintaining containment in negative, as well as positive pressure modes. System shall have the capability to connect and exhaust through the existing facility exhaust system, if required.

* Equipment shall be capable of operating with a mobile/tower air handler, preferred, or rack mounted air supply and exhaust (must have enough blowers to operate all 10 racks being requested); vibration at the cage level should be minimized and not negatively impact breeding or behavior.

The IVC ACHs should be fully adjustable; each cage set up includes both supply and exhaust air ports. ·

Air handlers shall have the option to be equipped with alarms that are capable of WIFI connectivity for remote monitoring and a non-audible option to ensure minimal disruption to rodents.

The operation of the air handling units shall not impact the ability of the building HVAC units to meet the ventilation and heat load limitations of the animal room.

The air handling unit control screens shall be able to be darkened when user chooses to eliminate disruption to the circadian rhythm as a research variable and/or adverse effect on the health of the animals.

The IVC must be capable of preventing the escape of mouse allergens into the room environment.

The system should provide a quiet environment. Contractor shall provide the noise level of the IVC/ Air Handling Units specified.

Cages shall have adequate filter space capable of maintaining the microenvironment in a passive/static mode in the event of a power failure for a minimum of 72 hours to ensure survivability of the animals; the cage bottom & lid must fit tightly together to maximize air flow through the filter material if not provided as HEPA filtered air from the blower.

· Filter material shall provide at least a 0.3 micron microbiological filter so that on either pressure mode both the animals and the operators are protected.

Mouse and rat racks and caging components shall be constructed of high quality and corrosion resistant stainless steel and durable plastic/rubber/silicone materials that shall be repeatedly washed with detergents at 180-190° F and autoclaved up to 275° F.

The mouse racks should be available as single or double sided with a variety of configurations, offering designs capable of housing 70 - 160 cages/rack.

· Mouse rack height from the floor to the highest placed cage on the rack shall not exceed 80 inches.

· Mouse rack length shall not exceed 70 inches.

· Mouse rack width shall not exceed 36 inches.

· This ensures that animals shall be visualized without the use of anything more than a two-step ladder to ensure ergonomic safety as well as maximizes housing capacity within available animal room floor space.

Rat racks shall be available as a single or double sided rack with a variety of configurations offering designs capable of housing 30 - 70 cages/rack.

· Rat rack height from the floor to the highest placed cage on the rack shall not exceed 80 inches.

· Rat rack length shall not exceed 77 inches.

· Rat rack width shall not exceed 36 inches.

· This ensures that animals shall be visualized without the use of anything more than a two-step ladder to ensure ergonomic safety as well as maximizes housing capacity within available animal room floor space.

Cage suspension racks and runners shall have minimal screws and rivets to reduce the number of areas where dirt, dust, and pathogens could accumulate.

Cage and Rack air flow components (supply and exhaust ports/connections) shall be constructed of smooth, non-tacky materials to eliminate the possibility of dust and/or bedding being attracted to the surface of the port to prevent any blocking of the exhaust and interfering with the air flow through the cage.

All (rat/mouse) racks shall be equipped with a stainless steel automatic watering system to include water valves for each cage is a reverse-S or similar design to allow complete flushing and draining of system. Quick connects shall be furnished to connect into the existing Edstrom automatic watering system (supply and return/flush).

All (rat/mouse) caging and water bottles shall be constructed of a high temp polysulfone or similar material that shall not release Bisphenal A (BPA).

All (rat/mouse) water bottles for all cage sizes required shall be external to the cage, and have the ability to be placed and removed without handling the cage itself in order to prevent disruption to the animal, impacts to the scientific research, and additional labor burden to the husbandry and research staff.

Water bottle sipper tubes shall be conical in shape to ensure maximum use of the water in the bottle and the animals' access to it.

The point at which the sipper tube or water valve enters the cage should ensure that the cage maintains a proper level of biosecurity and does not allow escape of any animals.

Mouse cage floor area shall be at least 77.5 square inches to ensure housing density compliance with the eighth edition of the Guide for the Care and use of Laboratory Animals for the housing of five adult mice or three adult mice with a litter present.

· The IVC system must support a 14-day change interval with 5 adult mice per cage.

Rat cage floor area shall be at least 144 square inches to ensure housing density compliance with the eighth edition of the Guide for the Care and use of Laboratory Animals for the housing of two adult rats up to 500g each.

· The IVC system must support a 7-day change interval with 2 adult rats per cage.

The animals must be visible from the front of the cage without moving the cage on or from the rack.

All (rat/mouse) caging shall be equipped with latches at both the back and front of the cages to secure the lid to the cage bottoms and to mechanically engage the cage/lid gasket to ensure proper cage seal to protect the microenvironment and preclude the animals from escaping should the cage be dropped or mishandled.

All (rat/mouse) caging shall have a wire bar lid or suspended tray to provide feed.

All IVC racks shall have the ability to be easily disassembled from the blower(s), sanitized, autoclaved, and reconnected to blower motors by one (1) individual without the use of a ladder or stool for staff safety considerations to prevent injury. Additionally, all components that require periodic replacement such as air handling unit filters, shall be readily accessible and simple to change.

Air supply to and exhaust from the cage shall be designed to minimize anxiety and effects on normal behavior.

All fixed plenums shall be designed for ease of sanitation to ensure adequate drainage of water during and after the wash cycle in order to prevent microbial and viral agent retention after sanitation procedures; minimize plenum contamination and/or cross-contamination. Additionally, any removable plenums shall have the ability to be removed and replaced by one (1) individual without the use of a ladder or step stool for staff safety considerations to prevent injury.

· ease of storage and sanitation handling;

· cage components should be stackable;

· caging should be compatible with current caging systems of the WOAP and CBER vivariums.

The system should provide a quiet environment. Please provide the noise level of the IVC/ Air Handling Units specified.

Please include technical specifications of the IVCs specified in the bid.

The system should be energy efficient and operationally cost efficient. Please include technical specifications for the air handling systems.

Part 4 – Inspection and Acceptance 4.1 The Contracting Officer’s Representative (COR) (see Part 6) will perform inspection and acceptance of materials and services to be provided at location in Part 5.

Part 5 – Deliverables or Performance

5.1 Deliverable

Provide four (4) complete Operation and Maintenance Manuals for each piece of equipment listed below at the time of delivery, to include information on air handlers:

(1) Single Sided Mouse Racks

(1) Double Sided Mouse Racks

(1) Single Sided Rat Racks

(1) Double Sided Rat Racks

5.2 Additional Requirements

The contractor shall provide the following:

· Provide qualified contractor representatives shall be available to provide support over the telephone, in person, on-site, or via email Monday thru Friday 8:00 AM to 4:00 PM EST, excluding federal holidays. Response time for call back shall be within two (2) hours of a support call being placed.

· As part of the first delivery and set-up of each piece of equipment listed in the specifications, train FDA Whiter Oak staff (up to 30 people) on its operation and maintenance.

· Provide annual equipment calibration and troubleshooting support, as needed, which includes, but may not be limited to, ensuring proper operating requirements are met and verified in accordance with the 2011 Guide for the Care and Use of Laboratory Animals (The Guide) (http://grants.nih.gov/grants/olaw/Guide-for-the-care-and-use-of-laboratory-animals.pdf).

5.3 Maintenance/Support

· In addition to any other warranties by law or set out elsewhere in this Contract, the Contractor shall provide provisions for emergency, on demand repair and maintenance support including labor, travel, and replacement parts for any defect of equipment, material, or design furnished, or workmanship performed by the Contractor or any of his subcontractors or suppliers at any tier, including software failures, during a period of twelve (12) months after final acceptance of all equipment. Under this warranty the Contractor shall remedy at his own expense, any such failure to conform or any such defect. In addition, the Contractor shall remedy at his own expense any damage to GSA owned or controlled real or personal property, when that damage is the result of the Contractor’s failure to conform to Contract requirements or any such defect of equipment, material, workmanship, or design. The Contractor shall also restore any work damaged in fulfilling the terms of this clause. The Contractor’s warranty with respect to work repaired or replaced hereunder shall run for one year from the date of such repair or replacement.

· The contracted agency shall provide unlimited phone support for any and all equipment and software provided by the contracted agency for no less than a period of twelve (12) months from the date of acceptance of all equipment.

5.4 Date of Performance

Delivery of Equipment shall be 90 to 120 days after award of the contract.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e) (1) Notwithstanding the requirements of the clauses in paragraphs (a), (b), (c) and (d) of this clause, the Contractor is not required to flow down any FAR clause, other than those in this paragraph (e)(1) in a subcontract for commercial items. 8.2 Technical Proposal

1) The Offeror shall demonstrate that they can meet housing specifications listed in the 2011 Guide for the Care and Use of Laboratory Animals (http://grants.nih.gov/grants/olaw/Guide-for-the-care-and-use-of-laboratory-animals.pdf).

2) The Offeror shall demonstrate that they can meet all the specifications in Part 3.3.

3) The Offeror shall describe the performance characteristics of the caging and rack equipment and how well they meet ergonomic standards and ease of operation for feeding and watering, cage changing, cage docking and access into cages, as well as disassembly, sanitation and reassembly of racks.

4) The offeror shall demonstrate that they can provide maintenance and support services in Part 5.3.

5) The Offer shall demonstrate they can meet the proposed deliverable schedule in Part 5.4.

8.3 Past Performance The Offeror shall identify three projects that it has performed within the last three years for the same or similar requirements.

8.4 Price Proposal The price proposal shall represent the Offeror’s response to the requirements of the solicitation.

The Offerors ability to complete pricing table in Part 2.1.

PART 9 – Evaluation Factors for Award

9.1 Evaluation Factors

The Government will evaluate the quote to ensure that it is technically acceptable in accordance with the requirements in Part 3 and that the price is fair and reasonable from the Offeror. Award will be made to the party whose proposal offers the best value to the Government, Technical, Past Performance, and Price will be considered. The Government may award this contract other than lowest price technically acceptable offer. The Government will evaluate information based of the following evaluation criteria: 1) Technical Capability, 2) Past Performance and 3) Price. Technical Capability when combined with Past Performance is significantly more important than price. When all factors are equal, price becomes the determining factor.

9.2 Technical Capability

1) The Offeror meets the capability that they have provided housing specifications listed in the 2011 Guide for the Care and Use of Laboratory Animals (http://grants.nih.gov/grants/olaw/Guide-for-the-care-and-use-of-laboratory-animals.pdf).

2) The Offeror meets the capability that they have met all the specifications in Part Part 3.3.
