1. Identification of the agency and the contracting activity.

USDA, ARS, PSR

2. Description of supply or service required to meet the agency’s needs.

The lab needs two near-infrared spectrophotometers capable of rapidly (< 60 s per sample) measuring protein, oil, and moisture contents of whole grain samples of mai

3. The rationale or circumstances for limiting competition.

These measurements will be used in a collaborative research project with Dr. Paul Scott, USDA-ARS, Ames, IA, where consistency of measurements across research sites is imperative. Therefore, we need to purchase FOSS Infratec NOVA analyzers to match the machine already being used by Dr. Scott.

4. A description of the market research conducted and the results or a statement of the reason market research was not conducted.

This was a discussion between Dr. Paul Scott’s USDA, ARS, Ames, IA team and James Holland’ USDA, ARS, Raleigh, NC team regarding there collaborative research and the equipment involved.

5. Estimated price, including all options, if applicable.

$110,595.40.
