MEMORANDUM FOR THE RECORD

Subject: FAR 12.302 MEMO FOR SPOT CHARTERS

All changes made to FAR Clause 52.212-1 and FAR Clause 52.212-4 were made to adapt this solicitation and any resulting contract to standard commercial practices for chartering of ocean transportation vessels. The revised clauses are similar and consistent with standard commercial contract terms, and are necessary to obtain charters in a manner vessel owners recognize, and which adequately protects government interests. Each change is in accordance with FAR 12.302(a) and (c).
