This document contains frequently asked questions and answers regarding the delivery of shipping containers to two sites on Luke Air Force Base. The contractor will be required to purchase and deliver a total of 125 forty-foot shipping containers to the first site approximately 50 miles south of Gila Bend, Arizona, and 20 containers to a second site approximately 15 miles southeast of Gila Bend. The containers must be delivered within 90 calendar days of award. The contractor will be responsible for offloading the containers at the correct locations and providing documentation of container serial numbers and placements. Roads to the delivery sites are dirt roads maintained to support 35 mph travel by commercial vehicles. Partial billing will be allowed after 30 days for containers delivered.

1. Could you please post a map for both delivery locations, including road conditions? Roads are maintained at a state to allow safe travel at 35 MPH. They are dirt and bladed on a quarterly basis. Tractor trailers operate on the roads every week.
2. Once these containers are delivered, will you allow a roll-off truck to deliver them so we can just back up a truck and roll it off, or will they be delivered to a location and moved to a specific location on the range? Having a roll-off truck vs bringing on a forklift is a large price difference.
It is up to you how you off load the containers. We provide the delivery locations and you drop the containers there in an orderly fashion and provide a map with container numbers. Forklifts or roll offs are both acceptable.
3. We are assuming that the roads will be drivable for the average commercial truck. There is not a special kind of truck that is required for delivery. Please confirm. Roads are drivable for a commercial tractor trailer. No special truck or 4x4 is required unless it’s raining hard.
4. To the final delivery location, will the roads be paved for truck / forklift access? No. if using a forklift, an all-terrain forklift is recommended
5. Would Luke AFB allow partial billing upon partial delivery to assist in cash flow for vendors? After 30 days, you could submit for payment the number of units that have been delivered.
6. How many units do you want to come into Gila Bend daily to get a better idea how quickly and efficiently we can get the containers in and available for you guys to practice on. There’s no need to bring them into Gila Bend unless your drivers are watching the range video. We want them on range.
7. Do you require a specific color for these or can they be assorted color? Assorted
8. Can there be any markings on the containers such as company logos or do they have to be blank? Yes, markings and Logos are acceptable
9. Can you please provide what these containers will be used for? That’s our business
10. In the SOW is says that no more than 3 holes in the container will be allowed. Does this mean you'll allow used containers with a little bit of rust on them as long as they have under 3 holes? Yes, “a little bit” will be highly scrutinized.
11. Please define the acceptable size of the holes. Are repairs allowed? 4” and yes you may repair them if it doesn’t affect the structural integrity of the container.
12. What is the condition and speed limit of the roads to the delivery site? 35mph and see answer to question #1
13. All containers must be lead free, asbestos free and be rated A or B for hazardous material. -Is there a separate specification for Hazardous Material?
