The purpose of this amendment is to correct inadvertent errors to the solicitation as follows:
1. Correct block 10, "This Acquisition is," from: Set Aside for Small Business to: Unrestricted.
2. Correct SCLIN 0003AA, 1003AA, 2003AA, 3003AA, 4003AA noun from "More than 5 years," to "Less than 5 years."
3. Addendum to FAR 52.212-1 is amended and replaced to remove duplicative addendum information originally on pages 7 - 24 of 89, correct paragraphs 3.1 and 6.2.5, and to correct tables shown in section 1.2.2, 9.0, and sections 4 and 5 of the past performance questionnaire.
52.212-1 is further amended to add comments as follows:

PERFORMANCE WORK STATEMENT (PWS)
Execution and Administration of the Air Force Research Laboratory (AFRL)
Post Doctoral Research Program (PDRP) Requirement
Part 1
General Information
1. GENERAL:
This is a non-personal services contract to provide Post Doctorate Research Program (PDRP) services to be overseen by the Air Force Office of Scientific Research (AFOSR). The
Government shall not exercise any supervision or control over any sub-contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Prime Contractor who, in turn, is responsible to the Government IAW the terms and conditions of the contract.
1.1 Description of Services/Introduction:
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the PDRP as defined in this Performance Work Statement except for those items specified as government furnished property and services.
1.2 Background:
The purpose of the PDRP is to enhance the research capabilities of participating AFRL Technical
Directorates (TDs), in a way that also strengthens the professional relationships between Air
Force researchers and the world-wide scientific community. The method to accomplish this requirement and the intent of this PDRP PWS is to obtain three primary performance objectives:
a. Attraction of applicants (outreach and promotion): first, the intent is to enable the USAF to locate and attract relevant research capabilities of highly qualified, successful Ph.D.
scientists and engineers.

b. Evaluation of applicants: once attracted, the AFOSR Government Program Manager
(GPM) shall be enabled to effectively and efficiently select the best suited scientific/engineering research for an Air Force sponsored monetary award to conduct research in augmentation of TD efforts.
a. Placement of successful applicants: thirdly, the intent is to garner contractor effort to enable those selected to be placed and employed by the prime contractor at designated locations on the Government’s behalf.
1.3 Objectives:
The AFOSR has a requirement to obtain highly qualified post doctoral candidates for PDRP that will significantly support scientific research of the Air Force.
1.4 Scope:
This program provides new ideas, techniques, and approaches to problems that contribute to the overall research climate of the Air Force Research Laboratory. In preparation for the culmination of a formal career, the PDRP provides an opportunity for concentrated research in association with selected members of the permanent professional laboratory staff. Participating
TDs receive a stimulus to their programs by having bright, highly motivated, PhD’s ranging anywhere from recent doctoral graduates to well qualified senior researchers with established records of research productivity. Indirectly the program makes available to the broader scientific and engineering communities, the excellent and often unique research facilities that exist in federal laboratories. AFOSR plans to award approximately seventy (70) awards each fiscal year
(subject to the availability of funds) to recent well qualified candidates.
1.5 Recognized Holidays:
The contractor is responsible for conducting business, Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined
30 June 2011 within this PWS when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. The contractor is not required to perform services on Holidays recognized by the
U.S. Government. In general, when the government is scheduled to be off, so shall contractor personnel and when government employees are expected to work, so shall contractor employees.
No contractor personnel employed under a contract to meet the terms and conditions of this PWS shall be considered essential unless specifically designated, in writing, by the GPM.

Additionally, in the event the lack of a government budget requires a government shut-down, those contractor employees located at or on government installations shall be expected to work as long as funds have been obligated to support their contractual effort and as long as emergency government personnel shall be available to oversee contractor work effort.
1.6 Hours of operation and workforce:
The leadership of contractor personnel located at or on government installations shall coordinate a work schedule for each selectee with the respective accredited laboratory advisors at each TD.
1.7 Place of Performance:
The location of work performed under this contract shall be at a location determined by the
GPM. Those selected to perform research shall generally perform at TD locations which are are available at: http://www.wpafb.af.mil/library/factsheets/factsheet.asp?id=9293, or at the U.S.
Air Force Academy or at the Air Force Institute of Technology. These locations are provided as a baseline for selectee placement. In the event that USAF determines a need for more suitable
30 June 2011 locations, selectees may be placed at other TBD locations. However, selectees shall not have to commit to research award acceptance without employment duration and location information.
The GPM shall notify the prime contractor of any such location so that subsequent employment agreements between the prime contractor and any research award selectee can account for the location of selectee performance prior to the consummation of any employment agreement.
Regardless of selectee research duration/location, the government shall bear the logistical expense of placing any selectee at any location as long as all associated costs are reviewed and recommended by the GPM and pre-approved by the contracting officer.
1.8 Security Requirements:
At the onset of the contract, only “for offical use only” (FOUO) is the only anticipated security consideration. However, the potential for future research with a higher security clearance is within the scope of this PWS. In the event that a security clearance level is deemed necessary, the GPM shall coordinate the execution of a form DD254 and present to the prime contractor in a manner that is consistent with satisfying the terms and conditions of this PWS. Costs associated with any contractor personnel obtaining a higher level of security clearance shall be accounted for as a miscellaneous other direct cost.
1.9 Physical Security:
The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use.
1.9.1 Sensitive Item Control (if/when applicable). The Contractor shall establish and implement methods of making sure all sensitive items (keys/key (CAC) cards), government badges, lock combinations, etc.) issued to the Contractor by the Government are properely accounted for and not used by unauthorized persons. NOTE: All references to keys include key/CAC cards. No keys issued to the Contractor by the Government shall be duplicated. The
Contractor shall develop procedures covering sensitive item control. Such procedures shall include turn-in of any issued keys by personnel who no longer require access to secure and/or locked areas. The Contractor shall immediately report any occurrences of lost or duplicate
30 June 2011 sensitive items to the accredited laboratory advisors at each respective TD and/or Program
Manager.
1.9.2 In the event sensitive items are lost, the Contractor shall, upon direction of the
Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock(s) or perform re-keying. When the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the monthly payment due the Contractor.
1.9.3 The Contractor shall prohibit the use of Government issued sensitive items by any persons other than the Contractor’s employees. The Contractor shall prohibit the opening of locked areas or secure systems (IT or otherwise) by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.10 Post Award Conference/Periodic Progress Meetings:
The Contractor agrees to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart
42.5. The GPM is hereby delegated the authority to conduct any post award conference to discuss any term or condition already put into place by the contract. At these meetings the GPM shall apprise the contractor of how the government views the contractor's performance and the contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. Any post award conference discussing any effort in addition to previously agreed to terms and conditions of the existing contract must be conducted by the contracting officer.
1.11. Quality Assurance Personnel (QAP):
The QAP shall be the GPM. The QAP monitors all technical aspects of the contract and assists in contract administration and for purposes of this PWS, the QAP shall execute duties of the
Contracting Officer’s Representative (COR) IAW DFARS 201.602-2. The QAP shall be the
30 June 2011 contractor’s primary point of contact for performance under all existing terms and conditions of the contract. The QAP is authorized to perform but not necessarily limited to the following functions:
Assure that the Contractor performs the technical requirements of the contract, perform inspections necessary in connection with contract performance
Maintain written and oral communications with the Contractor concerning technical aspects of the contract; providing regular feedback, in writing, to contractor and contracting officer when performance is considered good or less than adequate or satisfactory IAW contractual terms and conditions
Issue written interpretations of technical requirements, including process charts, and execution plans
Monitor the Contractor's performance and notify both the Contracting Officer and
Contractor of any deficiencies
Coordinate site entry of Contractor personnel and availability of government furnished property via laboratory advisors at each respective TD.
Oversight and evaluation of contractor performance; provide feedback into CPARs
(Contractor Performance Assessment Reporting System) database IAW GPM/QAP function
A letter of designation issued to the QAP, a copy of which shall be sent to the Contractor, states the responsibilities and limitations of the QAP, especially with regard to changes in cost or price, estimates or changes in delivery dates. The QAP is not authorized to change any of the terms and conditions of the resulting contract or any order against the contract.

Within 5 days of contract award, the contractor shall designate a Contract Program Manager
(CPM) and inform the GPM of the name and contact info of the CPM (and alternate) who shall be the GPM’s single point of contact for all performance under the terms and conditions of this contract. E-mail notification is acceptable. No contractor personnel, CPM or otherwise shall take direction under existing terms and conditions of the contract from anyone but the GPM.
Additionally, all material changes to the contract must be coordinated with the government contracting officer prior to taking affect.
1.12 Key Personnel:
The following are considered key personnel by the government: CPM who shall be overall responsible for the performance of the work in this PWS. The CPM or alternate shall have full authority to act for the contractor on all existing terms and condition of the contract relating to daily operation of this contract. The contractor program manager or alternate shall be available
Monday thru Friday, 8 hours a day, with core hours between 0900am-3:00pm. Additional key personnel are all those personnel necessary to administer, manage, and execute all logistical processes necessary to obtain and sustain the effort of the government’s selectees at designated locations. The GPM shall be notified in writing, (e-mail notification is acceptable), whenever there should be a change in any contractor key personnel.
1.13 Firm Fixed Price (FFP), Other Level of Effort (FFP LOE) Contract Line Item Numbers
(CLIN) considerations.
1.13.1 Other FFP LOE, including but not limited to travel (if/as applicable): The contract shall be Firm Fixed Priced (FFP). However, given the nature and uncertainty of the effort, there shall be Other LOE “contract line item numbers” (CLIN or CLINs) that will form a small percentage of the total cost of the contract. The primary purpose of these LOE CLIN(s) shall be to enable research selectees who are not conveniently located to TD locations to be employed at the distant TD location(s) where the GPM desires their respective efforts.
Additionally, at the discretion of the GPM, contractor personnel may be required to travel or to incur additional miscellaneous expenses, during the performance of this contract, etc. that will be subsequently determined to be required for contract performance. When directed to travel, 30 June 2011 contractor personnel shall be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in applicable travel CLIN of the contract. Finally, it is anticipated that in order to sufficiently attract and successfully award to extraordinary research candidates it may be necessary to increase the compensation package(s) to attract a particular research candidate whose research is considered highly desirable and would otherwise not be available without increased compensation. In the event that the USAF desires such research (GPM has selected a research proposal from such an individual), the GPM shall have the latitude to increase the LOE on individual compensation package(s) for those particular selectees, on a case by case basis. Any level of effort against this CLIN(s) shall be priced at the time of the order and all orders, when combined shall not exceed the not to exceed (NTE) amount in any given base or option year.
Additionally, and order for any ODC (up to the NTE amount) shall require Government pre-approval/authorization by the GPM. The denial of any direct cost by the GPM shall not relieve the contractor from performance under the FFP portion of the contract.
1.13.2 Indirect Costs:
There shall be no indirect costs allowed under this contract. Proposals under this contract should ensure that FFP CLINs take into account the potential for any indirect costs.
1.13.3.2 There shall be an FFP CLIN (or CLINs) the specific purpose of which is to provide compensation packages to the research candidates who shall become selectees.
Contractor invoice and subsequent government payment against this specific CLIN (or CLINs) shall be “pass through” from the government through the prime contractor and directly to each research award selectee. Under no circumstance shall the prime contractor charge a profit on this specific CLIN (or CLINs); accept a compensation package price from the government and then negotiate a lower compensation package price with the selectee. Proposals against this statement of work shall take into account the pass through nature of this specific CLIN (or CLINs) and ensure profit margins are adequate on the remaining FFP CLINs (see para 5.1.3 for related info).
The specific intent and purpose of this paragraph is to provide the greatest possible potential to acquire and attain of a high level of quality research.

1.14 Organizational Conflicts of Interest (OCIs): Contractor and subcontractor personnel performing work under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or support evaluation services which may create a current or subsequent Organizational Conflict of Interests (OCI) as defined in FAR Subpart 2.101 and 9.5. In all cases any such work will be subordinate to government personnel (GPM or contracting officer) who shall retain all decision making authority on behalf of the government. The Contractor shall notify the Contracting Officer immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the Contracting Officer to avoid or mitigate any such OCI. The Contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the Contracting Officer and in the event the Contracting Officer unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the
Contracting Officer may effect other remedies as he or she deems necessary, including prohibiting the Contractor from participation in subsequent contracted requirements which may be affected by the OCI. Proposals against this PWS shall provide initial OCI mitigation and /or internal neutralization plan that addresses the following concerns at a minimum:
The potential that the population of research proposals would be limited so as to provide unfair advantage to any one or group of proposals during the review panel process and subsequent grading of the candidate proposals.
The potential that any research proposal may be unfairly graded.
The potential for candidates to evaluate proposals from its own employees (FAR
9.505-3)
Procedure for safeguarding and maintaining the confidentiality of each proposal and any resulting research
Any other situation resulting in the “impaired objectivity” of the contractor when conducting review panels
1.15 Transition Plan:

When it eventually occurs that any period of performance (base year, subsequent option year / extension) should come to an end, the contractor, at the government’s discretion, shall execute a transition plan. Transition shall be addressed at two levels:
Level 1 Transition: Responsibilities of Key Personnel.
a. The transition plan shall be a 60 calendar day period of contract overlap between key personnel of the incumbent and the replacement effort. The intent of the plan shall be to continue services under the existing contract without incumbent contractor support such that the replacing effort will be able to execute and provide ongoing service at a level equal to or better than incumbent’s best effort. The first 30 days shall consist of incumbent instructing the replacement effort to the point of proficiency where the incumbent retains primary and the replacing effort secondary responsibility for performance. During the latter 30 days of the transition period, the replacement effort shall formerly take over execution responsibility and refine their capability of their performance. During this time the replacing effort shall inherit primary responsibility while the incumbent is relegated to secondary responsibility for performance.
b. Transfer of PDRP database from incumbent contractor to replacing effort
(successor contractor or the government as applicable). Upon the end of the contract, the contractor shall transition the database to a successor contractor that delineates the “pass thru” portion of the contract. Past, present, and future financial compensation packages paid (or to be paid) to PDRP recipients shall be disclosed. The intent is to provide necessary historical compensation package pricing data to allow the replacement effort a basis for future compensation packages and, more significantly, to enable para (b) of level 2 transition below.
Level 2 Transition: Retaining research selectees under replacement effort. Recognizing that supporting the intent of the PWS may result in the incumbent employing research award selectees for a duration that may go beyond any currently existing period of contract performance (PoP), it is also likely that when a replacing contractor successfully wins a contract
30 June 2011 award, selectees from the incumbent may still be employed by the incumbent and performing at respective TD, or other, location(s). For example:
Addressing this potential requires the following additional tasks:
a. The incumbent shall ensure that a funded contract order exists for all selectee work, even if the PoP of such an order shall extend beyond the existing PoP of this contract. While selectees may be employed by the incumbent (or replacing effort) for a period of greater than a year, under no circumstances shall a multi-year contract arrangement exist between the prime contractor and any research award selectees. If TDs coordinate with the GPM and the GPM shall require more than one year research effort from any selectee, the prime contractor may execute labor contract/agreement for a maximum of one year with the required research award selectee(s) and include up to two option years (as by required by the research effort and directed by the GPM) in the subsequent employment contract/agreement. No option years or contract extensions on selectee employment contracts shall be exercised by an incumbent contractor after the prime’s current PoP has expired. Additionally, if the incumbent’s current PoP is less than 90 days from possible expiration, the prime should consult with the GPM before executing any new labor contract/agreement or contract extension (option, etc.) with any selectee. See paragraph
5.1.3e for additional period of performance information.
b. During the level 1 transition, the incumbent and replacement efforts shall meet with the GPM to ensure that existing research selectees will be available to respective TD(s) for the duration of their intended efforts. 2. DEFINITIONS AND ACRONYMS:
2.1. DEFINITIONS:
2.1.1. CONTRACTOR. A supplier or vendor having a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. CONTRACTING OFFICER. A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government.
Note: The only individual who can legally bind the government.
2.1.3. QUALITY CONTROL PERSONNEL (QAP). The QAP in this contract shall also be the government program manager. An employee of the U.S. Government appointed by the contracting officer to administer the contract. Such appointment shall be in writing and shall state the scope of authority and limitations. This individual has authority to provide technical direction to the Contractor as long as that direction is within the scope of the contract, does not constitute a change, and has no funding implications. This individual does NOT have authority to change the terms and conditions of the contract.
2.1.4. DEFECTIVE SERVICE. A service output that does not meet the standard of performance associated with the Performance Work Statement.
2.1.5. DELIVERABLE. Anything that can be physically delivered but may include non-physical things such as meeting minutes.
2.1.6. KEY PERFORMANCE PARAMETER (KPP). KPPs are requirements that are critically essential and fundamental to the requirement and shall be a core competency of the prime
30 June 2011 contractor. A proposal with a deficiency, or even a significant weakness in any KPP shall be deemed not “responsible” and excluded from further consideration for contract award.
2.1.7. KEY PERSONNEL. Contractor personnel that are fundamental to the performance of the terms and conditions of the contract and may be evaluated in a source selection process. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.
2.1.8. PHYSICAL SECURITY. Actions that prevent the loss or damage of Government property.
2.1.9. QUALITY ASSURANCE. The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.10. PERFORMANCE PLAN (PP). An organized written document specifying how quality assurance will be executed to determine contractor performance.
2.1.11. QUALITY CONTROL. All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.12. SELECTEE. A research person who is recommended by the contractor and selected by the government for research award.
2.1.13. SUBCONTRACTOR (SELECTEE). One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.
2.1.14. WORK DAY. The number of hours per day the Contractor provides services in accordance with the contract.
2.1.15. WORK WEEK. Is defined as Monday through Friday, unless specified otherwise.

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES
3. GOVERNMENT FURNISHED ITEMS AND SERVICES:
3.1. Services: The Government shall provide all services, facilities, utilities, equipment, and materials necessary for research award selectees to perform IAW the research proposal under which they were awarded. These things shall be coordinated by the GPM (prior to award of a research grant), and directly provided by the recipient (TD, etc) of the research effort.

4. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:
4.1. General: The Contractor shall furnish all supplies, equipment, facilities, materials, and services required to perform work under this PWS and resulting contract that are not listed under
Part 3 of this PWS.
4.2. Contractor Review(s). The contractor shall continuously monitor the operation and effectiveness of the program processes and advise the AFOSR program manager regarding opportunities to improve the effectiveness and efficiency of the PDRP via a Program Manager
Review. The program manager review consists of briefing the status of the program at least once each year, or more often as designated by the government, to the AFOSR program manager and other selected Air Force participants.

PART 5
SPECIFIC TASKS
5. Specific Tasks:
5.1. Basic Services.
The prime contractor shall perform at least 51% of performance of the AFRL PDRP. As stated in part 1 of this PWS, there are three basic performance objectives:
5.1.1 Attraction of applicants:
The contractor shall develop and execute a plan and process(es) for locating and attracting relevant research capabilities of highly qualified successful Ph.D. scientists and engineers.
a. The contractor shall solicit TDs and the GPM to determine areas of specific interest.
The contractor shall then develop and execute a plan (the “what”) to locate and attract a worldwide, diversified population of highly qualified Ph.Ds in scientific and engineering disciplines of importance to AFRL (In the event that a candidate is interested in providing research outside an area of specific interest, the government program manager shall provide guidance as necessary to delineate what constitutes AFRL importance). The intent of which is to attract the significant interest of superior basic research efforts that meaningfully promote USAF competitive advantage in the execution of its strategic missions.
b. The plan shall be executed with a creative strategy process(es) (the “how”) that logically results in meeting the intent of the plan.
c. Site visits: the purpose of site visits to AF research facilities is to promote the program and for potential selectees to obtain an opportunity to evaluate the suitability of research facilities and/or advisors. The GPM must approve all travel requests prior to any travel. The contractor shall provide all travel estimates and details of travel to the GPM. Per Diem shall be in accordance with the Joint Travel Regulation. The contractor shall document the result of the visit in a Site Visit Report.

d. The contractor shall maintain a list of TD advisors who shall be designated for each area of pre-determined research interest. The TD advisor shall be the primary point of contact for each interested applicant. It is the intent of the government, barring unforeseen circumstances, that the TD advisor shall become mentors to those who become respective research award selectees.
5.1.2 Evaluation of applicants (KPP; see part 2.1.6):
The contractor shall enable the government program manager to effectively and efficiently select the best suited scientific/engineering research for an Air Force sponsored monetary award to conduct research in augmentation of TD efforts. While it is not absolutely necessary that evaluation be completed internally, the performance of the evaluation entire effort shall be a core competency of the prime contractor.
a. The contractor shall coordinate execution and conduct/oversee an independent review panel of experts to evaluate research proposals and rank applicants with regard to quality of research (not cost). The review panelists shall be recognized experts with scholarly credentials in scientific disciplines. Ranking of candidates shall include current and previous research and technical qualifications. The contractor shall appoint review panelists for the competitive evaluation and ranking of the applications not to exceed (NTE) four (4) times annually at the discretion of the government.
b. Validate Eligibility Requirements: The contractor shall verify that each applicant candidate possess a Doctoral degree in Science or Engineering. In addition, the contractor shall verify that each applicant candidate is a U.S. citizen or legal U.S. resident (hold valid “green card”) whenever research is required in the United States. Positions for individuals who have held doctorates for more than five years may be open to a limited number of non-US citizens, subject to Air Force regulations governing visiting scientists, and Air Force visit authorization procedures. Non-US nationals who are offered awards must have a valid visa throughout tenure.
Eligibility shall also identify any proposal that has the potential to result in anything less than unlimited (limited or unrestricted) rights IAW all clauses at DFARS 252.227. When such potential exists, it shall not have a detrimental affect on the quality determination of submitted
30 June 2011 proposals. However, all proposals that, if selected, would present the potential for the
Government to receive anything less than unlimited data rights must be made known to the GPM
(prior to GPM selection; see para 5.1.2 c).
c. After each review panel, the contractor shall provide a post-board review with results detailing all applicant outcomes to the AFOSR program manager and designated AF points of contact. The results shall be a written report including a list of each proposal submitted, description of proposals the review panel recommends do not merit award and rationale, the relative qualitative rating of each recommended qualified research proposal, and total compensation package necessary (if selected by the GPM) to acquire the research effort of each applicant recommended as qualified. Additionally, the contractor shall identify any research proposal, if selected by the GPM, that is anticipated to result in anything less than unlimited government rights. Conversely, if it is expected that selected research candidates will provide unlimited rights to the government, candidates shall make their intentions known before selection and this must also be annotated in the post board review report.
5.1.3 Placement of successful applicants:
Once the government is in receipt of the board results, the GPM shall coordinate with applicable
TDs and determine which recommended applicants shall become successful award selectees at which required location and forward the selection information back to the contractor. After selected scientists and engineers accept the selection and begin work, their efforts shall be guided by accredited laboratory advisors at each respective location. Meeting the intent of this PWS is dependent upon a successful contractor’s ability to conduct program management functions:
administer, manage, and execute all logistical processes necessary to obtain the on-site effort of the government’s selectees at designated TDs, etc. Be advised that this effort shall be a contract order by the government for a predetermined amount of time. After such order is placed, it is possible, and likely, that additional candidates shall be selected from any prior or successive post board review report (para 5.1.2 c) and increase the number of selectees performing at TDs.
Therefore, the program management effort must take into account all possible selectees to be managed not just existing at the time of the contract order but also all those (up to the potential
30 June 2011 maximum) to possibly be additionally ordered during the entire duration of the contract order for program management.
For example:
a. As a part of the PDRP, awardees are eligible to receive a competitive compensation package commensurate with the median compensation of their peers to include stipend, travel (as required by the GPM), health insurance, worker’s compensation and relocation benefits (as/if necessary and GPM directed). The contractor shall then provide to the government program manager the total price of acquiring each successful selectee. The price shall annotate the actual monetary salary (stipend) to be paid to each successful selectee along with detail of the burdened labor rate; the total cost of employment for each benefit of the total compensation package and further delineating which of these costs are ODCs.
b. As previously delineated, each selectee’s total compensation package may be additionally adjusted, on a case by case basis, according to their scientific/engineering discipline, specific travel needs, specific relocation costs, and the demand for their research effort. This

Result: program management is ordered at the beginning of the period of performance for the duration of the year in question. New selectees to manage are added along the way. Conclusion: the price for program management must reflect the potential for new selectees at the initial contract order for any given period of performance (base or option year) because when new selectees are added to manage, new, additional program management will not be ordered; once program management is ordered, the contractor shall be expected to manage all current selected candidates and any future candidates selected for the duration of the order (up to maximum number of selectees).
Promotion and outreach shall be ordered on an annual basis and should be ongoing, regardless of the number of current status of qualified candidates, selectees, or prior/future review panels.
30 June 2011 extra marginal compensation (which shall be pre-approved by the GPM) will be determined on a case by case basis and will be part of the cost portion of the contract resulting from this PWS.
c. Selectee notification: prior to notifying or selecting any foreign applicant, the contractor shall obtain written approval from the GPM that US Air Force foreign disclosure and security requirements have been satisfied. At this time, the GPM shall review and approve costs associated with bringing the selectee to his or her assignment and return upon completion of the award. Once applicable foreign disclosure and security requirements have been met and the government has accepted the total cost of each selectee (foreign and/or domestic), the contractor shall then notify each selectee of successful award and coordinate with each “independent contractor” selectee employee to execute the necessary logistical effort for each respective TD beneficiary to acquire the research effort of respective selectee(s). The contractor shall continue to monitor and administer all facets of the program to ensure that research selectees are able to continue to provide research services for the duration of their successful award tenure.
d. The contractor must ensure that selectees devote their full-time effort to the research program proposed in their applications and must be in residence at the sponsoring laboratory during the entire period detailed in the award. Awardees are placed in the status of visiting scientists or engineer but are subject to the general regulations of the laboratory. An award in the
PDRP is not a commitment by the government or the contractor for future employment. In addition, no additional monetary aid or other remuneration may be accepted from another appointment, fellowship, or similar grant, except for sabbatical leave, during the period of the award.
e. Award terms: the term of each award is one year. Terms of less than one year shall be evaluated by the GPM on a case by case basis. Awards may be renewed (subject to the availability of funds) for a second or third year with the concurrence of the GPM (as coordinated with the host organization) but shall not be done so with a ‘multiyear” contract/agreement. The total duration under any successful research proposal shall not exceed three years, one year at a time, with option years as/if necessary. In addition, the host laboratory and the GPM may approve a split term for researchers. A split term is one in which the researcher works for a
30 June 2011 period of time, then stops, and then returns to work and completes the original term of the award.
Both the host location and the GPM must agree to the use of a split term.
f. Monthly Funding Summary Report: The contractor shall establish and maintain financial data electronically that includes expenditures to date, remaining funds available, specific purpose of expenditures (such as stipend, travel, insurance, workers compensation, relocation, and administration), current and projected commitments to be paid, breakdown by each researcher and by each participating organization. The intent of this report is twofold.
First, the intent is to allow the GPM to remain cognizant of remaining funds available to obligate
CLINs for more review panels and acquire the services of additional research candidates.
Secondly, the intent is to provide the GPM a mechanism to ensure that initially determined compensation packages are being completely “passed through” to selected research candidates.
g. Annual Program Summary Report: the contractor shall obtain a final report from each researcher at the conclusion of the researcher’s award and deliver one copy each of the final report to the GPM and the host TD.
h. Contractor Review(s). The contractor shall continuously monitor the operation and effectiveness of the program processes and advise the GPM regarding opportunities to improve the effectiveness and efficiency of the PDRP via a GPM Review.
