PRESOLICITATION NOTICE: SOLICITATION NO. FA9453-11-R-0287 - SPACE VEHICLES ADVANCED TECHNOLOGY (SVAT)
The United States Air Force (USAF), Air Force Research Laboratories Space Vehicles Directorate, Spacecraft Technology Division (AFRL/RVS), intends to issue a solicitation for the SVAT requirement, summarized as follows: The objective of the SVAT effort is for the resultant Contractor(s) to provide AFRL/RVS the required research, engineering, technical, and program management to perform aerospace technology research, analysis integration, and test and evaluation in support of the RVS mission. The RVS Division conducts innovative research and development (R&D) of near-space and spaceflight experiments by the engineering, integration and testing of components and subsystems through system-level integration and test. Components and subsystems typically include power, structures, mechanisms, data processing, ground support systems, electronics, guidance, navigation, and controls. The USAF seeks program management and technical efforts in the following functional areas for SVAT: Engineering, Design, Fabrication and Assembly, Integration and Test, and Integration and Test Facility Support. These functional areas involve ground support systems, spacecraft, launch vehicles, subsystem/component design, analyses throughout the R&D systems engineering process, design optimization and review, testing and evaluation, and transition. Concurrent with these functional areas, technical expertise is required in the area of information systems in order to fully integrate and execute spacecraft experiment integration and test. Performance will be conducted at the (1) AFRL/RV operating locations at Kirtland AFB New Mexico, (2) at field sites, and (3), if required and as proposed, at the Contractor facilities.
It is the intention of the USAF to award multiple, Cost-Plus-Fixed-Fee (CPFF), Indefinite-Delivery Indefinite-Quantity (IDIQ), basic contracts for SVAT requirements. The USAF expects to award between two (2) and four (4) basic contracts. Completion form task orders for particular efforts will be awarded under the SVAT basic contracts.
This is an updated pre-solicitation notice (the original SVAT pre-solicitation notice was published on this website on November 28, 2011) and is published in accordance with FAR 5.2, Synopses of Proposed Contract Actions. The purpose of this pre-solicitation notice update is to announce that the USAF anticipates publishing the SVAT solicitation within the next 15 business days on this website, Federal Business Opportunities, FedBizOpps, https://fbo.gov/, no later than close of business (COB) on May 30, 2012. A closing date for receipt of proposals for SVAT will be reflected in the SVAT solicitation that is expected to be published on or before May 30, 2012. All interested parties must be registered in the Central Contractor Registration registry, https://www.bpn.gov/ccr/, to be eligible for a potential SVAT basic contract and task order(s) award.
This SVAT requirement will be procured and conducted as a small business set-aside in accordance with Part 19 of the Federal Acquisition Regulation (FAR). The NAICS code for this requirement is 541712 – “Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)”. The size standard for this NAICS code is 1,000 employees. The prime small business shall be responsible for performing at least 50% of each awarded task order in accordance with FAR 52.219-14, "Limitations on Subcontracting".
All questions or concerns in regards to this notice must be submitted in writing via email to the Contract Specialist, Mr. Wayne Zitzka at wayne.zitzka@kirtland.af.mil. No questions or inquires will be accepted by telephone, fax, or any other form of communication as a result of this notice. The distribution of the solicitation will be accomplished and published solely through the FedBizOpps website at https://fbo.gov/. Hard copies of the solicitation documents will not be available. Interested parties are responsible for monitoring this FedBizOpps website to ensure having current and up-to-date information about this procurement/solicitation. Potential Offerors will be responsible for downloading copies of the SVAT Request for Proposal (RFP) and amendments, if any amendments will be made to the RFP.
