SPACE VEHICLES ADVANCE TECHNOLOGIES (SVAT) QUESTIONS AND ANSWERS – SOURCES SOUGHT SYNOPSIS POSTED 1 APRIL 2011, SOLICITATION FA9453-11-R-0287
The below contains the clarification questions the government has received concerning the status of the SVAT acquisition and the government’s response to those questions that can be addressed at this time.
1. The most asked question is: when will the solicitation be released?
ANS: The government does not have an exact date for the posting of the solicitation, but it is working towards November of 2011. All information for the SVAT procurement will continue to be published on the FedBizOpps website, www.fbo.gov, for official release. Interested offerors are encouraged to monitor this site for all updates, notices, and information regarding SVAT.
2. What is the size limitation for Small Business?
ANS: For NAICS code 541712 the size limit is 1000 employees.
3. What is the award schedule for SVAT?
ANS: It is the government’s intention to award SVAT by 1 April 2012.
4. Is this a small business set-aside? If so can 50% of the work be COLLECTIVE small business?
ANS: This is a small business set-aside. Per FAR 52.219-14 -- Limitations on Subcontracting, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. This limitation on subcontracting includes R&D services.
5. Will cross teaming be allowed?
ANS: Prime/subcontracting teams are permissible to the extent they are compliant with all applicable law and regulations, and approved by the SBA. Potential and actual organizational conflict of interest (OCI) matters must be addressed in the proposal, in addition to the submission of effective measures to neutralize and counteract such OCI concerns, to the extent they exist. All OCI matters, potential and actual, must be addressed in a formal OCI mitigation plan, which should be included in the proposal. In the event a conflict of interest does arise for an awarded contract and task order, the contract and task order will contain the applicable OCI clause(s). The appropriate clause(s) must be complied with along with the Offeror's provided mitigation plan.
6. Are you going to allow a team member(s)/subcontractor(s) to be added/removed after initial award?
ANS: Each offer will be evaluated as proposed. If a prime contractor desires to add or replace a subcontractor after award, this change will be reviewed by the government per FAR 52.244.02.
7. What is the contract number(s) the requirements are currently being performed under?
ANS: The requirements are currently being performed under three contracts: FA9453-07-D-0001, FA9453-07-D-0002 and FA9453-07-D-0189.
8. Does the affiliation rule, per the sources sought synopsis, apply for SVAT?
ANS: The affiliation rule does not apply. After further research, the government has removed this language and it will not be included in the RFP.
