STATEMENT OF WORK

58 MXG

CV-22 Aircraft Maintenance Virtual Reality System

Part 1

General Information

1.0 General: The contractor shall provide the Virtual Reality (VR) equipment, the latest version of maintenance software based on the CV-22 Technical Orders, three weeks of an on-site training and technical support once the VR system is purchased and delivered to the user, no later than 15 December, 2019. The contractor shall be responsible for utilizing current base standards; including the procurement of products, installation of products, verification of performance, and documentation. The contractor shall offer technical support Mon-Fri, during business hours.

1.1 Background: This initiative will facilitate the training of CV-22 maintainers on common and/or difficult tasks and provide them with tools to increase system knowledge and task completion proficiency. It will help mitigate experience shortfalls brought-on by the 193% 3-Level manning the AMUs will be enduring and provide vital implementation and execution experience to accelerate the fielding of more robust AR maintenance tools in the future.

1.2 Objectives: Provide vital training and technical assistance during routine and less common tasks on CV-22 aircraft. The interactive system will increase the users system knowledge and assist in completing assigned maintenance task in the safest and most officiant way. Most importantly, it will mitigate experience short-falls among the surging numbers of 3-Level maintainers.

1.3 Scope: Provide the latest technology to assist our technicians during training and while performing real world maintenance on CV-22 aircraft. The new VR system will be vital to training while sustaining mission focus. It will mitigate mission delays due to low experience levels.

1.3 Period of Performance: Training and technical assistance shall be provided upon delivery of the VR equipment, no later than 14 days, after receipt of the products.

1.4 Warranty: The Contractor shall provide a one year written warranty to cover any deficiencies and failures as a result of Poor Workmanship and/or Material Defects. The Contractor shall correct any deficiencies and damages to the VR Equipment incurred while being delivered to the installation. Upon delivery, the VR Equipment shall be inspected, tested and accepted by the 58th Maintenance Group Quality Assurance Superintendent SMSgt Jacob Chavez, Phone: 505-853-1898. The equipment shall be inspected for workmanship, completeness, software for latest version.

1.5 Standards: All work and materials shall be in full accordance with the latest codes, standards, and best practices. It is the responsibility of the Contractor to have access to the latest VR technology and CV-22 software.

Contractor will provide new and undamaged equipment. Refurbished or used materials are not acceptable.

Government expects the equipment to be of high quality. All equipment shall be installed in accordance to current Base standards. The Government reserves the right to have a representative present during equipment testing.

1.6 General Information:

1.6.1 Place of Performance: The VR Equipment is to be utilized at Hangar 1001, Island “C”, Kirtland Air Force Base, NM.

1.6.2 Type of Contract: Firm-Fixed Price (FFP)

1.6.3 Contractor Requirements: Contractor employees shall be certified on equipment installation/network connection aspects for the work to be completed. Contractor employees shall act in a professional manner, and dressed appropriately for the task. No person shall bring alcoholic beverages, controlled substances, firearms, or animals to the job site. The Government will not be responsible for the loss, theft, or damage of any equipment or material while in possession of the Contractor. Contractor shall follow the security policies and procedures defined by the Government. Base access will be coordinated through the 377th Communication plans and programs office, to include access to any restricted areas or buildings. Contractor must provide personnel able to obtain a base access pass. Contractor shall take special precautions to ensure a safe work environment for the employees, contractors, and visitors. Contractor will make a reasonable effort to not be disruptive to other members, or working staff at the site.

1.6.4 Hours of Operation: The Contractor is responsible for providing three weeks of on-site training and Technical Support upon equipment delivery. Also, for providing technical assistance during the business hours 0730-1630 Monday thru Friday, except for Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings.

1.6.5 Base Access: All commercial trucks must enter through the contractor’s gate located just before the intersection of Truman and Gibson. In accordance with Kirtland Air Force Base, base entry procedures must adhere to delivery vehicle process requirements mandated by Kirtland Air Force Base. Supplier shall coordinate with 58th Maintenance Group Quality Assurance Superintendent, SMSgt Jacob Chavez Phone: 505-853-1898 and Base Security to gain permissions to access the base. Gate hours of operation are 0600-1800. Once at the gate, the driver must be able to show:

• Current vehicle registration

• Current Proof of Insurance

• A valid and current Driver’s License for the driver

• A valid and current Driver’s License or other State Identification for any passenger(s) in the vehicle.

• A Bill of Lading which includes the Air Force installation name, date of anticipated delivery, and specific destination information.

1.6.6 Recognized Holidays: The following holidays are recognized as Federal holidays and Government offices will not be open.

The Contractor shall provide a Contract Manager who shall be responsible for equipment delivery, on-site training, technical assistance, and warranty issues.

PART 2

DEFINITIONS & ACRONYMS

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Contracting Officer (CO): A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the Government. Note: The only individual who can legally bind the Government.

2.1.3 Deliverable: Anything that can be physically delivered and / or installed per this Scope of Work, and associated attachments.

2.1.4 Quality Assurance (QA): Reserved.

2.1.5 Quality Control (QC): Reserved.

2.1.6 Subcontractor: Reserved.

2.1.7 Work Day: The number of hours per day the contractor provides services in accordance with the contract.

2.1.8 Work Week: Monday through Friday, unless specified otherwise.

2.2 Acronyms: These acronyms may or may not apply to this Scope of Work.

PART 3

GOVERNMENT FURNISHED PROPERTY, EQUIPMENT, AND SERVICES

3.0 Government Furnished Items and Services:

3.1 Services: Not applicable.

3.2 Facilities: The Government will provide the necessary workspace for the contractor to stage materials on site and/or within the facility.

3.3 Utilities: The Government will provide electricity, and water. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after use.

3.4 Equipment: Not applicable.

3.5 Materials: Not applicable.

PART 4

CONTRACTOR FURNISHED ITEMS AND SERVICES

4.0 Contractor Furnished Items and Responsibilities:

4.1 General: The contractor shall furnish all supplies, equipment, facilities and services required to perform work under this contract NLT 15 Dec, 2019.

4.2 Secret Facility Clearance: On-Base and Flightline escort will be required.

4.3 Materials: The contractor shall furnish materials, supplies, and equipment necessary to meet the requirements under this Statement of Work. All products shall be delivered and handled in compliance with the manufacturer’s instructions. It will ensure the equipment’s quality, performance, and reduce on-going life-span maintenance costs.

4.4 Equipment: The contractor shall provide equipment necessary to meet the requirements under this Statement of

Work:

4.4a Purchase includes:

a. PTC Vuforia Expert Capture Software License (1 year contract, available to 200 users)

b. Realwear HMT-1 Headset Device (Pack of 5 each, houses EC software and used to capture steps Non- Government Laptops)

c. Quantity 1 each Laptop, Used to teathering/connect to PTC software cloud to upload information from the device for editing in a web app

Vuforia Features:

a. The package allows customers to deploy the solution across the organization and up to 200 users

b. A registered user is anyone that receives a login account to access Vuforia Capture, Editor and/or View

c. This product is SaaS and hosting costs are included in the base package

d. There is no limit on the number of procedures that can be created

Vuforia Capture application based on an AR or mixed reality (MR) headset (e.g., Microsoft HoloLens or realwear), experts can capture a first-person, step-by-step video of CV-22 maintenance procedures as they are performed.

PART 5

SPECIFIC TASKS

5.0 Specific Tasks:

5.1 Basic Services: The Contractor shall provide the CV-22 maintenance supporting VR Equipment to serve as a vital tutoring and supporting instrument while performing tasks on aircraft. The equipment and services will be utilized by the airmen and civilian contractors from the 58 Aircraft Maintenance Squadron at Kirtland Air Force Base, New Mexico. The contractor shall deliver, configure, and test all required equipment and parts to ensure that the operational needs of the CV-22 maintenance unit are being met.

5.2 Trash: The contractor is responsible for all trash removal from the worksite and the disposal of said trash in accordance with state laws. Packaging and other recyclable materials shall be recycled where ever possible.

5.3 Equipment: Any new equipment installed shall be to the manufactures recommendations. Final design will be approved by personnel listed in para. 1.6.8.

5.4 Facility Protections: During equipment utilization, the Contractor shall protect all furniture and building materials, to include carpet, existing within the area of work. The contractor shall not use protective material that will leave any type of residual print, outline or imaging or any furniture or building materials.

5.5 Shipping Damage: The Contractor shall inspect all product for shipping damage. If damage is found it shall be the responsibility of the contractor to notify the authorized government representative and make all arrangements for replacement or repair of the item(s) damaged. Damaged items are not to be installed.

5.5 Damage to Facility: The Contractor shall be liable for any damage to government property caused by the contractor or their representatives. The Contractor shall not perform the repairs to finishes but will hire a licensed General Contractor to perform the work at no cost to the government.
