Nuclear Surety Scheduling
Performance Work Statement (PWS)
28 August 2015
1.0 OBJECTIVE
The objective of this PWS is to delineate the technical and analytical support and deliverables required to support nuclear surety and certification scheduling requirements for the Air Force Nuclear Weapons
Center (AFNWC).
2.0 BACKGROUND
The AFNWC, Nuclear Technology and Interagency Directorate, Surety and Certification Division
(AFNWC/NTS) located at Kirtland AFB, New Mexico, is responsible for nuclear surety and certification of nuclear weapon systems including aircraft, intercontinental ballistic missiles, support equipment and facilities. The AFNWC/NTS administers the nuclear certification process.
This task requires scheduling support to the Government for the mission responsibilities stated above and the following sections that fall under AFNWC/NTS control.
The Aircraft Systems Branch (NTSA) and Ground Systems Branch (NTSG). NTSA and NTSG are responsible for the technical direction for nuclear surety and aircraft compatibility certification to ensure weapon system safety design certification and nuclear compatibility certification for aircraft, support equipment, facilities and intercontinental ballistic missiles
(ICBMs). NTSA and NTSG perform independent evaluations of nuclear weapon systems for compliance with DoD Nuclear Weapon System Safety Standards, AF nuclear safety instructions and specifications. In addition, the section chairs weapon system Project Officer Groups (POGs) and the Aircraft Monitor and Control (AMAC) POG. NTSA and NTSG provide technical direction and consulting to program offices to ensure support systems nuclear certification requirements are understood and met, provides independent engineering evaluations and recommendations to the Air Force Safety Center (AFSEC) for nuclear safety design certification, and is responsible for AMAC testing (including nuclear certification and surveillance testing) of all U.S. Air Force and NATO nuclear capable aircraft and support equipment. They also independently evaluate support systems and facilities for compliance with DoD Nuclear Weapon
System Safety Standards, AF nuclear safety instructions and specifications, conduct assessments of support system developments/modifications, and provide Nuclear Weapon System Safety
Group (NWSSG) support (Special Studies, Operational Safety Reviews, and other special tasking). In addition, NTSA and NTSG ensures nuclear weapon surety during maintenance operations (new requirement in AFI 91-103) by conducting risk assessments of nuclear weapon maintenance operations in relation to AF facilities and equipment, and providing independent evaluations and recommendations for approval of maintenance actions via Product Change
Proposals and weapon maintenance publications–primarily weapon alterations. NTSG provides engineering support for nuclear weapon loading and transport Technical Orders to ensure compliance with weapon-system safety rules and AF/DoD instructions for Prime Nuclear Airlift
Force (PNAF), and evaluates nuclear accident, incident and deficiency reports for impact on nuclear systems operational/safety/compatibility certification. NTSA and NTSG also support the
DoD/DOE Use Control and weapon POGs.
Certification Management Branch (NTSC). NTSC serves as the Office of Primary Responsibility
(OPR) for the AF’s nuclear certification program. NTSC provides oversight of the nuclear weapon system certification program and guidance to Single Managers, Air Force Safety Center, MAJCOMs, DOE, and others on the nuclear certification program. NTSC is responsible for reviewing and coordinating Nuclear Certification Impact Statements submitted by System
Program Office and developing, coordinating, and approving Certification Requirements Plans
(CRPs). CRPs require detailed programmatic schedules to line up nuclear certification actions with overall program schedules in order to meet the program’s Certification Need Date (CND).
These schedules can be extremely detailed and require substantial work to create and keep current. NTSC is also responsible for the operation, maintenance and recurring updates to the
Master Nuclear Certification List (MNCL) which lists all Air Force nuclear certified items.
3.0 TECHNICAL OBJECTIVES
The Contractor shall integrate, develop, and deliver high fidelity, in-depth Master Schedules for nuclear certification activities required for each program (estimated as six (6) ACAT I programs and three (3) new MILCON facilities) as well as an estimated thirteen (13) on-going, recurring sustainment activities to include risk assessment in support of achieving nuclear certification.
3.1 The Contractor shall produce a Nuclear Surety Master Schedule (NSMS) using MS Project and perform detailed schedule analysis using risk management and analysis software.
The Contractor shall work with the System Program Offices, Air Force Safety Center, MAJCOMs, DOE, and others on the nuclear certification program to resolve and reconcile schedule irregularities.
The NSMS will integrate schedules from the AFNWC/NTS, System Program Offices, Air Force Safety
Center, MAJCOMs, DOE, and others on the nuclear certification program. The NSMS will require integration and in-depth analysis on a periodic basis to define and update linkages and identify any inconsistencies between the multiple sourcing schedules.
The Contractor shall produce customized abbreviated high-level schedules using MS Project software for the various subgroups and leadership, publish updates to the appropriate SharePoint areas, and meet with subgroups and leadership to review. All schedules shall be resource loaded with personnel and funding requirements. The Contractor shall also produce a roll-up schedule encompassing all programs/activities.
3.2 The Contractor shall monitor and analyze requirement changes, and establish a framework for requirements traceability that links top-level system requirements to lower-level requirements to ensure consistency and correctness of schedules for timely deliverables leading to final nuclear certification for each program/activity.
3.3 The Contractor shall provide schedule analysis and when given a specific scenario, identify and describe impacts and risks to events that affect successor schedule events and milestones. These scheduling efforts are very complex and require advanced skills in scheduling, MS Project, and schedule risk assessment.
3.4 The Contractor shall develop and update the critical path and provide status updates, issues, concerns, and slipping risks to AFNWC/NTS in the Monthly Status Report.
3.5 The Contractor shall develop a NSMS user manual to include as a minimum description of the assumptions, methodology, processes for conducting updates to the integrated schedules.
4.0 KEY PERSONNEL REQUIREMENTS
The Contractor shall employ personnel for this effort with a minimum security clearance level of DoD
Secret/Restricted Data category (S/RD), Critical Nuclear Weapon design Information (CNWDI) and
NATO Secret/ATOMAL for all personnel. AFNWC/NTS requires schedulers with significant experience (7+ years) in MS Project software. It is highly desired that the schedulers have experience in both the DoD 5000.02 acquisition process as well as the Joint DOD- DOE 6.X process as the schedule requires an in-depth understanding of the interconnectivities between the DoD and DOE processes in order to fully integrate each weapon system within the respective Life Extension Programs.
The Contractor shall take appropriate measures to ensure the protection of data to specified levels for the duration of the contract. The Contractor shall follow all appropriate security procedures regarding identification badges, entry control cards, and vehicle passes. The government shall direct the Contractor of the necessary avenues required to acquire the appropriate identification badges, entry control cards, and vehicle passes. The Contractor must return all issued badges and passes to the government at the end of the contract, before final payment shall be made.
Recommended FTEs: One and a half (1.5) FTEs for the scheduling activities are the suggested minimum.
5.0 SERVICES SUMMARY (SS)
The Government will record all surveillance observations through the Performance Assessment Report
(PAR). When an observation indicates defective performance based on the Service Summary (SS)
Performance Threshold identified below, the COR will contact the Contractor and the Contracting
Officer (CO) to report the deficiency.
After the first thirty (30) days of the contract, meetings including the CO will be held as often as necessary as determined by the CO. However, if the Contractor requests, a meeting will be held whenever defective performance is identified. The written minutes of all performance evaluation meetings shall be prepared by the requestor and approved by the CO via signature or electronic concurrence. Should either party non-concur with the minutes; those parties will so state any areas of non-concurrence in writing to the other party within ten (10) calendar days of receipt of the minutes.
The minutes will be included in the contract file.
