FA9302-18-T-0005 Responses to Questions for 412th OG Contractor Test Support Services

Reference: PWS 1.4.7.6: Paragraph states that pilots “must have a current security clearance to the level for the mission performed up to the Secret level.” PWS 5.4.2 states that “Contractor personnel performing work under this contract must have a SECRET clearance at time of the proposal submission, and must maintain the level of security required for the life of the contract. The security requirements are in accordance with the attached DD254.”

Question 1: The referenced DD254 was not provided with the RFP. Can a DD254 be provided prior to proposal submission?

Answer 1: A DD 254 will be provided prior to proposal submission due date.

Question 2: Please clarify, if ALL personnel are required to have a security clearance at time of proposal submission, or only aircrew. For example, are aircraft maintenance and other non-flying personnel also required to have a clearance in addition to aircrew?

Answer 2: Aircrew are required to have a security clearance at the time of the proposal submission.

Reference: PWS 1.6: The anticipated period of performance is 16 February 2017 to 15 February 2019.

Question 3: The start date is not possible. Please clarify what the new period of performance will be.

Answer 3: The anticipated Period of Performance is 16 February 2018 to 15 February 2020.

Reference: PWS 1.9: A001-A004 are deliverables required with proposal submission. The FBO announcements states that the “maximum quote page limitation is 50 pages.”

Question 4: Does the page limitation include deliverables A001-A004?

Answer 4: The page limitation does not include those deliverables.

Reference: PWS 3.1.2: States that the Government will provide Jammer Pods as GFE.

Question 5: Pod rails/adaptors are not readily available on the open market. Please confirm that the applicable pod rails/adaptors and related information will be provided by the Government as GFE/GFI.

Answer 5: The Jammer Pods will not be provided as GFE to the contractor, where the contractor is required to maintain the Jammer Pods. The Jammer Pods will be available for use and provided as test equipment to be used by the Government.

Reference: FBO Announcement: Technical Acceptability Information states: “Provide details of your firm’s ability to provide the services requested.”

Question 6: Please confirm that the term “firm” is the same as “offeror” which includes the prime and any team members who provide the services.

Answer 6: The term “firm” is the same as “offeror” which includes the prime and any team members who can provide the services.

Reference: CLAUSES: Clause 252.228-7001, Ground and Flight Risk, is not listed in the clauses included by reference.

Question 7: Does the government intend to assume any risk of liability for contractor ground and flight operations under this contract?

Answer 7: The Ground and Flight Risk clause is not applicable as this is a commercial contract.

Reference: Checklist "1.1.3 c. SUBFACTOR: Submitted document set forth in PWS, Attachment 1, 1.4.4.3":

Question 8: Which documents are you requesting us to submit with the proposal, as the documents referenced in PWS 1.4.4.3 are normally issued only after contract award and are submitted to DOD in conjunction with the award document.

Answer 8: All of those documents are required with the proposal.

Reference: PWS 1.6 states: “Period of Performance 16 February 2017 to 15 February 2019,” Vs. original FBO document stating 16 February 2018 -15 February 2020.

Question 9: This is a 2 year Indefinite Delivery/Indefinite Quantity Contract. Is this a typo with contract from 16 February 2018 to 15 February 2020? Assuming a start date of 16 Feb, 2018. Could you please provide more schedule information such as Award Date and Start Operations Date/mobilization period?

Answer 9: The start date is anticipated to be 16 February 2018 to 15 February 2020. Upon contract award, a task order request for proposal will be issued that details the immediate schedule needs. It is anticipated that there will be mission in March.

Question 10: As clause 52.212-1, Instructions to Offerors - Commercial Items (JAN 2017) is applicable to this RFQ, would you be providing SF-1449, or is it sufficient to submit a signed transmittal letter agreeing with all the terms and conditions with the proposal?

Answer 10: This is combined synopsis/solicitation and a formal SF-1449 will not be issued for this solicitation. A signed transmittal letter agreeing with all the terms and conditions would suffice.

Question 11: Do you have a desired format for response?

Answer 11: This effort does not have a desired format. Please note the page count, and to provide enough information that has been requested.

Question 12: Do you require a pricing document attached and if so, do you have expanded information to base it upon or will pricing be required in each TO/DO?

Answer 12: The evaluation factors for this multiple award requirement do not include price. Expanded information will be issued at the task order level to include specific mission details and anticipated flight hours.

Question 13: Since this is a multiple award delivery order contract and further competition will be required for each delivery order, would it be possible for the aircraft performance characteristics to be slightly reduced to allow more aircraft options? Specific delivery order requirements could be specified to limit the aircraft performance characteristics to those required for the particular delivery order. This would provide the 412th OG more options over the contract period. In particular, would it be possible to reduce the Mach requirement from .8+ to .7+ ?

Answer 13: No.

Question 14: The current requirement is also for pilots to be a graduate of a Test Pilot School. Again, in order to provide more options in use of the Delivery Orders, would you consider changing the requirement from “Graduate of a Test Pilot School” to “Graduate of a Test Pilot School or equivalent experience” – the evaluator can determine if the provided equivalent experience would suffice the Test Pilot School requirement. This would also provide the 412th OG more options over the contract period.

Answer 14: Graduate of a Test Pilot School or a Society of Experimental Test Pilots (SETP) Member or “higher” (not an Associate Member or Provisional Associate Member) would be acceptable.
