Questions & Answers R-44 FA9302-17-R-L017 Question 1: I have another question in regard this solicitation which is in section (e) of the addenda to FAR 52.212-1 it states that the "Technical Information shall clearly demonstrate that the R-44 has an Air Force Test Center (AFTC) approved FAA Dedicated Airworthiness Representative (DAR) inspection that was completed within the last 24 months."
A DAR Inspection is usually only conducted for when an aircraft needs to be placed into a different airworthiness category ie. changing an aircraft's airworthiness from Standard Category to Experimental Category or to Restricted Category, etc.
Our Robinson R44 to be submitted in our offer has a standard category airworthiness and it will continue to have a standard category airworthiness for the QE flights for the duration of the contract if it is awarded to us. Could you tell me why a DAR Inspection would be required if the aircraft will not be taken out of Standard Category Airworthiness? If a DAR Inspection is still required as part of the Technical Information to be submitted in this offer, can you please tell me where I can find a list of AFTC approved DARs?
Answer 1: Please note, this answer supersedes the PWS and Tech Eval. An AFTC DAR will not be required for this action, the standard airworthiness will suffice.
Question 2: . I see that in the solicitation listed on FBO.gov, it mentions that there is an SF 1449 listed as one of the attachments however, I am unable to locate this document in the attachments on the solicitation. Would it be possible for you to email this document to me or let me know where to find it in the Solicitation on FBO.gov?
Answer 2: There was an issues with the system and the SF 1449 could not be generated, therefore, page 1 of the SF 1449 is not required to be submitted.
Question 3: In section 1.10.3.4.1 thru 1.10.3.4.3 of the PWS for the above referenced solicitation, it states that three originals of each of these documents signed in blue ink and submitted however, the synopsis mentions that the proposals should be submitted via email. Will a signed (in blue ink) scanned copy of each document submitted via email be accepted?
Question 3: Those documents will be required as requested after award, for the proposal response a scanned copy will suffice.
